According to the requirements of the Teacher Law, the Regulations on Teacher Qualification and the Notice of the Guangdong Provincial Department of Education on Doing a Good Job in the Qualification Identification of Primary and Secondary School Teachers in the First Half of 2022, in order to do a good job in the qualification identification of primary and secondary school teachers (including secondary vocational schools and kindergartens) in our city in the first half of 2022, the relevant matters are hereby announced as follows:
First, the scope of appraisal
(1) Social personnel with Qingyuan household registration (including on-the-job and unemployed personnel);
(2) Persons registered in other provinces and cities who hold Qingyuan residence permit and are within the validity period;
(three) fresh graduates of Qingyuan full-time colleges and universities;
(4) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents or travel permits for Hong Kong and Macao residents to and from the mainland or who are valid for five years in mainland travel permit for taiwan residents;
(5) Active servicemen and armed police stationed in the Qing army.
Second, the identification conditions
Those who apply for the accreditation of teachers' qualifications shall meet the accreditation conditions stipulated in the Regulations on Teachers' Qualifications and have not reached the national statutory retirement age.
(A) ideological and moral status
Support the leadership of China * * * production party, love the socialist motherland, adhere to the party's basic line, have good political and moral quality, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law, and abide by teachers' professional ethics.
(2) Education
1. To apply for kindergarten teacher qualification, you must have graduated from kindergarten normal school or above.
2. To apply for the qualification of a primary school teacher, you must have graduated from a secondary normal school or above.
3. To apply for junior high school teacher qualification, you must have a higher normal college or other college degree or above.
4. To apply for the qualification of a senior middle school teacher, you must have a bachelor's degree or above from a normal university or other university.
5. To apply for the qualifications of teachers in secondary vocational schools (including the qualifications of teachers in secondary vocational schools, technical schools, vocational high schools for cultural courses and professional courses), you must have a bachelor's degree or above in normal universities or other universities.
6. To apply for the qualification of internship instructor in secondary vocational schools (including the qualification of internship instructor in secondary vocational schools, technical schools and vocational high schools), one must have a secondary vocational school graduation or above, and at the same time, one should have a junior and above professional technical post or a technical grade certificate for intermediate and above workers.
The above qualifications are all national education sequence qualifications recognized by the Ministry of Education (including self-study, amateur universities, night universities and adult universities including full-time >; , online school correspondence >, etc. ) and Hong Kong, Macao and Taiwan education recognized by relevant state departments and foreign equivalent education.
(3) Physical condition
Have good physical and psychological qualities, no infectious diseases, no history of mental illness, and can meet the needs of education and teaching. According to the Physical Examination Standard for Applicants with Teacher Qualification in Guangdong Province (revised in 20 13 years) (Yue Han [2065 438+03] 1No.), the hospitals at or above the county level designated by the teacher qualification accreditation body passed the physical examination.
Putonghua level
The level of Putonghua should reach the second level or above in the Standard of Putonghua Proficiency Test issued by the State Language Committee.
(5) Exempt from the identification of test.
1. Passed the national qualification examination for primary and secondary school teachers and obtained the certificate of qualification examination for primary and secondary school teachers issued by the examination center of the Ministry of Education, which is within the validity period.
2.2065438+31Students who entered the school before May 2006 (the admission time is subject to the admission time on the graduation certificate) and are full-time normal students in preschool normal schools, full-time normal students in ordinary colleges and universities and full-time master (doctor) students in pedagogy can be directly identified as teachers corresponding to their majors and study periods.
3. Postgraduates and normal students who participate in the qualification reform of teachers in primary and secondary schools without examination have obtained the teacher professional competence certificate of normal students through the assessment of education and teaching ability organized by their schools, and within the validity period, they are recognized as teachers with the same qualifications as any teaching department and teaching subject in the Teacher Professional Competence Certificate of Normal Students without examination.
