Legal analysis: Whether the fingerprint collection of ID card can be handled in different places depends on the situation. If it is the first time to apply for an identity card, you should go to the police station where your household registration is located; If it is not the first time to apply for an ID card, you can get it in a different place, but you need the public security organ at the place where the party's household registration is located to entrust the public security organ at the place of residence to handle it and upload it to the public security organ's intranet. Except for the public security organs, no other unit or individual may accept the entrustment to collect fingerprints of ID card information.
Legal basis: Article 3 of the Law of the People's Republic of China on Resident Identity Cards includes: name, gender, nationality, date of birth, location of permanent residence, citizenship number, personal photo, fingerprint information, validity period of certificate and issuing authority. Citizenship number is a unique and life-long identity code for every citizen, which is compiled by public security organs according to the national standard of citizenship number. Citizens applying for obtaining, renewing or replacing resident identity cards shall register their fingerprint information.
