Recently, official website, Bengbu City, Anhui Province, announced that the director of Anqing Development and Reform Commission and his party recently went to Nanjing City, Jiangsu Province to dock Bengbu City, and generally increased the number of Nanjing City Circle. Nanjing Municipal Development and Reform Commission warmly welcomed and applied for Bengbu's joining, and looked forward to working closely with Bengbu to strengthen communication.
An active and enthusiastic invitation can be called a grand event in the period of city circle.
Unfortunately, Bengbu belongs to Anhui, and Nanjing is the capital of Jiangsu. Bengbu city is not bordered by Nanjing, and the linear distance from Nanjing far exceeds Hefei.
Even so, Bengbu City is nearly 300 miles away and actively participates in the embrace of Nanjing City Circle. Who is embarrassed by this?

Attack "the symbol of Beijing"
Nanjing has been called "the symbol of Beijing" for many years, and it has close relations with some cities in Anhui Province.
At the end of May, the head of the Standing Committee of the People's Congress of Nanjing City Circle held a joint meeting. Besides Nanjing, Zhenjiang, Yangzhou and Huai 'an in Jiangsu Province, there are four cities in Anhui Province: Wuhu, Xuzhou, Hefei and Xuancheng.
These eight cities just constitute the Nanjing city circle.
In terms of GDP, Wuhu and Xuzhou are the second and third largest cities in Anhui Province, while Hefei and Xuancheng rank fifth and ninth respectively, and Bengbu, which is just about to be added in advance, ranks seventh.
In other words, half of the top ten cities in Anhui Province are in the embrace of Nanjing city circle.
In fact, the relationship between these four cities in Anhui province and Nanjing city circle can be traced back to 200 1 at first. At that time, the definition of Nanjing city circle had come out, and the exchanges between Nanjing and Xuzhou, Hefei, Wuhu and Xuancheng became more and more frequent.
At the beginning of 20 19, the national development and reform commission issued a document clearly pointing out that by 2035, a number of world-famous urban circles will be produced. (Refer to "Who will be the biggest winner when the era of metropolitan area comes?" 》)
This represents the arrival of the era of city circle.
As early as 10 years ago, Nanjing metropolitan area tasted the first soup, which can be said to be supported by the current policy, and the capital construction of the metropolitan area accelerated in all directions.
02
Embarrassed Nanjing
Nanjing seized the opportunity of development trend during the period of metropolitan area, but this can't hide its embarrassment in the province.
On the internet, the topic of "which provincial capital city is the most embarrassing in China" was discussed with applause, with Nanjing and Jinan appearing the most frequently.
The reason why Nanjing is the most embarrassing provincial capital depends on the fact that Nanjing's GDP ranks second in Jiangsu, which is not far from Wuxi, the third place. Suzhou has a strong halo effect, and Nanjing, as the capital, is bound to be hurt.
When it comes to provincial capital (urban GDP/ provincial GDP), Nanjing is only higher than Jinan, and it is far behind by second-tier cities such as Wuhan, Chengdu and Xi 'an.
Results At the end of last year, Nanjing, Jinan, Shenyang and other cities were lectured by the provincial inspection team for the same reason: the role of provincial capital cities was not fully exerted.
Subsequently, at the beginning of this year, Nanjing deployed three key daily tasks, the most important of which was announced: enhancing the role of provincial capital cities and managing the primacy of central cities.
03
Powerful Shanghai city
It is not easy for Nanjing to become a strong province.
To understand, there is an extraordinary city in the Yangtze River Delta, Shanghai. Shanghai's high influence, national popularity, strong driving force and wide coverage of the Yangtze River Delta are beyond the reach of second-tier cities.
The most important point is that the Shanghai metropolitan area has come out.
According to the master plan, the basic plan of metropolitan area covers Shanghai, Suzhou, Wuxi, Nantong, Shaoxing, Ningbo, Zhoushan and Huzhou, with a total land area of 49,000 hectares and a population of about 65 million. (Refer to "Shanghai is stable, Shenzhen is hanging")
It can be seen that Suzhou, Wuxi and Nantong in Jiangsu Province, Shaoxing, Ningbo, Zhoushan and Huzhou in Zhejiang Province are all included in the "camp" category of Shanghai metropolitan area.
Nanjing is hard to deal with Suzhou, whose economic strength can not be underestimated, and Shanghai, which is strong enough to surpass.
Then, the only feasible plan is to jump out of the border of a province, take Nanjing city circle as the starting point and springboard, and expand the coverage to Anhui Province, becoming the first place in the regional management center city, which will become an inevitable trend.
As the saying goes: lost in the east corner, harvested mulberry elm. The embarrassing thing this time is Hefei.
04
Embarrassed Hefei?
Nanjing has no reason not to feel embarrassed.
Everything is multifaceted. On the contrary, Nanjing's super attack on Anhui prefecture-level cities just shows that Hefei has already become a full-fledged competitor.
Obviously, Hefei has long been a small provincial capital city without any sense of superiority.
In recent ten years, Hefei deserves to be regarded as a provincial capital city with rapid social and economic development and rapid city ranking.
