The first-class cost engineer certificate is universal in China, and the second-class cost engineer certificate is only used in the province.

Second, the work content is different:

The practice scope of a first-class cost engineer is higher than that of a second-class cost engineer.

The practice scope of the first-class cost engineer includes project cost management and consultation in the whole process of construction projects, and the specific work contents are as follows:

(a) project proposal, feasibility study investment estimation and audit, project evaluation cost analysis;

(two) the preparation and audit of the design budget and construction budget of the construction project;

(3) Compilation and review of bidding documents for construction projects; (four) the preparation and management of the contract price, settlement price and final settlement price of construction projects;

(five) cost appraisal in construction project audit, arbitration, litigation and insurance, and mediation of project cost disputes;

(six) the preparation and management of construction project valuation basis and cost index;

(seven) other matters related to the project cost management.

The work content of the second-level cost engineer:

The second-level cost engineer mainly assists the first-level cost engineer to carry out related work, and can independently carry out the following specific work:

(a) the construction project quantity analysis, planning, organization cost management, construction drawing budget, design budget;

(two) the construction bill of quantities, the highest tender price, tender offer;

(3) Compilation of contract price, settlement price and final settlement price of construction projects.

Third, the application conditions are different:

First-class cost engineer registration conditions:

(a) to obtain a college degree in engineering cost (or higher vocational education) and have been engaged in engineering cost business for 5 years;

College degree or higher vocational education in civil engineering, water conservancy, equipment manufacturing, transportation, electronic information, finance and trade, etc., and engaged in engineering cost business for 6 years.

(two) to obtain a bachelor's degree or degree in engineering management and engineering cost that is qualified in the evaluation (certification) of engineering education, and to be engaged in engineering cost business for 4 years;

Bachelor degree or degree in engineering, management or economics, and engaged in engineering cost business for 5 years.

(three) to obtain a master's degree or a second bachelor's degree in engineering, management and economics, and to engage in engineering cost business for 3 years.

(four) with engineering and management capabilities. Doctor degree in economics, engaged in engineering cost business 1 year.

(5) For those with corresponding academic qualifications or degrees in other majors, the working years of engineering cost business will be increased accordingly 1 year.

Registration conditions for Grade II cost engineer:

(a) to obtain a college degree in engineering cost (or higher vocational education) and have been engaged in engineering cost business for 2 years;

College degree or higher vocational education in civil engineering, water conservancy, equipment manufacturing, transportation, electronic information, finance and trade, etc., and engaged in engineering cost business for 3 years.

(2) Having a bachelor degree or above in engineering management or engineering cost, and having been engaged in engineering cost business for 1 year;

Bachelor degree or above in engineering, management and economics, and engaged in engineering cost business for 2 years.

(3) The working years of other professionals with corresponding academic qualifications or degrees engaged in engineering cost business increase 1 year.
