Does the special child care treatment belong to educational institutions?

Don't belong. According to the definition in Article 2 of the Law on the Promotion of Private Education, off-campus trust institutions do not belong to private schools or other educational institutions. The essence of the trusteeship center is service, not subject education, and it is not under the control of the education department. Care centers for special children mainly provide various services for special children, aiming at improving their quality of life.