Third, the time schedule and appraisal process
The qualification of teachers in the first half of 2022 is divided into two stages. Postgraduates and normal students who have obtained the certification of "Teachers' Professional Ability Certificate for Normal Students" will participate in the second stage of online registration. The specific arrangements are as follows:

1. Registration time for China Teacher Qualification Network (April 12, 08:30 to April 217: 30);
2 on-site audit by the county (city, district) Education Bureau is responsible for organizing and accepting (April 25th to April 26th);
3. Time for the applicant's physical examination and information verification of the applicant's criminal record (April 27th to May 20th);
4. Examination and approval time (May 20th to May 3rd1), enter the administrative examination and approval procedure, and generate the certificate number;
5 certificate collection time by the county (city, district) Education Bureau is responsible for the distribution.
stage Ⅱ
1. Registration time of China Teacher Qualification Network (June 15, 08:30 to June 2417: 30);
2. The time for on-site audit, physical examination and verification of the applicant's no criminal record information will be notified separately (please pay attention to the Qingyuan Education Bureau or the county (city, district) Education Bureau official website and the official WeChat official account);
3. Examination and approval time (before July 13), enter the administrative examination and approval procedure and generate the certificate number;
4 certificate collection time by the county (city, district) Education Bureau is responsible for the distribution.
(ii) Identification process
The first step is registration.
Applicants can register their personal accounts at any time during the opening of "China Teacher Qualification Network" () (please select the "Teacher Qualification Applicant Online Newspaper Portal" to register). The ID number is a personal account. Once registered, it cannot be modified. Please fill it out carefully.
Before the teacher qualification registration begins, the applicant should first improve his personal information.
After the applicant logs in with the registered account, click "Personal Information Center" to improve personal identity and other information on this page.
1. "personally identifiable information". After the applicant logs in successfully, users who log in for the first time after registration or have incomplete personal information must first improve their personal identity information in this column.
2. Teacher Qualification Examination Information. Applicants who have participated in the national primary and secondary school teacher qualification examination and passed the examination can view their examination certificate information in this column.
3. "Putonghua certificate information". Applicants can add and modify personal Putonghua information in this column.
4. "Education and student status information". Applicants can add and modify personal academic information under this column. The student status information will be synchronized automatically during the registration process. If the synchronization fails, you can add your own student status information.
5. "degree certificate information". Applicants can add and modify personal degree certificate information under this column.
Step 2: Register
1. Register online.
During the online registration time, applicants should log in to China Teacher Qualification Network, select the online newspaper portal of teacher qualification applicants, log in with their own registration account and password, and select the "Teacher Qualification" module to register. Please read the instructions carefully before registering. And each applicant can only apply for recognition and obtain one kind of teacher qualification every year.
2. Select a certification body.
Choose a suitable certification body according to the type of teacher qualification I apply for;
(1) Applicants for the qualifications of teachers in senior middle schools and secondary vocational schools and the qualifications of internship instructors in secondary vocational schools: Qingyuan Education Bureau.
(2) Applicants for junior high school, primary school and kindergarten teacher qualifications: choose the county (city, district) education bureau where their household registration (residence permit or troops stationed in Guangzhou) is located; Full-time college graduates choose to attend the county (city, district) education bureau; Hong Kong, Macao and Taiwan personnel choose the county (city, district) education bureau where the residence or teacher qualification examination is located.
3. Select the confirmation point.
The confirmation points are all county (city, district) education bureaus, and the correct confirmation points are selected according to household registration, residence permit and student ID card.
(1) Qingyuan household registration applicant chooses the county (city, district) education bureau where the household registration is located.
(2) Applicants with household registration in Qingyuan (including troops stationed in Guangzhou) choose the county (city, district) education bureau where they live.
(3) Qingyuan full-time college graduates choose to attend the county (city, district) education bureau where the school is located.
(4) Hong Kong, Macao and Taiwan personnel choose the county (city, district) education bureau where the residence or teacher qualification examination is located.
Part III On-site Audit
After completing online registration, the applicant should hold relevant materials and conduct on-site audit at the specified time and place according to the requirements of the accepting institution.
Kindergarten, primary school, junior high school, senior high school, secondary vocational school and secondary vocational school internship guidance teacher qualification on-site audit by the county (city, district) Education Bureau arrangement and acceptance.
