Some provisions on railway statistical work

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Statistics Law of the People's Republic of China and combined with the actual situation of railways in order to strengthen railway statistics, meet the needs of establishing a socialist market economic system, ensure the accuracy and timeliness of statistical data and give full play to the important role of statistics in railway reform and development. Article 2 The basic tasks of railway statistics are to conduct statistical investigation, statistical analysis, provide statistical data and statistical consultation, and exercise statistical supervision over the production, operation and development of railway industries (including state-owned railways, joint-venture railways, local railways and special railways). Article 3 These Provisions shall apply to state organs, enterprises, institutions and social organizations in the railway industry (hereinafter referred to as railway units, the same below). Article 4 The railway statistical work shall be under the management system of unified leadership and graded responsibility of the Ministry of Railways. The Ministry of Railways shall set up a statistical center to be responsible for the statistical work of the railway industry. Railway units shall set up statistical institutions or statistical posts according to the needs of statistical work. Railway units shall, according to the needs of statistical work, set up statistical institutions or statisticians to be responsible for the statistical work of their own units. Article 5 Statistical institutions and statisticians shall independently exercise their functions and powers of statistical investigation, statistical reporting and statistical supervision according to law. Article 6 Railway units must truthfully provide statistical data in accordance with statistical laws, regulations and these Provisions, so as to be timely and accurate, and shall not falsely report, conceal, refuse to report or report late, nor forge or tamper with it. Seventh leaders of railway units shall not modify the statistical data provided by statistical institutions and statisticians in accordance with the statistical system; Shall not force statisticians to tamper with or fabricate statistical data; No retaliation shall be taken against statisticians who refuse or resist statistical violations. Article 8 Railway units shall strengthen their leadership in statistical work and provide necessary conditions for statistical work. Ninth railway units should strengthen the modernization of statistical information processing, data transmission technology and database system in a planned way. Chapter II Statistical Institutions and Personnel Article 10 The main duties of the Statistical Center of the Ministry of Railways are:

(a) according to the national statistical laws, regulations and relevant provisions, formulate railway industry statistical rules and regulations and railway statistical investigation plan, and inspect and supervise the implementation of statistical laws, regulations and rules.

(2) Formulating a unified system of basic railway statistical statements, establishing and improving a statistical index system, uniformly managing and publishing railway statistical data, and reporting railway statistical statements in accordance with state regulations; Conduct statistical analysis on railway reform, production, construction, operation and management, provide statistical consultation and implement statistical supervision.

(three) according to the requirements of the state and the Ministry of Railways, organize relevant national and railway surveys and special statistical surveys, and organize statistical surveys of joint-venture railways, local railways and special railways.

(four) put forward the modernization plan of railway statistics and guide the implementation.

(five) to organize and guide the scientific research and statistical education and training of railway statistics; Organize the evaluation of senior professional and technical positions in statistics. Article 11 The main duties of the statistical agencies of railway units are:

(a) according to the national statistical laws and regulations and the relevant provisions of the Ministry of Railways, formulate measures for the implementation of statistical work in this unit, and inspect and supervise the implementation of statistical laws, regulations and rules.

(two) to complete the statistical tasks stipulated by the superior and local governments, and to carry out statistical work according to the needs of the unit.

(three) centralized management and release of statistical data of the unit; Unified management of statistical questionnaires issued by various departments of the unit; Coordinate relevant business departments, collect, sort out and provide statistical data of the unit and enjoy the information; Establish and improve the original statistical records and accounting; Conduct statistical analysis on the production and operation of the unit, provide statistical consultation and exercise statistical supervision.

(four) unified management of the statistical team, organize the education and training of statisticians.

(five) unified coordination and management of the statistical management information system of the unit. Twelfth railway bureaus and subordinate companies shall set up statistical institutions according to the needs of their work. According to the needs of the market and reform, the railway bureau should strengthen the statistical investigation team, enrich and improve the statistical institutions or statisticians at the grassroots stations and sections. Thirteenth statisticians should abide by professional ethics, persist in seeking truth from facts, oppose fraud, and resolutely resist and oppose all kinds of statistical violations. Fourteenth statisticians must have the professional knowledge needed to perform statistical tasks and hold relevant certificates. All units should ensure the quality of statisticians. New and supplementary statisticians must have technical secondary school education or above and participate in on-the-job training. Only after passing the examination can they take up their posts. Fifteenth railway units should maintain the relative stability of statisticians. The transfer of statisticians should be carried out in strict accordance with the relevant provisions of the higher authorities. Sixteenth railway units involved in the collection and processing of statistical data of non-professional, part-time statistical posts (place names) personnel, should be given the corresponding statistical information responsibility, and included in the post work (production) responsibilities, strict assessment. Chapter III Statistical Investigation Article 17 The Statistical Center of the Ministry of Railways is responsible for formulating the national railway statistical investigation items, investigation schemes, investigation methods, index systems and standard systems, organizing and managing railway statistical investigations, and completing the statistical investigation tasks assigned by the state. Eighteenth railway units to carry out statistical investigations and compile statistical statements, must be approved by the statistical agencies for examination and registration before implementation. Without approval, statistical agencies and statisticians have the right to refuse to fill in the report.
