Relevant departments of the State Council and local people's governments at all levels and relevant departments should attach great importance to public health emergencies that occur during school, regional or national important activities, and improve the reporting and response level accordingly to ensure that public health emergencies are quickly and effectively controlled and maintain social stability.

The emergency treatment of public health emergencies should adopt methods such as investigation, handling, rescue and verification, and take effective measures to control the development of the situation.

After receiving the notification of public health emergencies, the health administrative departments of local people's governments at all levels outside the incident place shall promptly notify the corresponding medical and health institutions, organize the preparation of personnel and materials needed for emergency treatment, take necessary preventive and control measures to prevent public health emergencies from occurring within their respective administrative areas, obey the unified command and dispatch of the health administrative department of the people's government at the next higher level, and support the emergency treatment in the areas where public health emergencies occur. 4.2. 1 People's governments at all levels

4.2.3 Medical institutions

(5) Do a good job in case analysis and summary of mass unexplained diseases and emerging infectious diseases, and accumulate experience in diagnosis and treatment. Major poisoning incidents shall be handled according to the principle of combining on-site rescue, transporting patients and follow-up treatment.

(6) Conducting scientific research and international exchanges: conducting research on diagnostic reagents, drugs and protective articles related to emergencies. Carry out international cooperation to speed up the search for the source of disease and diagnose the cause.

4.2.4 Disease prevention and control institutions

(3) Laboratory testing: With the cooperation of local professional institutions, professional technical institutions designated by China Center for Disease Control and Prevention and provincial disease control institutions collect enough samples in accordance with relevant technical specifications, and send them to provincial and national emergency response function network laboratories for testing to find out the cause.

(4) Carry out scientific research and international exchanges: carry out research on diagnostic reagents, vaccines, disinfection methods and medical and health protection articles related to emergencies. 4.2.6 Entry-exit inspection and quarantine institutions

(1) When public health emergencies occur, mobilize the technical strength of entry-exit inspection and quarantine institutions and cooperate with local health administrative departments to do a good job in port emergency response.

(2) Timely report the information and changes of public health emergencies at ports.

4.2.7 Emergency response measures in non-accident areas

In areas where public health emergencies have not occurred, we should analyze the possibility and degree of being affected in this area according to the nature, characteristics, occurrence region and development trend of events in other areas, and focus on the following work:

(1) Keep close contact with the incident area and get relevant information in time.

(2) Organize the preparation of personnel and materials needed for emergency treatment in this administrative area.

(3) Strengthen the monitoring and reporting of related diseases and health, and establish a special reporting system when necessary.

(4) Monitor and prevent key groups, places and links, so as to nip in the bud.

(5) to carry out prevention and control knowledge publicity and health education, improve the public's awareness and ability of self-protection.

(6) according to the decision of the people's government at a higher level and its relevant departments, carry out traffic health and quarantine work.
