Promoting the clustering and industrialization of geological data information services (hereinafter referred to as "industrialization") is a matter of great concern in the reform and development of geological prospecting. The Ministry of Land and Resources decided to carry out the work of "industrialization and modernization" in a unified way throughout the country. China Geological Survey has also defined the general idea of data management, that is, adhering to the principle of "laying a solid foundation, highlighting key points, strengthening research, innovating mechanisms and providing good services", making great efforts to promote the construction of the national geological data source guarantee system and service system, and gradually building the National Museum into a national geological data integrated development, business technology demonstration, support and socialized service center. That is, to consolidate the "two foundations"-to establish and improve the geological data information service cluster system and product system, to build a "platform"-to build a national geological data center, and to achieve "one goal"-to comprehensively improve the service level of geological data information industrialization.
Facing the new tasks under the new situation, from the positioning and service status of data collection institutions, in order to play its management and service functions in the "two-oriented" service, we must carefully analyze the unfavorable factors that restrict the service process of geological data, explore new ideas for studying the "two-oriented" work of geological data, and better promote the construction of "two-oriented" service of geological data information.
1 Connotation of clustering and industrialization of geological data information service

Since the establishment of the six regional centers, a large number of paper geological data have been accumulated, involving a wide range of specialties, and digital scanning of images and texts has not yet been carried out. In recent years, although the National Library has carried out the digitization of pictures and texts, due to many factors such as the large collection, only a quarter of the collection has been completed at present, and it is still raster data, which cannot meet the social demand for data.
(3) No comprehensive research and data processing has been carried out on the geological data in the collection.
As a regional central archives, it is supposed to carry out comprehensive research and the exploitation of information resources, but due to the lack of professionals to carry out this work, the comprehensive compilation and research work has not been put on the agenda. The dual-track operation of traditional hand-managed paper files and modern digital files has more than doubled the workload of regional archives staff. In addition, due to the restriction of traditional thinking mode, the consciousness of actively exploring and developing the geological data information in the collection and transforming it into service products is not strong, which seriously affects the depth and breadth of service work.
2.2 The construction of daily service guarantee system lags behind.
(1) Lack of funds for data management.
In recent years, although the investment in information work from the state to the unit is gradually increasing. However, the funds for the project of "socialized service of data and materials" undertaken by the regional center alone are around 500,000 per year. Excluding project personnel expenses, office expenses and outsourcing expenses (accounting for 50% of the total), the remaining funds are only half of the total project funds, and the annual investment in equipment is less than 10%. It can be seen that in order to digitize data, develop products and enjoy services, increasing daily work expenses is an important guarantee for the future work of "industrialization and modernization".
(2) There is a serious shortage of high-quality compound talents.
The socialized service of geological data, especially the "two-oriented" work, requires some professional skills such as understanding geology, mastering computer operation, being familiar with file management, and knowing relevant confidentiality and communication. This is determined by the trend of socialized service based on modern information technology. However, due to the limitation of establishment and funds, the staff of regional archives are scarce, the age and professional structure are not reasonable, and the academic qualifications and majors do not match. If this situation does not attract the attention of relevant management departments, it will seriously affect the future service process of "industrialization and modernization".
(3) The infrastructure of the collection agency is outdated and the construction is lagging behind, which makes it difficult to adapt to the new situation and new tasks.
At present, due to many factors such as the overall office space of the unit, storage facilities (warehouse area), data storage and processing equipment are backward, and the construction of electronic reading rooms is seriously lagging behind. It is impossible to query, read and intelligently print the collection data, and it is impossible to query and read a data by many people at the same time, and it is impossible to realize the statistics of data query and utilization, which hinders the development of modern data management level.
2.3 Data access mechanism
(1) The relevant laws and regulations are not perfect, and the use of data is restricted by the confidentiality protection system. Many geological data are related to confidentiality, and the relevant confidentiality regulations fail to form an effective evaluation system for confidentiality release and decryption, which limits the effective play of the data. Imperfect legal system leads to weak social binding force and lack of effective * * * enjoyment mechanism, which makes the relationship between power and responsibility of data producers, owners, managers and users unclear, and the legitimate rights and interests of all parties are not protected, resulting in a weak sense of * * * enjoyment of data, especially the basic problems such as data classification, paid services and data update and maintenance still need to be solved.
(2) The service mode of data management is single. At present, geological data service is still the traditional management service mode under the planned system, emphasizing public welfare service. There are some problems such as scattered service information, single service mode, lack of incentive and restraint mechanism, insufficient service initiative and innovation, etc., especially in the secondary development and thematic development of data, it is necessary to build a new management mechanism.
3. Introduce the advanced experience of geological data information service at home and abroad.

Some developed countries have done a lot of work in the preservation, utilization and service of geological data. At the end of 1988, the US Geological Survey and the Canadian Energy and Mineral Resources Bureau have adopted the CD-ROM file system to store and exchange research data. In 1990s, Ontario, Canada, spent more than two years digitizing the geological data of the province through scanning, and then storing them in CD-ROM, and establishing the image database of the graphic geological data of the province. From 1990, it took more than seven years for New South Wales, Australia, and now all the digital geological data in the state have been stored on CD-ROM.
The data stored in the CD-ROM not only provides readers with quick browsing and copying, but also mainly uses computer technology to comprehensively process the data in various ways to delineate new prospecting targets. On the other hand, it is used for digital mapping. For regional maps and other drawings that need to be modified frequently, semi-automatic vectorization software is used to vectorize them in layers, and then the necessary attributes are marked on each layer of maps as required, and then they are provided for GIS use and digital mapping.
3.2 development of "two types" of domestic geological data
The "two-oriented" work of Shanghai geological data information service has attracted the attention of the industry and won the recognition of the society. Some people call it the "Shanghai experience". Shanghai Municipal Bureau of Planning and Land Resources uses modern information technology to integrate and integrate massive geological data and information to serve urban planning, engineering construction and urban management. , and has penetrated and extended to many aspects of Shanghai's economic and social development. Shanghai Municipal Bureau not only integrates the water environmental geological information collected for many years, but also uses the function of management planning and close contact with the construction management department to fully grasp the relevant information of the city's construction projects, such as drilling holes and foundation piles, and integrates the information resources of various scales obtained by various means on one platform, and initially establishes the "Shanghai three-dimensional visual urban geological information service and management system", which makes geological work more closely combined with economic and social development and actively serves economic and social development.
4. General ideas and countermeasures to promote the industrial construction of geological data information service cluster.
4. 1 Overall thinking
(1) Strengthen understanding. Combined with "Shanghai experience", we should accurately understand that geological data information belongs to social public goods, position geological data information service as social public goods, and provide public services to the society, focusing on providing public services to the society, improving service methods and raising service level.
(2) innovative ideas. Accelerate the cleaning, collection and excavation of geological data information resources. Accelerate the special cleaning of physical objects and original materials and establish a catalogue database; Accelerate the digitization of graphic geological data, the construction of global mineral resources information system and important borehole database.

(1) Strengthen the construction of collection agencies.
