How to apply for a financial license?

Financial license refers to the legal document issued by China Banking Regulatory Commission (hereinafter referred to as CBRC) authorizing financial institutions to engage in financial business. The financial license is applicable to financial institutions supervised by the CBRC and approved to engage in financial business. Financial institutions include policy banks, commercial banks, rural cooperative banks, urban credit cooperatives, rural credit cooperatives, rural banks, loan companies, * * mutual funds cooperatives, * * asset management companies, trust companies, enterprise group finance companies, financial leasing companies, auto finance companies, money brokerage companies, etc.

The CBRC implements the management principle of grading authorization, proper separation of agency approval authority and license issuance authority for financial licenses.

(1) The CBRC is responsible for the issuance and management of financial licenses of financial legal person institutions (policy banks, state-owned commercial banks, joint-stock commercial banks, joint-stock asset management companies, trust companies, enterprise group finance companies, financial leasing companies, etc.). ) under its direct supervision; Responsible for the issuance and management of financial licenses of wholly foreign-owned banks and their branches, Sino-foreign joint venture banks and their branches, branches of foreign banks, wholly foreign-owned financial companies and Sino-foreign joint venture financial companies and other foreign-funded financial institutions.

(two) the banking regulatory bureau is responsible for the issuance and management of financial licenses of the following institutions:

1. Branches of policy banks, state-owned commercial banks and joint-stock commercial banks within its jurisdiction (including branches in different places);

3. Corporate institutions of city commercial banks and their branches;

4. The following institutions of branches of foreign banks (excluding branches);

5. Non-bank financial institutions and their branches other than trust companies, enterprise group finance companies and financial leasing companies directly supervised by the CBRC;

6. Corporate institutions of urban credit cooperatives, rural credit cooperatives (provinces and cities), rural commercial banks and rural cooperative banks;

7. Local village banks, loan companies, mutual aid agencies and local financial institutions have the same city business outlets.

(3) The regional (city, state) branches of the CBRC shall be responsible for the issuance and management of financial licenses of financial institutions other than the above-mentioned institutions and their branches.

When obtaining a financial license, a financial institution shall provide the following materials:

(1) The approval document of the CBRC or its dispatched office;

(2) Letter of introduction from the financial institution;

(3) The legal and valid identity certificate of the licensed personnel;

(4) Other materials required by the CBRC or its dispatched offices.
