Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the National Defense Law of People's Republic of China (PRC), the Military Service Law of People's Republic of China (PRC), the Regulations on Pension and Preferential Treatment for Soldiers, the Regulations on Commending Martyrs, the Regulations on Resettlement of Retired Soldiers and other laws and regulations, combined with the actual situation of this Municipality. Article 2 State organs, social organizations, enterprises and institutions, urban and rural grassroots mass autonomous organizations, other organizations and citizens within the administrative area of this Municipality shall, in accordance with the provisions of these Regulations, perform their duties and obligations of supporting the army and being superior to its subordinates. Article 3 The office of the municipal, county and district committees for supporting the army, supporting the government and loving the people shall be responsible for guiding and coordinating the work of supporting the army and giving priority to their families within their respective administrative areas, studying and solving important problems in the work, and coordinating military-civilian relations.

The civil affairs departments of cities, counties and districts shall be responsible for supporting the army and giving preferential treatment to their families within their respective administrative areas. Article 4 People's governments at all levels should strengthen the work of supporting the army and giving priority to its dependents, keep close contact with the troops stationed in Huai River, and establish a system of joint military-civilian meetings and liaison officers. Article 5 During the Spring Festival and the Army Day, people's governments at all levels should extensively carry out activities to support the army and give priority to its subordinates, constantly enhance the national defense concept of the whole people, and cultivate a good social trend to support the army and give priority to its subordinates. Sixth Martyrs Cemetery and other martyrs memorial buildings (museums, monuments, pavilions, towers, tombs, etc.) shall be maintained and managed by the municipal, county and district civil affairs departments in accordance with the relevant provisions.

During the period of Tomb-Sweeping Day, the municipal, county and district people's governments shall organize activities to pay homage to the martyrs and cherish the memory of the heroes. Chapter II Support for the Army Article 7 People's governments at all levels shall incorporate support for national defense and army building into their national economic and social development plans, and cooperate with the army to complete diversified military tasks such as training exercises, combat readiness, scientific experiments, emergency rescue and disaster relief.

We will extensively carry out activities such as education, science and technology, culture, health, law and so on to support the army, help the army solve scientific and technological problems, assist the army in implementing the strategic project of talents, and promote the development of integration of defense and civilian technologies. Article 8 People's governments at all levels shall take effective measures to protect military installations and safeguard the legitimate rights and interests of servicemen. Public security and judicial organs shall promptly investigate and deal with those who destroy military facilities, steal or plunder military materials and make trouble in the camp.

The local people's government shall, in accordance with laws, regulations and relevant provisions, take the initiative to resolve conflicts through consultation with the troops and resolve disputes in a timely manner. Article 9 The relevant departments of land and resources shall, in accordance with the provisions, go through the formalities of examination and approval in a timely manner, and reduce or exempt the expenses related to the land needed for army operations, combat readiness, training and barracks construction. Tenth people's governments at all levels, relevant departments and units should give priority to ensuring the supply of water, electricity and gas to troops stationed in Huai River.

The relevant departments shall supply the grain, oil and non-staple food needed by the troops stationed in Huai River with good quality and quantity; In accordance with the relevant provisions of the state by the local financial subsidies, it should be timely to make up. Eleventh military vehicles in public parking lots (spots), toll roads, bridges, ferries, tunnels, except as stipulated by national laws and regulations, free of parking fees and tolls. Chapter III Preferential Treatment Article 12 During the period of service of conscripts, the county and district people's governments shall issue honorary cards and preferential payments to their families.

For servicemen who have won the honorary title of units above the military region and conscripts who have won the third-class merit or above, bonuses will be paid by the county and district civil affairs departments where their household registration is located before service. Article 13 Survivors of martyrs living in rural areas, survivors of soldiers who died in the line of duty, survivors of deceased soldiers, rural demobilized soldiers, disabled soldiers and veterans who returned home sick enjoy preferential payments in accordance with relevant regulations. Article 14 Servicemen and disabled soldiers are certified to take the local bus * * * for free, and they are certified to visit commercial parks, scenic spots, memorial halls, museums, art galleries, etc. Article 15 Railway stations and highway long-distance passenger stations should set up ticket windows and waiting rooms (districts) for servicemen and disabled soldiers, or set up signs of giving priority to ticket purchase and riding; For disabled soldiers, tickets are sold at a reduced price according to regulations. Sixteenth families of active servicemen who have been approved to join the army shall go through the formalities of settlement by the public security organ where the garrison is located. Before joining the army, they were employees of state organs, social organizations, enterprises and institutions, and the people's government at the place where the troops are stationed shall receive them and properly arrange them; If there is no work unit before joining the army, the corresponding placement shall be made according to my actual situation.

For self-employed, relevant expenses shall be reduced or exempted in accordance with the relevant provisions of the state; For those who are unable to find employment for non-personal reasons, living allowances can be paid according to the local economic and social development level. The public employment service agencies where the garrison is located shall provide employment services such as employment introduction, vocational guidance and vocational training for the dependents, and give priority to the employment of dependents under the same conditions according to the needs of employers.

For the families of retired soldiers who meet the resettlement conditions, the relevant units shall receive resettlement in accordance with the regulations. Seventeenth martyrs, soldiers killed in the line of duty, orphans, orphans and disabled soldiers, demobilized soldiers, supported by the local glorious hospital, welfare homes. Eighteenth enterprises and institutions in the reform of labor and employment, should take good care of their own disabled soldiers, families of martyrs, spouses of active servicemen, not my own reasons or legal circumstances, shall not be dismissed or laid off.

In case of bankruptcy, merger, transfer, restructuring or operational difficulties, disabled soldiers and the survivors of martyrs shall be arranged, and military spouses shall be properly placed. For those who need re-employment, the human resources and social security departments shall arrange free job transfer or job transfer training, and give priority to employment free of charge.

If the spouses of servicemen and other entitled groups set up enterprises or engage in individual business, the administrative department for industry and commerce shall give priority to them, and other relevant departments shall give them support in accordance with relevant regulations.
