The extension of geological data management function to cities and counties is the need for geological work to serve economic and social development in the new period. Through the practical work of extending the function of geological data management in Liaoning Province to the municipal level, this paper explores the three-level linkage management mode of province, city and county, improves the management level of geological data in our province, strengthens the management of geological data, and also plays a positive role in promoting the municipal mining administration.

1 Necessity of extending geological data management function to cities and counties.
1. 1 Geological work serves economic and social development.
According to the laws and regulations on mineral resources, the administrative departments of land and resources in cities and counties have certain authority to examine and approve mining licenses. The provincial examination and approval of exploration and mining rights and the preliminary examination of application materials also need county and city level-by-level examination. The administrative departments of land and resources of cities and counties need to play the role of geological data in fulfilling the functions of mining management and serving the development of regional economy. In order to meet the needs of geological data management services under the new situation, it is an inevitable requirement for geological work to serve economic and social development to explore and practice the extension of geological data management functions to cities and counties.
1.2 Actual requirements of geological data management in Liaoning Province
There are more than 90 units with Grade A, Grade B and Grade C exploration qualifications in Liaoning Province, which are distributed in the whole province 14 cities, and the management is very inconvenient. In order to improve the management level of geological data in Liaoning Province, since 2007, Liaoning Province has tried to extend the administrative function of geological data to the municipal level, trying to mobilize the enthusiasm of land and resources management departments, giving full play to the linkage role of municipal land and resources management departments, and better serving Liaoning's economic and social development.
2 Liaoning geological data management function to the municipal practice
2. 1 early intervention, make a preliminary inspection.
In 2007, the province carried out the work of clearing confidential geological data, including 33 geological prospecting units in eight geological prospecting industries in Liaoning Province, including nuclear industry, geological prospecting, nonferrous metals, coalfield and metallurgy, in addition to provincial collection institutions, and more than 220,000 pieces of file-level geological data needed to be cleared. The province's secret-related cleaning work is tight, the task is heavy, and many units are involved. In order to complete the task on time with good quality and quantity, a work leading group headed by the director in charge was set up. Under the guidance of the specific business of the Provincial Secrecy Bureau, the two ministries and agencies and the Provincial Secrecy Bureau made timely arrangements. At the same time, we ask the municipal administrative departments of land and resources to assist the ministries and agencies to supervise and inspect the clean-up work of state-owned geological prospecting units in the region.
Facts have proved that it is precisely because of the involvement of Liaoning 14 Municipal Bureau of Land and Resources in this work that the clearance of secrets in the whole province was successfully completed, and the clean-up report was submitted to the Ministry of Land and Resources and the State Secrecy Bureau with high efficiency and high quality in a short time.
2.2 Assist physical examination and manage real geological data.
In June+10, 2008, in order to implement the Measures for the Management of Physical Geological Data, the current situation of physical geological data storage in 43 state-owned geological prospecting units and large mining enterprises in the province was investigated. In this work, the municipal administrative department of land and resources is responsible for investigating the storage status of physical geological data of state-owned geological exploration units and large mining enterprises in this area, and finally summarizing the data to form a summary report.
Due to the mobilization of the enthusiasm of the administrative departments of land and resources in various cities, and the clear responsibilities, it took only half a year to basically find out the present situation of physical geological data storage in eight geological prospecting industries and large mining enterprises in Liaoning Province and even 14 prefecture-level cities in Liaoning Province, laying a foundation for strengthening the management of physical geological data in the next step.
In August, 2009, Liaoning Province organized a special inspection on the management of geological data in the whole province. On the basis of self-inspection, it conducted a special inspection on the management of 43 geological files in the whole province. 14 the director in charge of the municipal bureau personally inspected the mainland exploration units in the jurisdiction, and implemented the overdue data one by one, and the municipal bureau formed an inspection report. Liaoning Provincial Department conducted spot checks on 12 key units, and comprehensively grasped the current situation of geological data management in geological prospecting units in the province.
