The construction project cost activities mentioned in these Provisions include the determination and control of construction project cost, as well as contract management, time limit for a project management, cost consultation and other related activities.
Unless otherwise provided by the state, the management of construction project cost activities of transportation, water conservancy and other majors shall be governed by its provisions. Article 3 The principles of fairness, legality, honesty and trustworthiness, and strict economy shall be followed when engaging in construction project cost activities. Article 4 The competent departments of housing and urban and rural construction of the people's governments at or above the county level shall be responsible for the supervision and management of construction project cost activities within their respective administrative areas, and the specific work shall be undertaken by the competent engineering cost institutions to which they belong.
The development and reform, finance, auditing and other departments of the people's governments at or above the county level shall be responsible for the relevant management or supervision of the construction project cost in accordance with the division of responsibilities.
Engineering cost industry associations should strengthen industry self-discipline, give play to the role of industry guidance, service and coordination, and accept the supervision of the competent departments of housing and urban construction at all levels. Fifth provincial engineering cost departments are specifically responsible for the following construction project cost management:
(a) the compilation, revision and management of the province's unified engineering valuation basis;
(two) management and release of construction project cost information;
(three) to guide the construction project valuation activities;
(four) mediation of construction project cost disputes. The valuation basis of construction projects in this province consists of the unified valuation basis of the province and the supplementary valuation basis of cities and counties (districts). Article 7 The competent department of project cost at or above the county level shall follow the principles of advanced technology, reasonable economy, safety, application, energy conservation and environmental protection, establish a dynamic management mechanism for pricing basis, and timely adjust the pricing basis and management measures for construction projects. Article 8 The basis for compiling and revising the valuation of construction projects shall comply with laws, regulations and standards, and be compatible with the economic and social development, construction technology and management level of this province.
The compilation and revision of the valuation basis of construction projects shall solicit public opinions and organize expert review through demonstration meetings, symposiums or other means.
Provincial engineering cost departments shall organize the preparation, revision and release of provincial engineering valuation basis every 3 to 5 years. City, county (District) engineering cost departments shall, according to the local market situation, timely prepare or revise the supplementary valuation basis, and submit it to the competent engineering cost department at the next higher level within 30 days from the date of promulgation. Article 9 The competent department of housing and urban and rural construction of the province shall, according to the national development plan of construction project cost informatization, formulate the information management system of construction project cost in this province, issue relevant data standards of construction project cost informatization management, and establish an information management system.
Provincial engineering cost departments shall establish provincial engineering cost information platform, improve provincial engineering cost method database and database, and guide, supervise and inspect the information construction and information release of city and county (district) construction engineering cost.
City, county (District) engineering cost departments shall, in accordance with the provincial construction project cost information development plan, collect the project cost achievement document information of the construction project in this administrative region from project approval to completion acceptance; According to the local market price, compile and publish the local project cost information every 1 to 3 months, submit it to the provincial project cost management bureau within 5 working days from the date of publication, and upload it to the provincial project cost information platform. Chapter III Valuation Activities of Construction Projects Article 10 Valuation activities of construction projects shall abide by laws, regulations, rules and mandatory standards, follow the principle of investment estimation controlling budgetary estimate, budgetary estimate controlling budget or price ceiling, budget or price ceiling controlling settlement, and implement the whole process cost management of construction projects.
Eligible construction units, tenderers, bidders, employers or contractors may compile their own construction project cost documents or entrust engineering cost consulting enterprises to undertake them. Article 14 The tender bill of quantities shall be compiled by the tenderee according to the construction project bill of quantities valuation specification, engineering quantity calculation specification, comprehensive quota, design documents, tender documents, construction site conditions and conventional construction scheme.
The tender bill of quantities is an integral part of the tender documents, and the tenderer shall be responsible for the accuracy and completeness of the tender bill of quantities.
