The Ministry of Education of People's Republic of China (PRC) is the department in charge of education and language work in the State Council, People's Republic of China (PRC). As of July 20 17, the Ministry of Education has 19 internal departments, among which "Secretariat of China National Committee for UNESCO" is one of them. In addition, the Ministry of Education directly manages 15 educational social groups and organizations.
The Ministry of Education recently issued the Opinions on the Establishment of Ordinary Colleges and Universities during the Thirteenth Five-Year Plan period. The document clearly stipulates that some colleges and universities should be resolutely renamed and upgraded to comprehensive and multidisciplinary development, and "colleges" should be renamed as "universities" in strict accordance with the standards, so as to effectively guide existing colleges and universities to invest their energy and resources in the construction of characteristic disciplines and connotation development. At the same time, it is clearly linked with the national innovation-driven development strategy and supports the establishment of high-level research universities with distinctive academic characteristics in qualified areas.
The application for the establishment (including renaming as a "university"), division or merger of an undergraduate school shall be handled in accordance with the basic procedures of formal examination, expert inspection, expert evaluation, and approval of administrative licensing decisions made by the Ministry of Education.