County (city, district) Education Bureau on-site audit time, place, contact information and scope of acceptance issued by the local according to the actual situation. Please refer to the attachment 1 for the contact information of the accepting institution.
Special note: Applicants who meet the accreditation conditions should pay attention to the on-site audit information and precautions published by official website, the Education Bureau of each county (city, district), after choosing the first stage or the second stage online newspaper.
Applicants for on-site audit are required to bring the following materials:
1. identification.
(1) Provide the original ID card and the original proof of my household registration book or collective household registration.
(2) The original ID card and residence permit within the validity period of the residence application.
(3) Full-time fresh graduates apply for the exam with the original ID card and the original student ID card with complete registration information at the school location.
(4) Original and photocopy of those who meet the admission requirements before May 3, 2065, 438, and are full-time normal students in preschool normal schools, full-time normal students in ordinary colleges and universities, and full-time masters (doctors) in pedagogy, psychology and teaching practice courses (candidates whose transcripts do not show the above academic achievements or who cannot distinguish themselves should provide relevant explanations issued by the school).
(five) Hong Kong, Macao and Taiwan personnel to provide a residence permit for Hong Kong, Macao and Taiwan residents valid for five years or Hong Kong and Macao residents to and from the mainland pass or the original mainland travel permit for taiwan residents.
(6) The active servicemen and armed police stationed in the Youth Force shall provide the original ID cards and the original military officer's or soldier's cards.
2. Proof of academic qualifications.
(1) If the academic information has been verified by "China Teacher Qualification Network", it is not necessary to submit the original academic certificate. If you can't pass the verification, you need to provide the original academic certificate and academic credentials.
Special note: it is suggested that applicants who cannot verify their academic qualifications should be certified at xuexin.com (/xlrz/rhsq _ index.jsp) in advance.
(2) Applicants holding academic degree certificates of institutions of higher learning in Hong Kong, Macao and Taiwan must provide the original academic degree certificates of Hong Kong, Macao and Taiwan issued by the Study Abroad Service Center of the Ministry of Education, and the academic degree certification certificate shall be deemed as valid. Applicants who hold academic degree certificates of foreign institutions of higher learning are required to provide the original certificate of foreign academic degree certification issued by the study abroad service center of the Ministry of Education, and the certificate of academic degree certification is deemed to be valid.
3. Putonghua Level Certificate.
I don't need to submit the original Putonghua certificate if my Putonghua proficiency test information has been verified by "China Teacher Qualification Network". If it fails to pass the verification, it is necessary to provide the original and photocopy of the Putonghua certificate, and sign the book provided by the on-site audit institution.
Special note: the applicant can't find the results, certificate collection, certificate replacement and other issues on the national Putonghua training and testing information resource network (http://www.cltt.org/studentscore). Please contact the test station taking the Putonghua test for consultation.
4. Evidence with no criminal record.
(1) Mainland applicants do not need to submit personal proof of no criminal record. The applicant's certificate of no criminal record shall be uniformly examined by the county (city, district) Education Bureau.
(2) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers need to provide proof of no criminal record, which shall be issued by the applicant to the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. Please consult the local authorities for specific procedures. Applicants from Hong Kong Special Administrative Region and Macao Special Administrative Region require to issue a certificate of no criminal record (Annexes 2 and 3), which shall be filled out by the applicant and submitted to the on-site confirmation point, and the provincial institution shall notify the applicant to collect it from the recognized institution after filling in and stamping it. After the criminal situation of Hong Kong and Macao applicants is verified by the relevant departments of Hong Kong and Macao, the verification results will be fed back to the provincial institutions that issue letters, and the provincial institutions will inform the relevant education bureaus of the verification conclusions as the basis for identification. The applicant's certificate of no crime in Taiwan Province Province shall be issued by the applicant to the relevant departments of Taiwan Province Province, and the certificate of no crime issued shall be directly handed over to the accreditation institution applying for accreditation.
5. Certificate photo.
Recently, there are 1 inch white background and bareheaded front color ID photos 1 piece (the upload format is JPG/JPEG format, which is not more than 200K, which is consistent with the photos uploaded by registration and the photos on the physical examination form).
