Chao Cuo (before 20Q 154) was an important official in the period of Emperor Wendi and Emperor Jingdi. During the reign of Emperor Wen of Han Dynasty, Chao Cuo published "Guarding the Border, Persuading Farmers and Caring for Farmers" and "Recruiting People and Caring for People", and proposed to block immigrants to resist foreign invasion, which was adopted. When Emperor Jing of Han Dynasty arrived, Chao Cuo advocated forcibly cutting the vassal, which caused the chaos of the Seven Kingdoms. The seven c's headed by Wu Wang and Lu Bu rebelled in the name of "Please punish Chao Cuo and stand on Jun Qing's side". Han Jing was forced to behead Chao Cuo.
Chao Cuo was a star minister during the reign of Emperor Jing of Han Dynasty, but Chao Cuo only showed his political talent during the reign of Emperor Wen of Han Dynasty. From BC 169, Chao Cuo wrote to Emperor Wendi one after another, expounding a series of thoughts on governing the country and rejuvenating the country. Many strategies were adopted by Emperor Wendi, which shows that Chao Cuo was already an influential politician in the new dynasty.
Chao Cuo's specific suggestions are:
One is to move people to settle here, build towns with a population of not less than 1,000, and build high cities and deep ditches to defend against the invasion of Xiongnu.
Second, give these people some benefits, such as pardoning crimes, rewarding titles, exempting taxes and labor, and providing clothes and food.
Third, set up a reward mechanism, such as taking back the property from the Huns, which can be divided into half.
Fourth, the central government should assume the responsibility of organizing the people to build the frontier, and make overall arrangements in site selection, urban design, establishment of grass-roots organizations, and training of the people's military capabilities.
