Chapter I General Provisions Article 1 In order to promote the construction of social credit system, create a social credit environment, establish a credit reward and punishment mechanism, standardize the management of public credit information, promote the construction of quality, standards, brand and reputation in Shenzhen, and build a new market supervision system with credit as the core, According to Article 2 of the State Council's Outline of Social Credit System Construction Plan (20 14-2020) and Opinions on Establishing and Keeping Credit, these Measures are applicable to the collection, disclosure, use, supervision and management of public credit information. Article 3 The term "public credit information" as mentioned in these Measures refers to the information generated or obtained by state organs, mass organizations and organizations exercising public affairs management functions in accordance with laws and regulations in the course of performing their duties, and can be used for identification. Article 4 The collection, disclosure, use, supervision and management of public credit information shall follow the principles of legality, objectivity, completeness, accuracy and timeliness, safeguard the national interests, social public interests and the legitimate rights and interests of information subjects according to law, and shall not divulge state secrets or infringe upon business secrets and personal privacy. Article 5 The Municipal People's Government (hereinafter referred to as the "municipal government") shall establish and improve a unified public credit information management system in the whole city (hereinafter referred to as the "public credit system"), collect, store and integrate the public credit information of natural persons, legal persons and other organizations in this city, and make it uniformly available to the public.

The district people's governments (including the new district management agencies, hereinafter referred to as the "district government") and municipal government departments shall, in accordance with the principle of "building * * * and enjoying * * *", strengthen the collection and use of public * * * credit information in their respective regions and departments through the public credit system.

District governments and municipal government departments shall promote public credit information inquiry on the portal website of this unit. Article 8 Information providers shall formulate their own enterprise credit information management system, submit relevant information to the municipal e-government resource institutions according to the enterprise credit information resource catalogue (hereinafter referred to as the "credit catalogue"), and do a good job in information recording, maintenance, objection handling and information security according to law.

Information providers can put forward opinions and suggestions on the construction and maintenance of public credit system. Chapter II Credit Catalogue Article 9 Public credit information shall be collected according to the credit catalogue.

The dynamic management of the credit directory shall be implemented by the Municipal Credit Office in conjunction with the municipal e-government resources institutions and municipal credit institutions in accordance with laws, regulations, rules and national credit standards. Article 10 The credit catalogue shall include the identification code, specific data items, data format, data source, disclosure attributes and disclosure period of public credit information.

The unified social credit code of legal persons and other organizations is the identification code of their credit records, and the number of personal identity documents is the identification code of natural person's credit records.

During the transitional period of implementing the unified social credit code, legal persons and other organizations that have not been given the unified social credit code use the organization code as the identification code. Article 11 The credit catalogue of legal persons and other organizations includes the following categories:

(1) Basic information: including identity-related information such as registration permission and qualification;

(2) Regulatory information: including administrative punishment or punishment, administrative compulsion, unpaid taxes, unpaid provident fund, unpaid social insurance premiums, labor supervision and other regulatory information stipulated by laws, regulations and rules;

(3) Litigation and judgment related information: including legally effective judicial judgments, rulings, decisions and labor dispute arbitration awards;

(4) Other information: including reward information such as appraisal, compliance and commendation by the central and provincial governments, credit commitment, credit repair information such as tax payment, provident fund and social insurance premium, and other information reflecting the credit status of the information subject. Twelfth natural person credit directory includes the following categories:

(1) Basic information: including name, ID number, employment status, education background and other identity-related information;

(2) Regulatory information: including administrative punishment or disposition, administrative compulsion, unpaid taxes and other regulatory information stipulated by laws, regulations and rules;

(3) Litigation and judgment related information: including legally effective judicial judgments, rulings, decisions and labor dispute arbitration awards;

(4) Other information: including reward information such as appraisal, compliance and commendation by the central and provincial governments, credit repair information such as tax payment, and other information reflecting the credit status of the information subject.
