Focus on promoting the research and development and industrialization of basic software, embedded software and large-scale industry application software in the information service industry, accelerate the development of mobile communication technologies such as TD-SCDMA and TD-LTE, and promote digital content services such as e-commerce, interactive entertainment, financial services and online audio-visual services based on the Internet. In 2009, the first batch of key projects such as basic software product research and development, TD-SCDMA enhancement technology baseband chip industrialization were mainly concentrated in Pudong, Xuhui and other regions.
