Transfer: "Transfer" refers to the request of non-residential tenants and units (hereinafter referred to as tenants) to be transferred by other enterprises and institutions in the system due to institutional adjustment, enterprise merger and other reasons. The act that the lessee of a citizen's house is rented by other family members who have the legal right to rent because of death, emigration or the decision of the judicial arbitration organ that it is no longer rented. (1) In any of the following circumstances, the lessee may apply for transfer. (1) The lessee of the non-residential house needs to continue to lease due to organizational adjustment or enterprise merger; (2) Close relatives who have lived with the lessee for more than three years and have grown up need to continue renting because of the lessee's death or emigration. (2) Necessary conditions for the lessee to apply for transfer. (1) The non-residential lessee applying for transfer must hold the certification materials issued by the higher authorities for applying for transfer due to institutional adjustment and other reasons, as well as the certification materials that the original lessee and the new lessee belong to the same system. The merger of enterprises also requires the approval documents of the Municipal Commission for Economic Restructuring and other documents that need to be transferred. (2) When the lessee of civil residence applies for transfer, the new lessee must be an adult close relative who has the same household registration as the original lessee and has lived with the original lessee for more than three years, and has no housing elsewhere. The order of the new lessee is the spouse, children, parents, brothers and sisters and other close relatives of the original lessee. If more than one member in the same order enjoys the same lease right according to law, a written agreement shall be made among the family members to clarify the new lessee after the transfer before applying for the transfer. (3) It may not be transferred under any of the following circumstances. (1) There is no legal lease contract; (2) The lessee fails to repair and compensate the damaged house; (3) Rent arrears or lease disputes; (4) The original lessee is alive and still living in the house. (1) Under any of the following circumstances, the lessee may apply for household registration. (2) When applying for household separation, the lessee of civil residence must be confirmed by the lessor's on-site investigation. The division of the house will not cause difficulties in daily life, will not interfere with each other, and will not cause new housing difficulties after household separation. (three) in any of the following circumstances, the household is not allowed. (1) There is no legal lease contract; (two) the demolition management department announced the demolition; (three) the lessee fails to repair and compensate the damaged house; (4) Arrears of rent or lease disputes; (5) The apartment type is a unit hall and room; (6) After entering the household, the per capita use area is less than eight square meters; (7) Old houses are crowded in the same place. Third, change the name. "Renaming" refers to the behavior of non-residential lessee who needs to change the name of the unit and continue to lease because of the merger and reorganization of public institutions and business changes; The act of not changing the name of the lessee because of the change of the name of the lessee. (1) In any of the following circumstances, the lessee may apply for the name change of the house. (1) The lessee of the non-residential house changes the name of the factory (store) due to the dismantling of the organization, business transformation and other reasons; (two) the name of the lessee of the civil residence is changed due to the name change; (two) the necessary conditions for the lessee (unit) to apply for renaming. (1) If the lessee of a non-residential house applies for renaming, it must have the relevant documents and certificates approved by the higher authorities and the administrative department for industry and commerce, and the organizational structure of the lessee remains unchanged. (2) If the lessee of a civil residence changes its name, the lessee shall hold the household name and resident identity certificate issued by the renamed public security bureau. Four, for the transfer, household, renamed the work procedures. (a) where the application for transfer, household, name change, the lessee shall apply to the housing management department of the jurisdiction, and fill out the "Approval Form for Transfer, Household, Name Change of Directly Administered Public Housing", which is in triplicate for non-residential houses and in duplicate for civil houses. After being audited by the Housing Management Office, it shall be reported to the management departments of real estate companies in all districts (including real estate companies directly under the city, Dongxihu District Real Estate Bureau and Hannan Real Estate Office) for review, and then reported to the administrative leaders for approval. After approval, the "Approval Form" will be submitted to the Housing Management Office for handling (the results of non-residential handling will be copied to the Municipal Real Estate Bureau for the record). (2) Where the lessee of a civil residence applies for separation of households, and the original lessee dies or moves out, it is necessary to register in registered permanent residence before applying for separation of households. (III) If the lessee of the housing for leading cadres at or above the deputy bureau level applies for transfer, household division or renaming, the lessee shall apply to the housing management office under its jurisdiction and fill out the Application Form for Transfer, Household Division and Renaming of Directly Administered Public Housing in triplicate, which shall be submitted to the housing management office and district real estate companies (including municipal real estate companies, Dongxihu Real Estate Bureau and Hannan Real Estate Office) for approval. The first copy (stub) of the Approval Form shall be retained by the Economic Management Department of the district company, the second copy (transaction) shall be submitted to the Housing Management Office as the basis for handling the transaction, and the third copy (cc) shall be filled in when the housing of non-residential and municipal deputy bureau-level cadres is transferred, divided into households and renamed, and reported to the Municipal Bureau for filing or approval. 5. charge.
