According to the "Notice on Printing and Distributing" (documentNo. ZZTZ [2008]13), the announcement of sending outstanding college graduates to villages (communities) in our city in 2008 is as follows:
First, the selection principle
1, the principle of seeking truth from facts, being scientific and reasonable;

5. The principle of combining organizational arrangements with individual wishes;

Second, the recruitment quota.

Third, the selection conditions

Four, selection procedures, methods and time schedule
(1) Registration and qualification examination
1. Registration time: 8: 00 on April 15 to 30: 00 on April 18.

3. Registration object: College graduates in the province register in our school, and other applicants register at county (city, district) registration points.
4. Registration method: Take the way of on-site registration. Before registration, I downloaded or received the "Application Form for Selecting Outstanding College Graduates and Village Cadres in Shanxi Province" (in duplicate) from Jincheng Online (www.jconline.cn), filled it out and registered at the registration point of the county (city, district) where I volunteered. I must submit my ID card, the original and photocopy of graduation (degree) certificate, and 4 bareheaded color photos with one inch red background on the front in 2008. College student volunteers who meet the conditions of extra points must hold the original and photocopy of relevant certification materials. College graduates from other provinces should also submit the appraisal materials issued by the school when registering.
5. Precautions:
(1) Applicants can only fill in one volunteer (volunteering county), and candidates must register at the registration point of the county (city, district) where they fill in their volunteers.
(2) The personal documents and information provided by the applicants must be true and accurate, otherwise they will be disqualified and will not be able to take any open recruitment examination in this city within 3 years. At the same time, it is necessary to investigate the responsibility of those responsible for the relevant qualification examination.
(3) After passing the qualification examination, the applicant will bring his/her ID card to the original registration place from May 19 to 23rd, 2008, and the candidates from the registered institutions will get the written test admission ticket from their registered institutions.
(4) Taking counties (cities, districts) as units, the ratio of the number of applicants to the number of applicants should reach 1: 5 in principle before the written test can be conducted.
(2) Examination
The exam is divided into written test and interview.
1, written test. The written test is conducted in the form of a closed book. The written test time is 8: 30 am-11:00 on May 24th. The content of the exam is comprehensive knowledge, what to know and what to know. During the written test, candidates must hold their ID cards and admission tickets. Those who lack the above certificates or are inconsistent with the personal information submitted at the time of registration may not take the written test.
College graduates who participate in the "Volunteer Service Plan for College Students in the West" organized by the Central Committee of the Communist Youth League and other national ministries and commissions and the "Volunteer Service Plan for Northwest Shanxi" organized by the Communist Youth League Committee and other relevant departments (provide the admission notice and service certificate issued by the Central Committee of the Communist Youth League and the Communist Youth League Committee at the time of registration), and the written test scores will be lined up with one plus five points.
The written test scores are sorted from high to low, and the county (city, district) is the unit, and the interview is conducted according to the ratio of 1: 1.5.
2. Interview. Focus on testing candidates' comprehensive qualities such as comprehensive analysis, macro-decision-making, logical thinking, improvisation and language expression. When entering the interview, candidates must hold their ID card, written test admission ticket and interview notice. Those who lack the above certificates or are inconsistent with the personal information submitted at the time of registration may not participate in the interview. The interview time will be announced separately.
3. Student party member, student cadres and outstanding graduates are preferred under the same conditions.
(3) Investigation
The total test scores of candidates are calculated according to 40% of written test scores and 60% of interview scores. According to the total test scores from high to low, the list of candidates who entered the inspection scope was determined by the county (city, district) according to the ratio of 1: 1, and the inspection was organized in a unified way.
If it is necessary to make up the exam for some reason, the municipal leading group will make up the exam according to the candidates' test scores from high to low and arrange an inspection.
(4) Publicity and physical examination
After the inspection, the personnel to be hired will be publicized for 7 working days. After the publicity, the municipal employment leading group will organize a physical examination of the personnel to be employed, and then study and determine the list of employees.
If it is necessary to make up the exam for some reason, the municipal leading group will make up the exam according to the candidates' test scores from high to low, and arrange inspection, publicity and physical examination.
(5) Distribution and appointment
Counties (cities, districts) committee organization department according to the actual needs of the candidates' test scores, volunteers, professional expertise and rural grass-roots units, scientific and reasonable allocation of employment personnel specific job places, and report to the municipal party committee organization department for the record. The organization department of each county (city, district) committee is responsible for handling relevant employment procedures, and coordinating the personnel exchange service agencies under the personnel department of the county (city, district) government to handle personnel agency for transferring college graduates.
(6) Training and management
After the selection list is confirmed, the Organization Department of the Municipal Party Committee will conduct pre-job intensive training and arrive at the post before September/KLOC-0. After officially arriving at the post, the county (city, district) Committee and the township (street) Party Committee organization department are responsible for the training and management of college graduates and village cadres.

1. After the candidate is hired, the county (city, district) and the relevant township (town) will sign an employment contract with him. The contract term is generally 3 years (no probation period). After the expiration, the contract can be renewed according to the needs of the work and my wishes. If I need to terminate the contract due to joining the army, enrolling in school, being admitted as a civil servant, being employed by a public institution or other reasons, I need to submit a written application to the organization department of the county (city, district) Committee for approval. In case of unreasonable breach of contract during the contract period, it shall be handled according to the terms of breach of contract and relevant laws and regulations.
2. The candidates' post-employment work shall be handled by the local township (town) Party committee and government in accordance with the Regulations on Grassroots Organizations of Urban Production Parties in China and the Organic Law of Villagers' Committees and other relevant laws and regulations.
3. The hired personnel are officially from party member, and they are generally arranged to serve as deputy secretaries or branch members of the village party branch; Is in * * * to prepare party member or not in * * * party member, generally arranged for the assistant director of the village committee or elected as the deputy director of the village committee according to law.
4. If the hired personnel are particularly excellent after investigation and have certain practical work experience, and there is no suitable candidate for the secretary of the party branch and the director of the village Committee, they may be appointed as the secretary of the village party branch by the higher-level party organization or elected as the director of the village Committee according to legal procedures.
(2) treatment
1. The personnel relationship of the candidates after employment is represented by the talent exchange service agency under the county (city, district) government or the personnel department of the municipal government, and the agency fee is exempted. According to my wishes, the hukou can be returned to the student's hometown or to the seat of the county (city, district) government.
2. In accordance with the operation mode of "overall planning in the province, selection in the city, county fixed salary, township management and grass-roots service", the wages and benefits of the employed personnel shall be implemented with reference to the management standards of full public institutions in the counties (cities, districts) served.
3. After being employed as a village cadre for one year, the probation period 1 year is no longer implemented, and the working time as a village cadre can be combined with the working time after rejoining the work to calculate the continuous length of service; After the expiration of the 3-year contract, those who have performed well through organizational assessment are encouraged to stay in the village and renew the employment contract, with the same treatment; Those who no longer serve as village cadres shall terminate the employment contract and choose their own jobs.
