Interpretation of Tibet University's Enrollment Policy in 2020

Chapter I General Provisions

Article 1 In order to ensure the smooth enrollment of our school in 2020, further improve the quality of students, safeguard the legitimate rights and interests of the school and candidates, and standardize enrollment according to law, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the Articles of Association of Tibet University, the Ministry of Education and the relevant provisions of Xizang Autonomous Region, and in combination with the actual situation of our school.

Article 2 Full name of the school: Tibet University; The English name is Tibet University. Registered address: No.36, Jiangsu Road, Lhasa, Xizang Autonomous Region. There are four campuses: Hebalin Campus, Jinna Campus, Norbulingka Medical College Campus and Norbulingka College of Finance and Economics Campus.

Article 3 Type of running a school: public. The school is a comprehensive university affiliated to Xizang Autonomous Region. It is a key university under the national "2 1 1 project". In September 2004, it became a university jointly established by the People's Government of Xizang Autonomous Region and the Ministry of Education. 20 13 was included in the plan for the revitalization of higher education in the central and western regions in may, and was successfully approved in July 20 13. In September 20 17, it entered the ranks of world-class discipline construction universities, and in February 20 18, it became a university jointly established by the Ministry of Education and the Xizang Autonomous Region Municipal People's Government.

Article 4 The enrollment plan of our school is formulated and promulgated in accordance with the deployment requirements of the Ministry of Education, the district committee, the government and the Autonomous Region Admissions Committee, adhering to the principle of overall planning enrollment opportunities and fairness, taking social needs and employment as the guidance, and combining with the actual resources of the school.

Chapter II Organizational Structure and Responsibilities

Article 5 A school shall, in accordance with the relevant provisions of the Ministry of Education and the autonomous region, set up a leading group for enrollment work, which is composed of principals, leaders in charge of relevant schools, heads of relevant departments and college presidents, and is responsible for studying and formulating policies and regulations for enrollment work, reviewing enrollment plans, and discussing and deciding major issues in enrollment work.

Article 6 The Admissions Office of Tibet University is a permanent institution responsible for the enrollment of undergraduate students.

Article 7 The main duties of the Admissions Office of Tibet University are:

(1) Implement the regulations of the Ministry of Education on enrollment, as well as the supplementary regulations or implementation rules of the competent departments and provincial recruitment committees;

(2) According to the annual enrollment scale approved by the state and the autonomous region and relevant regulations, compile the enrollment plan of our school by province and specialty;

(3) Formulate the enrollment regulations of our school;

(4) Organizing the enrollment propaganda work;

(5) Organize and implement the admission work of our school, and be responsible for coordinating and handling related issues in the admission work of our school;

(six) to fulfill the corresponding responsibilities for the disclosure of college enrollment information;

(7) Support relevant enrollment management departments to complete other work in enrollment;

(8) According to the application of candidates or their legal guardians, investigate, handle and reply the admission behavior of colleges and universities.

Chapter III Enrollment Plan

Article 8 A school shall, according to the actual conditions for running a school, make overall consideration of factors such as the situation of each province and the coordinated development of regions, and make a comprehensive analysis to determine the principles and methods for compiling enrollment plans by province (city) and specialty (i.e. enrollment source plan). The enrollment plan is approved by the education authorities and the Ministry of Education, and announced to the public through the provincial enrollment management departments.

Article 9 Our school implements the enrollment policies and relevant regulations formulated by the national and provincial (city) enrollment management departments.

Article 10 Our school plans to develop in provinces (cities) outside Xizang Autonomous Region. Non-art majors are enrolled in two batches of undergraduate courses [including computer science and technology (confidential courses) as a separate batch of undergraduate admission in advance], and art majors are enrolled in batches by planned provinces and cities.

Article 11 In the plan launched in Xizang Autonomous Region, art majors will implement the control line of art and sports designated by Xizang Autonomous Region, that is, separate batches will be admitted in advance. Non-art majors include separate admission batches in advance, key batches of the same discipline, and ordinary undergraduate batches. (For details, please refer to the Gaopu Enrollment Plan announced by Xizang Autonomous Region).

In Xizang Autonomous Region, it is the traditional mode to enroll batches in advance, while the heavy-capital batches and ordinary undergraduate batches are the parallel volunteer mode.