Special note: the original photo of the certificate requires the actual size to be 4㎝×3㎝, and it is a regular photo of the certificate. Printing photos is not allowed.
6. Other certificates.
(1) Professional and technical post certificate or worker technical grade certificate. To apply for the qualification of internship instructor in secondary vocational schools, in addition to providing the above information, the original and photocopy of professional and technical post certificate or worker's technical grade certificate should also be provided.
(2) participate in the teacher qualification reform class. Teachers' professional competence certificates of education graduate students and public-funded normal students who are exempted from the teacher qualification reform are verified online by China Teachers' Qualification Network, and there is no need to provide originals.
The fourth physical examination
The physical examination certificate issued by the hospitals at or above the county level designated by the education bureaus of counties (cities, districts) in Qingyuan. The specific physical examination hospital and schedule shall be subject to the announcement issued by official website, Education Bureau of each county (city, district).
Tips: As some designated hospitals do not accept physical examination on Saturday and Sunday, please arrange the time reasonably.
Because the applicant during pregnancy is not suitable for personal medical examination, the chief physician of the designated hospital can sign the pregnancy statement on the medical examination form and file it with the institution. After the end of pregnancy, make-up related items should be carried out within one year from the date of application confirmation. Upon examination, those who meet the accreditation conditions will be confirmed to receive the teacher qualification certificate by the accreditation body with the medical certificate, and will give up on their own after the deadline. Applicants who are pregnant or breast-feeding must have a physical examination in accordance with the Physical Examination Standard for Applicants with Teacher Qualification in Guangdong Province (revised 20 13), and the items cannot be exempted from examination.
The fifth step is to obtain the teacher qualification certificate.
1. License information.
Appraisal institutions at all levels will make appraisal conclusions according to the examination and approval, and make teacher qualification certificates for applicants who meet the appraisal conditions. The time and place to receive the teacher qualification certificate and the application form for teacher qualification determination shall be subject to the notice of obtaining the certificate issued by the Education Bureau of each county (city, district).
2. Method of obtaining permission.
By post. Applicants can choose when registering, and the postage will be charged separately.
Help yourself. The applicant holds his/her ID card to receive the teacher qualification certificate and the teacher qualification application form from the institution that accepts the accreditation.
Special note: fresh college graduates receive teacher qualification certificate with graduation certificate. The "Application Form for Teacher Qualification" shall be submitted by the applicant to the administrative department where my personnel file is located, and shall be included in my personnel file at your own risk.
Fourth, other matters needing attention
(a) the education bureaus of counties (cities, districts) should strictly implement various prevention and control measures according to local prevention and control requirements, arrange the time reasonably at wrong times and peaks, and promote the identification work safely and effectively. Applicants should obey the command and take personal epidemic prevention measures during on-site audit.
(2) The applicant should pay close attention to the relevant notices and announcements of the domicile, residence, school location and the accredited institutions of the troops in a timely manner, and must make online declaration and on-site audit according to the specified time, place and requirements. If the applicant fails to complete the declaration within the specified time due to reasons such as missing the declaration time, choosing the wrong accreditation body or on-site confirmation point, incorrect declaration information or incomplete submission materials, the accreditation body will no longer accept it, and the responsibility will be borne by the applicant himself.
(three) the applicant shall personally register online and confirm the on-site audit, and be responsible for the accuracy and authenticity of the personal information and on-site audit materials provided. It is forbidden for schools or any institutions to register on their behalf, and if the violation of regulations affects their application for teacher qualifications, the applicant shall bear the responsibility.
(4) "Teacher Qualification Management Information System" automatically verifies the applicant's identity, education, Putonghua, primary and secondary school teacher qualification examination results and other information, and the applicant can only pass the verification of the above information by filling in real personal information.
(5) The photos uploaded by the applicants during online registration should be my bareheaded front color photos with a white background for nearly 6 months, which should be consistent with the photos submitted during physical examination and on-site audit. If the unqualified photos affect my application for teacher qualification certificate, the responsibility shall be borne by the applicant himself.
