Measures of Chongqing Municipality on the Administration of Meteorological Information Services

Article 1 In order to strengthen the management of meteorological information services and standardize the release and dissemination of meteorological information, these Measures are formulated in accordance with the relevant provisions of the Meteorological Law of People's Republic of China (PRC), the Meteorological Regulations of Chongqing Municipality and the Regulations on the Prevention of Meteorological Disasters of Chongqing Municipality, combined with the actual situation of this Municipality. Article 2 Meteorological information as mentioned in these Measures refers to various meteorological information, weather forecast, climate forecast, severe weather warning and other meteorological data. Article 3 These Measures must be observed in providing meteorological information services within the administrative area of this Municipality. Article 4 The municipal competent meteorological departments shall be responsible for the management of meteorological information services in the whole city, and the competent meteorological departments of counties (autonomous counties and cities) shall be responsible for the management of meteorological information services within their respective administrative areas. The relevant competent departments of cities, counties (autonomous counties and cities) shall be responsible for the relevant management of meteorological information services in accordance with their duties. Article 5 Meteorological information is divided into the following three categories:

(a) decision-making meteorological information for the decision-making of party and government leading organs at all levels and disaster prevention and mitigation management departments, as well as national defense construction and national security;

(2) Public meteorological information such as short-term weather forecast, severe weather warning, meteorological index forecast, fire risk grade forecast, environmental meteorological condition forecast and geological disaster meteorological condition forecast, and important weather reports and meteorological information provided to the public;

(three) other professional and special meteorological information provided for social users.

Meteorological information services should be classified and managed. The meteorological offices and stations subordinate to the sixth municipal competent meteorological departments are responsible for providing decision-making meteorological information services for the municipal leading organs and disaster prevention and mitigation management departments. Meteorological offices and stations subordinate to the competent meteorological departments of counties (autonomous counties and cities) shall be responsible for providing decision-making meteorological information services for the leading organs of counties (autonomous counties and cities) and disaster prevention and mitigation management departments in accordance with the scope of duties determined by the competent meteorological departments of cities.

The competent meteorological departments at all levels shall also report and notify the local government and relevant competent departments in a timely manner in accordance with the relevant provisions of the weather information of sudden disasters such as strong winds, heavy rains, thunder and lightning, and hail.

Decision-making meteorological information services provided for national defense construction and national security shall be implemented in accordance with the relevant provisions of the competent meteorological department of the State Council. Seventh decision-making meteorological information services should be accurate, timely and active.

Decision meteorological information service is a free service. Eighth decision-making meteorological information provided by the competent meteorological departments at all levels and their subordinate meteorological stations belongs to internal data. The relevant organs, departments and units shall abide by the relevant confidentiality provisions of the state when managing and using decision-making meteorological information. Article 9 Public meteorological information shall be released to the public by the meteorological offices and stations subordinate to the competent meteorological departments in accordance with the following provisions:

(1) The Municipal Meteorological Observatory is responsible for releasing public meteorological information within the city;

(2) Meteorological offices and stations in counties (autonomous counties and cities) are responsible for releasing public meteorological information within their respective administrative areas;

(three) the public meteorological information of other provinces (cities, autonomous regions) and foreign public meteorological information need to be disseminated in the city's media, which shall be uniformly released by the Municipal Meteorological Observatory. Tenth other professional and special meteorological information services, in accordance with the relevant provisions of the competent meteorological departments in the State Council. Article 11 Meteorological information provided by meteorological offices and stations subordinate to non-competent meteorological departments can only be used by this system, and shall not be released to the public or disseminated in public media. Twelfth scientific research units, academic groups and individuals can publish their conclusions and opinions on meteorological information forecast at seminars and other professional meetings organized by meteorological stations at all levels or in academic journals, but they shall not publish them to the public in other forms. Thirteenth the provision and release of meteorological information must use unified standards, norms, terms and procedures in accordance with the provisions of the competent meteorological department of the State Council, and timely supplement or revision according to weather changes. Article 14 The competent meteorological department shall set up public meteorological warning signs at major stations, docks, expressways, large bridges and outdoor tourist attractions, and timely release warning signals of severe weather such as rainstorm, lightning, gale, high temperature and cold wave.

The competent meteorological department shall organize the formulation of a public-oriented meteorological warning sign setting scheme, which shall be implemented after being approved by the people's government.

No organization or individual may damage the public meteorological warning signs. Fifteenth radio stations, television stations and newspapers designated by the people's governments at all levels shall arrange special time or pages to broadcast or publish the public meteorological information regularly released by local meteorological stations every day. For severe weather warning, fire danger grade weather forecast, weather forecast that may lead to geological disasters, weather forecast that affects environmental quality and supplementary and revised weather forecast, additional broadcasts or spots shall be arranged in time.

After receiving the severe weather warning and forecast, the TV station shall set up meteorological warning signs in a prominent position on the TV screen.

If a radio station, television station or newspaper office needs to change the broadcast time of meteorological information, it shall obtain the consent of the meteorological station providing meteorological information in advance. Sixteenth meteorological information programs are produced by meteorological stations that release meteorological information. Meteorological offices and stations at all levels shall ensure the quality of meteorological information program production. Seventeenth telecommunications, communications and other units should ensure the smooth transmission of public meteorological information telephone and severe weather warning signals.
