Linzhi City has always regarded "grasping comprehensive management, creating peace, ensuring stability and promoting harmony" as the primary political responsibility of the main party and government leaders at all levels, which has provided a strong guarantee for promoting the smooth development of comprehensive management.
In terms of organizational leadership, the Linzhi Municipal Party Committee and Municipal Government insisted on bringing the comprehensive management work into the overall planning and annual target management of the city's economic and social development, and arranged, deployed, inspected and assessed with the economic work, effectively forming a comprehensive management work pattern in which the main leaders personally grasped, the leaders in charge specifically grasped and other leaders cooperated. In addition, party and government organizations at all levels in Linzhi City and member units of comprehensive management committees at all levels conscientiously implement various specific tasks, and decompose various tasks at different levels to ensure that all work in comprehensive management is grasped, managed and implemented.
In terms of funding guarantee, Linzhi city and county attach great importance to comprehensive management funds and have achieved sustained growth. In 2065438+2006 alone, Linzhi city and county invested 7.29 million yuan in various comprehensive management work, and 54 townships (towns) invested 2.82 million yuan in comprehensive management work, which effectively guaranteed the solid development of various comprehensive management work.

Linzhi City has always strictly adhered to the working idea of "grasping with both hands and being hard with both hands", and consolidated the foundation of safe construction with six constructions, such as standardized construction of grass-roots organizations, construction of prevention and treatment teams, ledger of grass-roots comprehensive management work center, grid construction of urban and rural areas, various work of "advanced two households" and promotion of information platform construction.
In the comprehensive management work, Linzhi City adheres to the standard of "four haves and three implements", and insists that county, township (town) and village comprehensive management organizations have brands, fixed offices, working systems and work ledgers, thus achieving the "three implementations" of organization, system and funds. Combined with the actual work at the grass-roots level, seven work accounts were standardized in 54 townships (towns) and 498 villages (villages) at the same time.
