Hanzhong Administrative Service Center (hereinafter referred to as the "Center") is a comprehensive office set up by the municipal party committee and the municipal government to promote the openness of government affairs, promote the building of a clean government, optimize the investment environment and improve administrative efficiency. Construction started in July of 20 1 1 year, completed in 20 12/month, put into trial operation in March of 20 1 2, and officially started operation in April. The center is located in the northwest of the municipal government compound, with 2 floors of office building, with a building area of 2,066 square meters and 58 service windows, which can accommodate staff 174 people. On August 20 12, the municipal editorial board approved the establishment of the management organization of Hanzhong administrative service center. The center is a department-level institution managed by the municipal government office, with a full budget, 7 staff members, 65,438 directors and 65,438 full-time deputy directors, and consists of a comprehensive department, a business management department and a complaint supervision department. At present, the center has 9 managers.
As a comprehensive administrative service platform in Hanzhong, the center undertakes the responsibility of standardizing the examination and approval behavior, facilitating the people to handle affairs and creating a good development environment. Existing Municipal Development and Reform Commission, Industry and Information Commission, Science and Technology Bureau, Land and Resources Bureau, Planning Bureau, Housing Authority (Law Enforcement Bureau), Transportation Bureau (Transportation Management Office), Forestry Bureau, Water Resources Bureau, Commerce Bureau, Health Bureau, Environmental Protection Bureau, Safety Supervision Bureau, US Food and Drug Administration, Civil Air Defense Office, Industry and Commerce Bureau, Quality Supervision Bureau, Economic Cooperation Bureau, National Security Bureau, Seismological Bureau, Price Bureau, Meteorological Bureau, State Taxation Bureau, Local Taxation Bureau, Fire Brigade, and so on. 28 departments (units) such as SME service platforms have entered the center, and 28 service platforms have been opened, with staff 1 16 to handle administrative examination and approval 14 1.
The center implements the working system of "nine to five" and "AB", and implements the mechanism of "four ones (one region, one department, one representative and one examination and approval) and three fixings (administrative examination and approval authority, chief representative and staff are relatively fixed).
According to the Implementation Opinions of the Municipal Party Committee and the Municipal Government on Deepening the Openness of Government Affairs and Strengthening the Construction of Administrative Service Center and the eight working systems of the Chief Representative of Hanzhong Administrative Service Center, combined with the actual situation, the Administrative Measures (Trial), the Internal Management System (Trial), the Code of Conduct for Staff, the Assessment Management Measures (Trial) and the Employment Management Measures for Security Personnel and Cleaning Personnel (Trial) were formulated.
