You have confirmed your account password many times, which means you can enter it.
Two possibilities:
1. Your account is on someone else's computer for the first time, and the account has been bound to that address. Just call 10000 to untie it.
2. Your account needs Starsky Express (or Tianyi Broadband) to dial, just install Starsky Express or Tianyi Broadband.
If you use someone else's computer instead of Starry Speed Dial, then there is only the first possibility.
