Marriage registration is generally handled in accordance with the procedures of preliminary examination-acceptance-examination-registration (certification).
1, first trial
The parties come to the information desk of the marriage registration authority, and the consultants conduct a preliminary examination of each party applying for marriage registration, check the household registration book, ID card and photos, and compare them.
The photos should be recent 2-inch half-length bareheaded photos of both parties, and the quality meets the filing requirements. If it is found that the name, gender and date of birth on the resident identity card and the household registration book are inconsistent, the parties concerned shall be informed to go to the public security department where the household registration is located to perform the necessary procedures for changing relevant items and renewing the certificate book.
If both parties are present, have reached the legal age of marriage, and this registration authority has jurisdiction, please read the notice of marriage registration.
If it is considered that the marriage conditions are met and the marriage registration has not been refused, the consultant may issue a Declaration of Application for Marriage Registration to the parties concerned, who may fill it in with black ink pen or signature pen in the waiting area, and the handwriting shall be clear. If there is any change, it should be signed or confirmed by fingerprint.
In addition to the signature of the applicant, there shall be no blank items. Stamp the words "the parties have read the notice of marriage registration" in the blank of the Declaration of Application for Marriage Registration, and ask the parties to sign or press their fingerprints.
Where conditions permit, notice of marriage registration (including notice of divorce registration) should be posted on the wall. If conditions do not permit, several marriage registration notices should be printed on A4 paper and sealed with plastic for the parties to read.
Step 2 accept
The parties fill in the declaration form and sit down at the registration desk with the declaration form, certificates and copies of certificates. The registration room should be arranged as an open space, with the marriage registrar sitting opposite the parties and a wide desktop in the middle.
Marriage Registrar: "China implements a marriage system of freedom of marriage, monogamy and equality between men and women. To get married, both parties must be completely voluntary. There is no spouse, immediate family member or collateral blood relationship within three generations. The woman has reached the age of 20 and the man has reached the age of 22, and there is no disease that prohibits marriage. Both parties should register with the registration authority in person, and cannot be represented by others. Do you both understand these rules? "
Both sides replied, "I understand."
The marriage registrar asked the woman, "Do you meet these conditions?"
The woman replied, "Yes."

Step 3 review
(1) The marriage registrar shall compare and examine the documents, certificates and statements submitted by the parties. The name, gender, date of birth, ID number and domicile on the ID card and household registration book shall be consistent with the statement.
The marriage registrar should also compare the photos submitted by the parties with the photos on the ID card. If the person concerned and the photo on the ID card cannot be identified as the same person with naked eyes, both parties shall be required to confirm and declare in writing that they are themselves. The examination of the marital status of the parties by the marriage registration authority is mainly based on their own written statements.
The marital status column of the household registration book is blank and can be regarded as unmarried. If the marital status in the household registration book of the party concerned is "married" and declared as "unmarried", the marriage registrar shall make further inquiries. If a party conceals the divorce or widowhood, it shall require the party to change the content of "unmarried" in the statement to "divorced" or "widowed", and sign the change or confirm it by fingerprint.
(two) the marriage registrar shall carefully observe the parties in the process of oath and interrogation. If the parties are uncertain or hesitant, the marriage registrar should further inquire or communicate with the parties respectively according to the specific circumstances. If it is found that the parties are involuntarily married or conceal the true situation, the formalities shall be terminated.
For the deaf-mute and other parties who have difficulties in normal communication, a witness who can communicate with the parties and the marriage registrar normally shall be invited to be present, and the witness shall write a written proof of the inquiry and submit it to the marriage registrar for the record.
The registration authority shall not register those with severe or extremely severe mental retardation, those without marital awareness and serious mental illness, and those who have aggressive and harmful behaviors during the onset.
Step 4 register
The marriage registrar will input the information of the parties who meet the marriage conditions into the computer and print the marriage registration audit processing form.
If the parties pay the work expenses, the marriage registrar shall pay and issue an invoice at the time of charging.
