First-level psychological counselor:

(4) Those with associate senior titles in psychology, education and medicine, who have received formal training with standard hours stipulated by senior psychological counselors and obtained graduation (completion) certificates.
Secondary psychological counselor:
(1) Those who have been engaged in psychological counseling for about 4 years after obtaining the professional qualification certificate of psychological counselors, have passed the reliable study and training at the level of psychological counselors, met the requirements of standardized hours, and obtained the graduation (graduation) qualification certificate.
(2) Those who have graduated from social psychology, education, medicine or other professional universities, engaged in psychological counseling for about 5 years, received reliable study and training at the level of psychological counselors, met the requirements of standardized hours, and obtained graduation (graduation) qualification certificates.
(3) Those who have primary titles in social psychology, education and medicine, have been engaged in psychological counseling for about 3 years, have been trained by psychological counselors to meet the requirements of standardized hours, and have obtained graduation (graduation) qualification certificates.
(4) The appraisers with senior professional titles in social psychology, education and medicine have been engaged in psychological counseling for about 1 year, and have been trained by psychological counselors to meet the requirements of standard hours and obtained graduation (graduation) qualification certificates.
The categories of certificates issued are different.
A first-class psychological counselor issues a first-class certificate of national vocational qualification;

Different certificates
The qualification certificates of psychologists are all psychotherapists issued by the Ministry of Health, and psychological counselors are psychological counselors issued by the Ministry of Labor.