Article 12 National special plans, local special plans, computer science and technology (confidential classes), China minority languages and literature (normal classes) and clinical medicine (free medical students) of our school are all admitted separately in advance.

Provincial control lines for normal batches of specialties involved in the implementation of national special plans and local special plans; Computer science and technology (confidentiality) shall implement the control line of ordinary undergraduate courses in relevant provinces; China minority languages and literature (normal) and clinical medicine (free medical students) implement the Xizang Autonomous Region key undergraduate control line;

The majors involved in the batch of key undergraduate courses in Xizang Autonomous Region are: China minority languages and literature, ecology, information engineering, architecture, urban and rural planning, clinical medicine, stomatology, administration, economics, law, computer science and technology, finance and accounting.

The stomatology major implements the "joint training mode" of Tibet University and Sichuan University.

Freshmen who apply for military special programs, computer science and technology (confidential classes) and Naqu special programs must sign orientation agreements before entering school. Those who have not signed the orientation agreement will not go through the registration procedures and will be treated as giving up their admission qualifications.

Chapter IV Access Rules and Measures

Article 15 The enrollment work of our school follows the principles of "fair competition, fair selection, openness and transparency, comprehensive assessment of morality, intelligence, physique and beauty, comprehensive evaluation and merit-based admission", vigorously promotes the "sunshine project" of enrollment, and selects outstanding talents for the school.

Article 16 Our school adopts the parallel volunteer admission model for enrollment in relevant provinces (cities) outside Xizang Autonomous Region; Xizang Autonomous Region implements the traditional mode of filing in advance, and the parallel volunteer admission mode is repeated for undergraduate batches and ordinary undergraduates.

Article 17 Our school files according to the scores provided by the provincial admissions offices (including the national college entrance examination plus points confirmed by the provincial admissions offices). According to the batch of filing in parallel volunteer, the proportion of filing should be controlled within 105% in principle.

Article 18 Our school recognizes the scores of provinces (cities) formed after extra points, and takes them as the basis for admission and arrangement of majors. Candidates' professional arrangement follows the admission principle of "clear scores". That is to say, the candidates' majors are arranged in the form of score priority (there is no grade difference between majors), and the majors with single subject scores are arranged according to the results of filing after they meet the requirements; Candidates with the same professional volunteers, if required by a single subject, will be arranged according to the level of a single subject. If it is not a single subject requirement, the subjects of science and engineering are mathematics, science, and Chinese in turn, that is, the total score of characteristics is the same, first look at the math scores; If the math scores are the same, look at the comprehensive scores of science; If the comprehensive score of science is the same, look at the Chinese score; The order of literature and history subjects is Chinese, liberal arts synthesis and mathematics, that is, the total score of characteristics is the same, first look at Chinese scores; If the Chinese scores are the same, look at the comprehensive scores of liberal arts; If the comprehensive scores of liberal arts are the same, look at the math scores. Those who fail to meet their professional aspirations and do not obey the adjustment will be dismissed. Transfer candidates with the same score shall be executed in the same way. Candidates who fail to reach the admission line of each major will be transferred to less than full majors according to the humanized principle of "score first and voluntary combination". During the admission process, candidates who do not meet the admission conditions and do not obey the professional adjustment will be treated as retired.

The pre-recorded results after the examination of the provincial admissions office will not change because of the re-recording of candidates.

Article 19 Our school has requirements for individual subjects of some majors, which are as follows (expressed as: within/outside the district).

Chinese language and literature: Chinese or Chinese ≥ 100/ Chinese ≥110;

China minority languages and literature: Tibetan ≥ 100, Chinese ≥90 (local only);

Physics, Mathematics and Applied Mathematics: Mathematics ≥ 60/≥ 90;

English: English ≥60 /≥90. Please refer to the enrollment plans published by provinces (cities) for specific requirements.

Article 20 The admission rules for art majors are generally as follows: when the candidates' ideological and political moral assessment and physical health examination meet the requirements, and the scores of professional examinations and cultural examinations reach the control scores of art and sports in ordinary high schools in the autonomous region, they will be admitted in turn from high scores to low scores according to the voluntary order reported by the candidates until they are fully admitted. Unless otherwise stipulated by the provincial admissions office where the candidates are located, it shall be implemented according to the requirements of the provincial admissions office.

