The bumper of the community is not decided by a single department or individual, but by the property management company, the owners' committee, the urban management department and other departments.

According to the Property Management Regulations, property companies should provide corresponding services in accordance with the property service contract to ensure the safety and order of the community. Therefore, the property management company should work out a reasonable bumper setting scheme according to the actual situation and safety needs of the community, and report it to the city management department for approval before implementation.

At the same time, the owners' committee should also supervise the work of the property management company according to the agreement of the property service contract, so as to ensure that the bumper is set in compliance with relevant laws and regulations and the community management system.

If the parking fence in the community is unreasonable or there are security risks, the owners' committee may request the property company to rectify. If the property company ignores it, the owners' committee can complain to the urban management department or the public security department and ask the relevant departments to investigate and handle it.
