The nature and authority of the National People's Congress determine that its relationship between higher and lower levels is different from that between administrative organs and party organizations. The relationship between administrative organs and party organizations is the relationship between leaders and led, command and obedience, and the relationship between people's congresses is the relationship between legal supervision, professional guidance and work contact.
Generally speaking, the deputies to the National People's Congress are elected by the following people, not appointed by the people's congresses at higher levels, which is different from the party committees and governments. Therefore, the NPC is mainly responsible to the people it represents, not to the people's congresses at higher levels.
