2. Project overview and bidding scope

2.2 Project scale: This project is located in Shaxian County, Sanming City, starting from Yuebang Village, Xiamao Town, Shaxian County, Sanming City, connecting Wuyi New District to Nanping Section of expressway, Shaxian County, passing through Gao Qiao Town, Shaxian County, and finally connecting Lishu Village and expressway, Yin Fu. The total length of the route is 7.7 kilometers, all of which are newly built. Lishu Interchange *** 1 is set on the whole line. The main line adopts two-way four-lane expressway standard, with design speed of 100 km/h and subgrade width of 26 meters; The design load is Highway -I, and the design flood frequency is: extra large bridge 1/300, and the rest1100. Other standards shall be implemented according to Technical Standards for Highway Engineering (JTGB0 1-20 14) promulgated by the Ministry of Transport. 3. Qualification requirements of bidders
3. 1 This tender requires bidders to meet the following conditions:
(1) has the qualification of independent legal person in China, has the qualification of general contracting of highway engineering and above, and has a valid enterprise safety production license;
(2) Performance conditions: From 10, 2065,438+07,65,438+0 to the bidding deadline, at least one highway tunnel with a length of over 3,000 meters has been successfully completed. A highway tunnel with a length of more than 3,000 meters is jointly undertaken by multiple contractors, and the contractor who jointly undertakes the civil construction task of the tunnel is deemed to have completed more than 3,000 meters. In the latest credit assessment results issued by Fujian Provincial Department of Transportation and Provincial Key Office, it was rated as Grade A and Grade AA, and it is applicable to the construction enterprises of expressway subgrade according to regulations. Except for extra-long tunnels and extra-large bridges, the rest of the performance is exempt from submission and review;
(3) It has a good reputation, and there is no bad situation or bad credit record listed in Item 1.4.4 of Chapter II "Instructions to Bidders" and Annex 4 of the bidding documents.
3.2 This tender must be an exclusive application, and the application in the form of consortium is not accepted.
3.3 Number of blocks allowed by bidders and number of bid winners allowed: Each bidder can participate in 1 block at most, and only win 1 block at most. When the bidder participates in the bid section group, it is necessary to prepare the bid documents for each bid section in the bid section group and submit them on the electronic trading platform. Among them, the first envelope (commercial and technical documents) of the bid documents of each bid section in the bid section group can be enjoyed by * * *, and the second envelope (quotation document) needs to be prepared separately. Each block can only be allocated to one unit of the affiliated enterprise. When each block is assigned to a unit of the affiliated enterprise, other members of the affiliated enterprise will automatically lose their participation in the block group.
3.5 Units that have an interest relationship with the tenderer and may affect the fairness of bidding, bidding agencies, survey and design units, design consulting units, "agent construction+supervision integration construction" units and units whose leaders are the same person or have a holding or shareholding relationship shall not participate in bidding, otherwise their bidding will be rejected.
3.6 The qualifications, achievements, names of project managers and chief engineers and relevant certificate numbers reported by bidders in the bidding documents shall be consistent with those registered in the credit information management system of the national highway construction market, otherwise the qualification examination will fail.
3.7 This tender includes construction, supervision and test, and bid evaluation and calibration shall be conducted in the order of construction, supervision and test. However, the bidder and the person in charge of the unit are the same person or the unit with holding or shareholding relationship can only be determined as the first winning bidder in the construction, supervision, test and detection sections within the same construction section.