2.3 From point to area, promote the management work to extend to the municipal level.
At the end of 2009, Dalian Municipal Bureau of Land and Resources established a municipal geological data exchange agency, which endowed the bureau information center with the geological data management function and used the Liaoning geological data management information service system developed and constructed by the provincial offices. Dalian geological data management has taken another solid step towards informationization and modernization. Intensify publicity, and promote the extension of geological data management in Liaoning Province to municipal land and resources management departments through the role of Dalian Municipal Bureau.
2.4 Establish rules and regulations and improve the management system.
In June, 2009, the Provincial Department of Land and Resources promulgated the Measures for the Management of Geological Data in Liaoning Province (hereinafter referred to as the Measures) (Liaoning Land Resources [2009] 1 13). Article 7 of the Measures stipulates that the municipal administrative department of land and resources shall assist the provincial department of land and resources in the supervision and management of geological data within their respective administrative areas.
Its main duties are: ① to assist the provincial land and resources departments to supervise and manage the geological data that should be submitted to the provincial land and resources departments within their respective administrative areas; (two) to undertake the collection, storage and utilization of geological data formed by exploration and development of sandstone and clay, which can be exploited in this administrative area and have small mineral reserves and can only be used as ordinary building materials; (3) submit the current geological data catalogue to the Provincial Department of Land and Resources and the Provincial Geological Archives every six months, and hand over the geological data of medium-sized sand, stone, clay ore and small-sized mineral resources reserves other than the annex of the Measures for the Administration of Registration of Mineral Resources Exploration Blocks to the Provincial Geological Archives; (4) according to the relevant provisions of the management of geological data within their respective administrative areas and development and utilization.
The implementation of the Measures for the Management of Geological Data in Liaoning Province marks that Liaoning Province has extended its geological data management function to the municipal land and resources management department.
3. Suggestions on extending the geological data management function to cities and counties.
3. 1 Steadily promote the construction of municipal geological data collection institutions.
Take Dalian as an example, give full play to the leading role of typical advanced technology, and steadily promote the construction of 14 city-level geological data exchange institutions. Supported by "Liaoning Geological Data Management Information Service System", we should unify the platform and standards, give full play to the role of the municipal administrative department of land and resources, gradually realize resource sharing, and constantly improve the modern service level of geological data management in the province.
3.2 Try to carry out the pilot work of extending the geological data management function to the county level.
According to the four regions of Liaodong, western Liaoning, northern Liaoning and southern Liaoning, counties with more mining rights were selected to carry out pilot work. On the basis of summing up experience, we should form methods or initially establish a system, gradually spread the management of geological data, form a joint force, and finally realize the three-level linkage management mode of geological data, give full play to the role of land and resources management departments at all levels, strive to achieve real-time field management, and constantly exert the maximum efficiency of geological data management.
3.3 Strengthen guidance and carry out training.
It is a process of continuous practice, exploration and improvement to extend the function of geological data management to the land and resources management departments of cities and counties. The competent departments of ministries and agencies must strengthen leadership, supervision and inspection, and the provincial geological archives should undertake technical support and business guidance tasks. Therefore, according to the required personnel structure and different majors, training will be carried out in a planned and step-by-step manner to strengthen the construction of municipal management team, so that employees can meet the basic requirements of information management professional quality within a certain period of time.
4 conclusion
Through the investigation of the present situation of physical geological data storage in Liaoning Province, the special inspection of geological data management in Liaoning Province and the development of geological data service for expanding domestic demand projects, after more than two years of attempts, we have continuously explored the extension of geological data management functions to the municipal level and explored the management mode of three-level linkage among provinces, cities and counties. Practice has proved that the above measures not only improve the management level of geological data in Liaoning Province, strengthen the management of geological data, improve work efficiency and expand the service scope, but also play a positive role in promoting the Municipal Bureau of Mine Management.