Twenty-first candidates from other provinces and cities outside the region who apply for art majors in our school must take the unified examination (joint examination) of art majors in 2020 organized by the provinces (autonomous regions and municipalities) where the candidates are located, and pass the examination. Where the provinces (autonomous regions and municipalities) do not organize the unified examination (joint examination) for related majors, candidates must participate in 3 1 independent undergraduate course Art College or 13 independent reference college.

Candidates from Xizang Autonomous Region are required to take the 2020 unified examination for arts majors in Xizang Autonomous Region and pass the examination. Individual majors must take and pass the exams of Tibet University, specifically:

Music performance majors are admitted in turn according to their professional scores (above 80 points);

The majors of composition and composition technology theory are admitted in turn according to their professional scores (above 50 points);

Fine arts and visual communication design majors are admitted in turn according to the qualified results of the provincial unified examination;

Musicology and dance performance majors are admitted in turn according to the qualified scores of the provincial unified examination (the ratio of male to female in Xizang Autonomous Region dance performance majors is male 10 and female 10).

Twenty-second schools arrange teaching in English as a foreign language, and it is recommended that non-English language candidates carefully consider it.

The 23rd Computer Science and Technology (Confidential Class) is a free orientation training program with 40 students, specifically: Qinghai 10, Xizang Autonomous Region 10, 8 in Sichuan, 3 in Yunnan, Gansu, Shaanxi and Henan; Qinghai students plan to work in Qinghai after graduation, Tibet, Yunnan, Gansu, Shaanxi, Henan and Sichuan (3 students) plan to work in Tibet and Sichuan (5 students) plan to work in Sichuan after graduation. Article 24 When enrolling students, schools shall strictly implement the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation.

Due to the training nature, teaching and employment requirements of architecture, urban and rural planning, transportation, resource exploration engineering, civil engineering, fine arts, visual communication design and other majors, candidates with color blindness, weak color, amblyopia and disability are invited to apply carefully.

Chapter V Others

Twenty-fifth adhere to the principle of collective deliberation, collective decision-making, openness and transparency, and solve the problem of imbalance between provinces (cities).

Article 26 After the new students enter the school, our school will conduct a comprehensive re-examination of morality, intelligence and physical education for three months according to the relevant documents of the Ministry of Education. Those who fail the second interview will be treated according to different situations until their admission qualification is cancelled. Anyone who practices fraud in the evaluation will be disqualified once found.

Twenty-seventh schools through awards (scholarships), loans (student loans), assistance (work-study), subsidies (difficulties), relief (fee waiver) and other measures to help students with financial difficulties complete their studies.

Article 28 According to the spirit of "Several Opinions of the People's Government of Xizang Autonomous Region and the Xizang Autonomous Region Committee on Promoting the Employment and Entrepreneurship of College Graduates" (No.9 issued by the Tibetan Party Government [2017]), ordinary colleges and universities recruit students after graduation, with the guidance of the government and the market as the mainstay, and choose jobs independently in both directions.

Twenty-ninth our school collects tuition and accommodation fees according to the charging standards approved by the price bureau of the autonomous region, and announces the enrollment plan and tuition standards at the same time. According to Document No.39 of Tibet Education Commission [2000], the standard of accommodation in our school is 800 yuan/academic year. According to the Notice on Printing and Distributing issued by the Department of Education and the Department of Finance of the Autonomous Region (No.45 [2009] of Tibetan Education Department), the autonomous region implements the policy of fee exemption (subsidy) for freshmen majoring in normal universities, agriculture and animal husbandry, forestry, water conservancy and minerals. The standard of fee exemption (subsidy) is 2,800 yuan per student per academic year, accommodation fee of 800 yuan and living expenses of 3,000 yuan.

Article 30 According to the documents (No.[20 10] 198) and (No.[2017]17), clinical medicine majors (free medical students) and computer science and technology During the school period, tuition and accommodation fees are free, and a certain living allowance is issued.

Chapter VI Supplementary Provisions

Article 31 In accordance with the relevant requirements of the Ministry of Education, relevant information such as enrollment scores of various schools shall be publicized on the Sunshine College Entrance Examination Information Platform of the Ministry of Education and the school information disclosure website.
