Strengthen the investigation and evaluation of geological environment in Bohai Economic Zone and actively serve the development of national economy.

Bohai Rim Economic Zone is in an important position in China's participation in global economic cooperation and promotion of coordinated development between North and South. With huge development space and broad development potential, it is expected to become an influential economic uplift belt in China economic plate and even Northeast Asia. The rapid development of social economy around Bohai Sea needs the support of geological environment investigation.

In order to serve the local economic development, under the leadership of the Ministry of Land and Resources, China Geological Survey made the project deployment, and Tianjin Geological Survey Center (hereinafter referred to as Tianjin Geological Survey Center) organized and implemented the geological environment survey of Bohai Economic Zone. Tianjin Geodetic Center aims at the key development areas around Bohai Sea, and carries out geological environment function zoning according to the needs of economic development, which provides effective support for major engineering geological safety and resource and environmental safety, and plays an important escort role in the national economic development and planning of Bohai Sea Economic Zone.

First, innovate the project operation mechanism and actively serve the economic construction.

Since 2006, Tianjin Geological Survey Center has adopted the mode of "coordination between central and local governments, unified deployment of work, overall use of funds, state-led demonstration and comprehensive follow-up by local governments", organized and carried out geological environment survey in Bohai Economic Zone according to the framework of cooperation between ministries and provinces, created a new situation in project operation and management, and improved the ability and role of water conservancy environmental workers in serving economic development. During the implementation of the "Environmental Geological Survey and Evaluation Project of Caofeidian Coastal Zone in Hebei Province", we firmly established the awareness of active service, actively communicated with the relevant departments of the local government, established the docking mechanism between supply and demand throughout the whole process of the project, and actively served the economic construction.

In the project demonstration and design review, invite relevant government departments to participate, listen to opinions, find out the needs and optimize the work plan; During the implementation of the project, report the progress of the project to the relevant government departments on a regular basis, and prepare periodic results reports according to the needs of local economic construction, and provide them to the relevant government departments for use, so that the project results can be applied to the planning and construction of Caofeidian New District in time (Figure 1).

Since the implementation of the project, important progress has been made in ten aspects, such as active faults, land subsidence, marine geological environment, engineering geological suitability, groundwater resources potential, geothermal resources, comprehensive evaluation and functional zoning of geological environment, comprehensive monitoring and construction of geological environment, and construction of three-dimensional visual information system. A set of active fault detection technology combining Quaternary drilling and geophysical exploration is explored and established. Geophysical methods such as high-precision gravity survey, magnetotelluric sounding, CSAMT, EH-4, high-density electrical method and shallow earthquake are used to detect faults with different depths, and the spatial distribution characteristics of Liu Gao fault, Baigezhuang fault and Zhuangxi fault are determined, and the activity of Liu Gao fault is analyzed by using the Quaternary borehole joint profile method. The investigation, monitoring and research on marine hydrodynamic and sedimentary environment in Caofeidian coastal area were carried out for the first time, and the changes and stability of seabed erosion and deposition in Caofeidian Diantou deep trough and Laolonggou tidal channel were quantitatively evaluated, which provided monitoring data for Caofeidian wharf planning and construction and channel safety.

The project has held more than 20 coordination meetings, and submitted the investigation results of engineering geology, active faults and geothermal resources investigation and evaluation, marine hydrodynamic and sedimentary environment investigation and monitoring, and land reclamation remote sensing tracking and monitoring to the administrative department of land and resources and the management committee of Caofeidian New District, which provided scientific basis for the revision of Caofeidian marine functional zoning and the adjustment of the planning and layout of the new district. Eco-city planning and site selection and engineering construction, and provide basic data and technical support for the supervision and management of land and resources. On June 20 1 1 year, the project achievement data was included in the technical support series of Caofeidian New District Planning and Construction Bureau; On July 20 1 1, the three-dimensional visualization information service system of Caofeidian geological environment survey developed by the project was incorporated into the three-dimensional visualization demonstration system of Caofeidian industrial zone (Figure 2), which provided a basis for accelerating the timely application of geological survey data.

