(three) the purchase of imported products without relevant examination and approval procedures;
(four) the government procurement policy of giving priority to or compulsory procurement of energy-saving and environmental protection products has not been implemented;
(5) 8% price deduction is not stipulated for SMEs;
(6) 6% of the price is withheld from the enterprise that has not been designated for supervision and delivery;
(7) Other provisions.

(a) the tender documents are not standardized or complete;
