Regulations of Xiangyang Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, guide and advocate civilized behavior, improve citizens' moral quality and social civilization level, and promote the construction of urban and rural civilization, these Regulations are formulated in accordance with the provisions of relevant national and provincial laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The promotion of civilized behavior adheres to the principles of government leading, public participation, combination of rewards and punishments, systematic promotion and people-oriented, and forms a long-term mechanism of * * * construction, * * governance and * * enjoyment of civilized construction. Fourth city and county (city, district) spiritual civilization construction committee to promote the work of civilized behavior within their respective administrative areas, establish a joint meeting system, clear division of responsibilities, coordinate and solve major problems.

City, county (city, district) spiritual civilization construction institutions are specifically responsible for the planning, guidance, coordination and supervision of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) and the administrative committees of development zones shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans, and the required funds shall be included in the fiscal budget at the same level.

City, county (city, district) people's governments and relevant departments of the Development Zone Management Committee, township people's governments (street offices) and village (neighborhood) committees shall do a good job in the propaganda of civilized behavior in accordance with the division of responsibilities. Sixth units and individuals should actively support and participate in the propaganda of civilized behavior. State functionaries, public figures, educators, window service industries and units and their staff should play an exemplary role in advocating civilized behavior.

Newspapers, radio, television, internet and other media should actively carry out propaganda and supervision by public opinion on civilized construction, and create an atmosphere in which the whole society encourages and advocates civilized behavior. Chapter II Standardization and Advocacy Article 7 Advocate the following civilized behaviors in the whole society:

(a) love the motherland, abide by the law and safeguard the public interests of the state and society;

(two) respect for public order and good customs, and consciously abide by civic conventions, village rules and regulations, industry norms and other civilized codes of conduct;

(three) respect for the elderly and love for the young, respect for teachers and education, civilized family style and harmonious neighborhood;

(four) advocating science, opposing feudal superstitions, organizing weddings, funerals and celebrations in a civilized manner, and paying homage in a civilized manner;

(5) practicing a green and low-carbon lifestyle, saving resources and opposing extravagance and waste;

(six) love their jobs, honest and trustworthy, abide by the norms of civilized service. Article 8 Citizens shall consciously maintain public order and abide by the following provisions:

(1) Dress appropriately in public places, behave in a civilized manner and make no noise;

(2) Wait in line when waiting for service, and do not jump the queue at will;

(three) to participate in and watch large-scale cultural and sports activities such as cultural performances and sports events, we should abide by the order of the event site and maintain the environmental sanitation of the event site;

(four) entertainment activities such as civilized leisure, square dance, spinning top and whipping in public places shall not affect the normal work and life of others. The above noise-making activities are prohibited from 2 1: 00 every day to 7: 00 the next day;

(five) civilized medical care, consciously maintain the order of medical places, and do not make trouble in medical places;

(six) civilized tourism, abide by the norms of tourism management, respect local customs and habits, and do not damage cultural relics, scenic spots, tourist facilities and other tourism resources;

(seven) civilized operation, not in violation of the provisions of the stall, occupy the road, out of the store;

(eight) civilized Internet access, not publishing and disseminating false information, vulgar, obscene and violent information, and not engaging in activities that violate public order and good customs and disrupt public order;

(9) Other provisions of laws and regulations.

Organizers of large-scale cultural and sports activities specified in Item (3) of the preceding paragraph shall formulate civilized guidance programs, take publicity measures, strengthen civilized propaganda, and maintain civilized order at the event site. Article 9 Citizens shall consciously care for public health and abide by the following provisions:

(a) no spitting, urinating, littering and dumping sewage;

(2) Smoking is prohibited in closed, semi-closed or crowded public places such as medical institutions, educational institutions, public cultural and sports venues, public transport and waiting rooms, shopping malls, supermarkets, Internet cafes, hotels, canteens and hotels;

(three) in accordance with the relevant provisions of the classification of domestic garbage, not littering in public areas such as corridors, fire exits, and not throwing things out of the building;

(four) shall not be erected in public areas of * * *, disorderly drying;

(5) It is forbidden to throw wastes into natural water bodies such as rivers and reservoirs and landscape water bodies such as moats, or engage in other acts of polluting water bodies by using the above water bodies;

(seven) no damage to public health facilities, flowers and trees;

(eight) in violation of the provisions of the fireworks;

(nine) do not burn garbage and straw in the open air;

(ten) other provisions of laws and regulations. Article 10 Citizens should travel in a civilized manner and observe the following provisions:

(1) Take public transport to wait for the bus in a civilized manner, get up and down in an orderly manner, do not interfere with the driver's safe driving, do not seize the seat, take the initiative to give up the seat for the old, young, sick, disabled, pregnant and passengers with babies, and do not eat, play or fight in the bus;

(2) Pedestrians passing through motor vehicle lanes or intersections shall take crosswalks or crossing facilities, pass according to traffic signals, and shall not run red lights, cross roads at will or cross road isolation facilities;

(3) Driving a motor vehicle without changing lanes at will, blocking, answering the phone, using high beam and honking in violation of regulations, slowing down when crossing the crosswalk and actively avoiding pedestrians;

(four) driving a non-motor vehicle without running a red light, occupying motor vehicle lanes and sidewalks in violation of regulations, not retrograde, not speeding;

(five) motor vehicles, non-motor vehicles and pedestrians should take the initiative to avoid ambulances, fire engines, ambulances, police cars and other emergency vehicles;

(6) Civilized parking, orderly parking of motor vehicles and non-motor vehicles at designated places according to signs, and no occupation of blind roads and sidewalks;

(seven) civilized use of * * * to enjoy the vehicle, not to damage, not to occupy, not to stop the place;

(eight) driving and riding a motor vehicle without throwing items outside the car;

(9) Other provisions of laws and regulations.