Second, relying on geological survey projects, actively participate in local economic activities in all directions.

It is the long-term and consistent policy of Tianjin Geological Survey Center to give full play to the advantages of geological environment work and unswervingly serve the local economic and social development.

Among them, the "Tianjin Binhai New Area Coastal Environmental Geological Survey and Evaluation Project" carried out special research on the land subsidence problem that restricted urban construction and safety, and implemented the land subsidence layered standard-reaching project, which provided a basis for the planning and decision-making of the relevant departments of Tianjin Municipal Government and Binhai New Area Government. Since 2008, China Geological Survey and Tianjin Municipal Bureau of Land Resources and Housing have successively invested more than 40 million yuan in infrastructure construction, and invested100000 yuan in scientific research and monitoring. * * * With the construction of land subsidence stratification standards in Tanggu Marine High-tech Zone, the mechanism of land subsidence caused by engineering construction, groundwater exploitation and geothermal development has been deeply studied. In this project, * * 8 land subsidence stratification signs have been set up, and the maximum control depth is 12 18m. It has become the largest land subsidence observation facility in Asia and the only important basic scientific research facility in Tianjin that can monitor land subsidence caused by geothermal development. At present, the monitoring data has been shared with Tianjin land subsidence monitoring system, which has played an important role in the prevention and control of land subsidence in Binhai New Area.

While completing the geological survey project, the project team of Binhai New Area actively participated in the environmental geological survey of the local coastal zone and actively served the local economic construction. It has undertaken the "908 Special Project (Comprehensive Investigation and Evaluation of China Offshore Ocean)", the comprehensive geotechnical engineering technology and demonstration project of Tianjin Binhai New Area, and the geological environment investigation and evaluation of Tianjin Nangang Reclamation Area, and made outstanding contributions to local economic construction.

From 2005 to 2008, Tianjin Geological Survey Center undertook the "908 Special Projects" such as Tianjin Island and Coastal Zone Survey, Tianjin Sea Area Geological and Geomorphological Survey, and Tianjin Intertidal Reserve Land Resources Evaluation and Selection issued by the State Oceanic Administration, and became the only "908 Special Project" undertaken by China Geological Survey and the geological systems of 13 coastal provinces (cities, autonomous regions) nationwide. These projects and the "Tianjin Binhai New Area Coastal Environmental Geology Investigation and Evaluation Project" complement each other and promote each other, improving the level of environmental geology work in Binhai New Area. Based on the research results of Tianjin Geodetic Center, Tianjin Oceanic Administration submitted a special report to Tianjin Municipal Government on strengthening environmental safety in coastal areas.

In 2006-2007 and in 20 1 1 year, Tianjin Geodetic Center was entrusted by Tianjin Land Resources and Housing Administration and Tianjin Oceanic Administration twice to undertake the survey of live oyster reefs in Tianjin waters with the highest latitude in China. According to the detailed shallow profile, lateral sonar and drilling survey, the distribution range of oyster reef is found out, and the fact that the area of oyster reef has been shrinking in recent four years is determined, which provides an essential basis for Tianjin Oceanic Bureau to urgently apply for the establishment of the national oyster reef marine special protection area (Figure 3).

Tianjin Geodetic Center, on the basis of many years' geological environment investigation practice in Bohai Rim, concluded that "focusing on basic hydraulic environment investigation, attaching great importance to and adhering to basic theoretical research, and strengthening the ability construction of basic geosciences to comprehensively serve economic and social activities in Bohai Rim" is the basis of actively serving regional economic construction, and "actively communicating in the whole project implementation process and establishing an' interactive mechanism between supply and demand'" is the key to realize the transformation of geological survey project results and effectively serve regional economic construction.