In 2008, Hefei was just a little-known small and medium-sized provincial capital city, with a total GDP of only 654.38+0664 billion RMB, which was the same as Nanchang, Taiyuan and Kunming.
By 20 18, the total GDP of Hefei has jumped to 78.22 billion, surpassing Nanchang, Taiyuan, Dalian, Shijiazhuang, Changchun, Harbin and other cities in central China, and there is a market competition trend with Xi and Jinan before the merger. (Refer to "High-level Tuning", the horn of "Rise of Central China" will ring again! 》)
In the past ten years, Hefei's GDP has increased by 3.7 times, total fiscal revenue has increased by 4.2 times, and foreign currency deposits have increased by 4.9 times. The development trend rate is among the best in many provincial capital cities.
Behind this, in addition to Hefei's two counties and two districts, and successfully positioning the Yangtze River Delta urban agglomeration, and then completing the great expansion of the provincial capital cities, it is closely related to the promotion of Hefei's location advantage and the innovation-driven development of industrial production during the high-speed train period.
During the traditional railway period, Hefei was located outside the traffic trunk lines of Beijing-Guangzhou, Beijing-Kowloon and Longhai, and it was a well-deserved smiling face of the railway.
During the period of eight vertical and eight horizontal high-speed railways, a beautiful Mi-shaped high-speed railway core area stood in Hefei. Railway lines such as Hefei-Fuzhou high-speed railway, Hefei-Hangzhou high-speed railway, Hefei-Zhengzhou high-speed railway and Hefei-Bengbu high-speed railway not only improve the smoothness between Hefei and first-tier cities, but also improve the coverage of Hefei in Anhui.
In addition to the improvement of resource advantages, Hefei's industrial production is also rising.
At present, Hefei has formed a leading industrial management system focusing on new displays, integrated circuit chips, household appliances industry and automobile industry. It is not only the most prestigious home appliance industry capital in China, but also a famous town in the industrial chain of flat panel display and integrated circuit chips. Companies such as Iflytek, BOE and Gio Auto have deep roots here.
All these make Hefei grow rapidly from the capital of Anhui Province to the only single-core management center city in Anhui Province. In the past, there were provincial capitals in Anhui province without management centers, and the population loss was very serious. Relying on the rapid development of Hefei, a single-core management center, Anhui's population has gradually returned from the Yangtze River Delta.
From 2065438 to 2008, Anhui Province, with a population of 686,000, ranked the third in the country in terms of new business scale, second only to Guangdong Province and Zhejiang Province. Among them, most of them are the population returning from the Yangtze River Delta. (Reference population competition: Guangdong's increment far exceeds that of Jiangsu and Zhejiang, Shandong and Henan continue to flow out, and Beijing's northeast has negative growth).
This development trend is closely related to the rise of Hefei as a management center city.
05
Nanjing VS Hefei: the battle of metropolitan area
The rise of a central city will create market competition pressure on neighboring cities.
The development of a management center city will certainly promote the siphon phenomenon of population and industrial chain, which is in line with the law of value. However, a perfect management center city will also cause siphon overflow, which will move assets, industrial chain, population, culture, education, diagnosis and treatment and other resources nearby, and then produce good interactive communication in the urban circle.
In these respects, Shanghai metropolitan area, Guangzhou, Foshan and Guangzhou, and Shenzhen in Guan Hui are all typical. (Refer to Guangdong-Hong Kong-Macao Greater Bay Area Investment Guide)
On the contrary, once there are many siphons but not enough overflow, it is very easy to cause problems.
In this regard, Shanghai's toughness is hard to understand, while Nanjing and Hefei are bound to compete for the core areas of their respective city circles in Anhui, and the success or failure of this market competition depends on the size of the scale effect.
In these respects, Nanjing has advantages at this stage.
In terms of GDP, Nanjing's GDP reached 1.28 trillion yuan in 20 18, which was 1.6 times that of Hefei. The population is 84,300, 3.5 million more than Hefei. The total assets output is 3.45 trillion, 2.2 times that of Hefei. The general public expenditure budget is 654.38+0.47 billion yuan, twice that of Hefei.
The proportion of tertiary industry exceeds 60%, and Hefei just exceeds 50%. This layout is conducive to the layout of the complementary development trend of the secondary and tertiary industrial chains in Nanjing and Anhui provinces, while Hefei, which is dominated by industrial production, is bound to encounter market competition with cities in the same province.
From the perspective of transportation integration, although Hefei is located in the core area of high-speed rail, Nanjing itself is a traditional hub station. The shortest running time of the high-speed railway between Nanjing and Xuzhou and Hefei is only 20 minutes, and it only takes more than half an hour to reach Wuhu. The traffic smoothness is obviously higher than that of Hefei, which also makes Nanjing relatively attractive to Hefei.
It is worth mentioning that in the urban rail industry, Nanjing has spread to Anhui. From 2065438 to 2008, the operating mileage of Nanjing urban rail has reached 378 kilometers, second only to Guangzhou, Guangzhou and Shenzhen, ranking fourth in all parts of the country and far exceeding Hefei. At present, Nanjing's urban rail has been extended to Xuzhou, Hefei and other places, and this leading edge cannot be reversed by Hefei for a while.
