Fourth, go through the examination and approval procedures.
1, please ask the land-expropriated unit to prepare a report according to the requirements of land requisition approval and report to the municipal land and resources department. The units applying for land acquisition refer to the district people's governments, development zone administrative committees, municipal land acquisition and reserve institutions, and project construction units that can provide land by way of allocation or agreement transfer.
2. Land acquisition agencies shall, jointly with the district labor and social security departments and public security police stations where the expropriated land is located, investigate the ownership, land type, area, agricultural population involved and the ownership, type and quantity of the ground attachments, and the survey results shall be confirmed by the expropriated rural collective economic organizations (or villagers' committees and community residents' committees, hereinafter referred to as rural collective economic organizations), farmers and the owners of the ground attachments.
3. The land and resources department shall, jointly with the municipal labor and social security department, inform the landless rural collective economic organizations and farmers in written form of the purpose, place, compensation standard, resettlement method and opinions of the landless farmers to participate in the old-age security. If a party applies for a hearing, it shall organize a hearing in accordance with the prescribed procedures and requirements.
4, the land and resources department to prepare agricultural land conversion plan, supplementary farmland plan and land requisition plan, after the approval of the Municipal People's government;
5. According to the Notice of Payment for Approval of Construction Land, the municipal finance department is responsible for transferring the paid use fee of newly-added construction land, and applying for the land acquisition unit to transfer other taxes and fees for approval.
Article 48 of the Land Management Law gives fair and reasonable compensation for land acquisition, ensuring that the original living standards of landless farmers are not reduced and their long-term livelihood is guaranteed.
Land requisition shall pay land compensation fees, resettlement subsidies and compensation fees for rural villagers' houses, other ground attachments and young crops on time and in full according to law, and arrange social security fees for landless farmers.
