1. Public policies and legal norms
Public policies include tax system around e-commerce, information pricing, information access fees, information transmission costs and privacy issues. This requires the government to formulate policies. Law maintains the normal operation of commercial activities and plays a role in restricting and regulating the stable development of the market. To carry out business activities, we must abide by national laws and corresponding policies, and at the same time, we must have standardized self-restraint and management first, so that business activities can be carried out in an orderly manner.
With the rapid development of e-commerce and a large number of problems or disputes caused by it, the original laws and regulations can no longer adapt to the new development environment. How to formulate this legal system, what principles should be followed, how to ensure the smooth trading of authorized goods, how to effectively stop the sale of infringing goods or counterfeit products, and how to effectively crack down on infringement are all issues that should be considered when formulating e-commerce laws and regulations.
2. Technical standards and network protocols
Technical standards define technical details such as user interface, transmission protocol and information release standard, which is the basis of information release and transmission and the guarantee of network information consistency. As far as the whole network environment is concerned, standards are very important to ensure compatibility and universality. If there is no unified technical standard, just like different countries use different voltages and currents and use different formats to transmit video signals, the use of many products in the world is limited. The establishment of EDI standard is a typical example of e-commerce technical standard.
Network protocol is the technical standard of computer network communication. For enterprises located in two different geographical locations in the computer network, they must communicate according to the procedures agreed by both parties in advance. These protocols and programs are network protocols.
