The Regulations on Household Registration in People's Republic of China (PRC) stipulates that:
Article 6 A citizen should be registered as a permanent resident in his habitual residence, and a citizen can only be registered as a permanent resident in one place.
Article 7 Within one month after a baby is born, the head of the household, relatives, dependents or neighbors shall report the birth registration to the baby's permanent residence registration authority.
If an abandoned baby is abandoned, the adopter or the infant-rearing institution shall declare the birth registration to the household registration authority.
