Eleventh operators enjoy the following rights in price activities:
Independently set prices regulated by the market;
(two) to set the price within the scope stipulated by the government guidance price;

Fourteenth operators shall not have the following unfair price behavior:

(8) Other unfair price behaviors prohibited by laws and administrative regulations.
"Provisions on Administrative Penalties for Price Violations" Article 5 Operators who violate the provisions of Article 14 of the Price Law and collude with each other to manipulate market prices, resulting in a sharp rise in commodity prices, shall be ordered to make corrections, their illegal income shall be confiscated and a fine of less than five times the illegal income shall be imposed; If there is no illegal income, a fine of 6,543,800 yuan and 6,543,800 yuan will be imposed; if the circumstances are serious, a fine of 6,543,800 yuan and 5 million yuan will be imposed; If the circumstances are serious, it shall be ordered to suspend business for rectification, or its business license shall be revoked by the administrative department for industry and commerce.
In addition to the provisions of the preceding paragraph, operators who collude with each other to manipulate market prices and damage the legitimate rights and interests of other operators or consumers shall be punished in accordance with the provisions of Article 4 of these Provisions.
Trade associations or other units that organize operators to manipulate market prices in collusion with each other shall be punished in accordance with the provisions of the preceding two paragraphs; Trade associations or other units may be fined up to 500,000 yuan. If the circumstances are serious, the registration and license shall be revoked by the registration administration organ according to law.
