I. Basic conditions

A legal person who has been legally established in People's Republic of China (PRC) for more than 3 years and has no criminal record;

Undertaking or intending to undertake projects or products of scientific research and production of weapons and equipment involving state secrets;

For foreign investors who have no overseas (including Hong Kong, Macao and Taiwan) holding or direct investment, if they have indirect investment, their concerted actions will not exceed 20% in the end.

Second, the handling process

Enterprises and institutions that meet the requirements of confidentiality application shall issue a proposal on the level of confidentiality qualification certification to the relevant departments, including the acceptance point of the military qualification examination application, the military industry group company, the general contractor of the project or the relevant departments as stipulated by laws and regulations.

According to the "confidential qualification certification grade proposal form", the key departments and parts of confidentiality will be built and confidential files will be established.

Submit the application and related materials to the national or provincial secrecy administrative department, and the military secrecy qualification accreditation committee shall organize a written review.
