The specific conditions for eligible urban low-income families with housing difficulties, urban lower-middle-income families with housing difficulties, newly-employed university graduates and entrepreneurs within the urban area of Hangzhou (excluding Xiaoshan District, Yuhang District, Fuyang District and Lin 'an District, the same below) are as follows:
_ 1. Urban low-income families with housing difficulties must meet the following conditions when applying for public rental housing:
1. At least 1 person has a permanent residence in Hangzhou (excluding student residence) and has lived for more than 5 years;
2. Hold the Hangzhou Minimum Living Security Family Certificate (hereinafter referred to as the minimum living security certificate), the Hangzhou Minimum Living Security Marginal Family Certificate (hereinafter referred to as the minimum living security certificate) or the Hangzhou Urban Low-income Family Certification Certificate (for housing security) (hereinafter referred to as the low-income certificate) within the validity period, and the per capita monthly income of family members is lower than the minimum living security standard of Hangzhou urban residents (inclusive). The per capita existing housing area of the applicant's family in urban areas, Xiaoshan District and Yuhang District is below 15 square meters (inclusive), or the existing housing construction area of families with more than 3 people is below 45 square meters (inclusive).
_ Two, the city's lower-middle income families with housing difficulties must meet the following conditions when applying for public rental housing:
Within the validity period, the family allowance standard for holders of the Identification Certificate for Urban Low-income Families in Hangzhou (for housing security only), the Family Certificate for Minimum Living Security in Hangzhou, the Family Certificate for Marginal Minimum Living Security in Hangzhou, the Family Assistance Certificate in Hangzhou and the Family Assistance Certificate for District-level Poor Families in Hangzhou is 48 yuan/month per square meter.
1. The applicant has a permanent residence in the urban area for more than 5 years (inclusive);
2. The per capita disposable income of the applicant's family in the previous year was less than 66,068 yuan;
3. The applicant family has no room in the urban area, Xiaoshan District and Yuhang District.
_ 3. Newly-employed university graduates and entrepreneurs applying for public rental housing must meet the following conditions:
1. The applicant has a permanent residence in the urban area, or holds the Zhejiang Residence Permit issued by the public security organs in the urban area, Xiaoshan District and Yuhang District within the validity period;
2. The applicant has an intermediate (inclusive) or above professional title, or has obtained a senior vocational qualification certificate for 2 years, or has graduated from a university with a bachelor's degree or above for less than 7 years (those with a master's degree or above are not limited by the graduation period); 3. The applicant has worked in an urban employer, signed a labor contract 1 year or more, continuously paid the housing accumulation fund or social insurance premium for more than 6 months (inclusive), or held the urban business license and tax payment certificate 1 year or more (inclusive); 4. The per capita disposable income of the applicant's family in the previous year was less than 66,068 yuan; 5. The applicant's family has no room in the urban area, Xiaoshan District and Yuhang District;
6. The immediate family members of the applicant (spouse) are unable to finance the purchase of houses in urban areas, Xiaoshan District and Yuhang District. The specific criteria are as follows: If the applicant's (spouse's) immediate family members own less than 2 houses in urban areas, Xiaoshan District and Yuhang District, or the per capita housing construction area is less than square meters, it is deemed that the immediate family members are unable to finance the purchase of houses in urban areas, Xiaoshan District and Yuhang District.
Remarks: If the applicant has the title of associate senior (inclusive) or above or master's degree or above, the declared economic income will not be used as the assessment condition.
