Interim Provisions on Several Issues Concerning the Implementation of Spark Plan in Shenyang

Chapter I General Provisions Article 1 These Provisions are formulated in order to better implement the "Spark Plan", form a reasonable pattern of the "Spark Plan" and promote rural technological progress and economic development. Article 2 The main tasks of implementing the Spark Plan are:

(a) to establish a number of advanced and applicable technology development demonstration sites;

Article 5 All projects listed in the national and municipal "Spark Plan" shall be managed by the Municipal Science and Technology Commission in conjunction with relevant departments; Included in the county (District) "Spark Plan" project, the county (District) Science and Technology Commission is responsible for the management. Article 6 To apply for inclusion in the Spark Project, the applicant shall submit a feasibility report, which shall be approved by the Municipal Science and Technology Commission or the county (district) Science and Technology Commission. Projects that have not been demonstrated and approved shall not be included in the spark plan. Seventh "Spark Plan" project implementation will adopt the contract system, and the Municipal Science and Technology Commission or the county (District) Science and Technology Commission and the project undertaker will sign the "Spark Plan Project Contract". Article 8 For the Spark Project with wide application and high technical level, the Municipal Science and Technology Commission or the County (District) Science and Technology Commission shall select the project undertaker by bidding. Ninth "Spark Plan" project special fund raising, should be based on the principle of supporting investment, with the project undertaker as the main source, supplemented by bank loans and financial allocations.

For projects included in the Spark Plan and meeting the loan conditions, the relevant banks should give loan support. Tenth city and county (District) financial departments should allocate a certain amount of special funds every year according to the financial resources, as the matching funds for the "Spark Plan" project. The municipal finance department should take 1986 "Spark Plan" special fund as the base, and gradually establish the "Spark Plan" fund according to the financial revenue and expenditure; The financial department of the county (district) shall allocate funds according to the retained funds of the county (district), and gradually establish the "Spark Plan" fund of the county (district); The Municipal Science and Technology Commission allocates a certain amount from the three expenses of science and technology every year for the preliminary research of the Spark Plan. Eleventh for the "Spark Plan" funds must be earmarked, and shall not be used for other purposes. For units that misappropriate without authorization, the relevant departments should immediately recover the funds and hold the person directly responsible accountable. Article 12 Units undertaking the "Spark Plan" project may try out the joint-stock system for scientific research and production, and raise matching funds by means of enterprises or villagers investing in shares, taking shares on behalf of others, and recruiting new workers as capital shares. Thirteenth scientific research institutes, universities and enterprises that provide technical services, technology transfer and technology development for the implementation of the "Spark Plan" may extract the remuneration of the relevant personnel according to the proportion stipulated in Shen [1986] 102. Fourteenth scientific and technical personnel approved by the unit, can leave without pay to undertake the "Spark Plan" project in rural areas, and their wages and benefits can be determined through consultation. Retired scientific and technological personnel can also apply to township enterprises to participate in the "Spark Plan" project, and their remuneration will be agreed by both parties, and the original retirement benefits will remain unchanged. Fifteenth materials needed for the implementation of the "Spark Plan" project, which belongs to the national mandatory plan, shall be given priority by the materials department, and the varieties and specifications shall be adjusted appropriately; After the completion of the project, the materials needed for production are mainly regulated by the market, and the materials department should give support. Article 16 All new products listed in the "Spark Plan" of the state and the city shall enjoy the tax reduction or exemption treatment for new products according to the provisions of Shen [1986] No.73 and Shen [1986] 102, etc., after being recognized by the Municipal Science and Technology Commission and approved by the Municipal Taxation Bureau. The tax relief, enterprises should be used as a technology development fund. Seventeenth "Spark Plan" personnel training, organized by the Municipal Science and Technology Commission, the county (District) Science and Technology Commission and all levels of science and technology associations, technology associations and other mass organizations should cooperate closely. Eighteenth "Spark Plan" after the completion of the project, by the Municipal Science and Technology Commission or the county (District) Science and Technology Commission in conjunction with the city or county (District) Township Industry Bureau and other relevant departments for acceptance. Chapter III Awards Article 19 The Spark Award for Science and Technology shall be established in this Municipality and selected once a year to reward units and individuals that have made outstanding contributions to the implementation of the Spark Plan. Twenty-first science and technology spark award is given priority to with spiritual rewards, supplemented by material rewards. According to the technical level, demonstration effect and benefit of the winning project, the first, second and third prizes were awarded respectively, and certificates, award certificates and bonuses were issued.
