Which city in China has the largest number of foreigners?

Shanghai and Beijing are the places with the largest number of foreigners in Shanghai. Many embassies are in Shanghai, but not in Beijing. I was surprised, too. I usually meet more foreigners by subway than in Beijing. There are many black students in Guangzhou University. There are few blacks in Beijing and Shanghai. I met an Indian once in Guangzhou airport and a Thai shemale once in Shanghai, a super beautiful beauty (I think it might be a shemale).
