The management of internal maps and classified maps shall be implemented in accordance with laws, regulations and relevant state regulations. Article 3 The maps mentioned in these Measures include:
(1) Maps printed on paper, silk and other media;
(two) the use of computer technology, digital storage and access to electronic maps;
Books, newspapers, audio-visual products, electronic publications and signs, advertisements, movies and other maps;
(4) Maps and graphics attached to various products;
(5) Other forms of maps. Article 4 The competent department of surveying and mapping geographic information of the people's governments at or above the county level shall be responsible for the unified supervision and management of map work within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall be responsible for the relevant map work in accordance with their respective responsibilities. Article 5 Units engaged in map compilation activities and Internet map services shall, in accordance with the provisions of the Surveying and Mapping Law of People's Republic of China (PRC) and the Regulations on Map Management, obtain corresponding surveying and mapping qualification certificates, and carry out map compilation and service activities within the scope of their qualifications. Article 6 The people's governments at or above the county level and their relevant departments shall strengthen the publicity and education of national territory and enhance citizens' awareness of national territory.
The administrative department of education shall incorporate the publicity and education of national territory awareness into the teaching content of primary and secondary schools according to law. Schools should strengthen national territory propaganda and patriotism education, and cultivate students' awareness of national territory.
The news media should carry out public welfare propaganda of national territorial knowledge free of charge, and strengthen public opinion supervision over illegal acts that endanger national sovereignty, security and interests.
Citizens, legal persons and other organizations should use maps that correctly represent the territory of the country. Seventh people's governments at or above the county level shall establish and improve the mechanism of geographic information resources, support the development of various map products, and provide services for economic and social development.
The competent department of surveying and mapping geographic information of the people's government at or above the county level shall timely acquire, process and update the basic geographic information data, and provide Internet geographic information public service and public welfare map service to the society through the geographic information public service platform. Article 8 When engaging in map compilation activities, the relevant national map compilation standards shall be implemented, and the relevant provisions of national secrecy laws and regulations and map content representation shall be observed.
Map content representation shall meet the following requirements:
(1) When drawing a map with the map of China, the national boundary shall be drawn in accordance with the Standard Sample for Drawing the State Boundary of China, and shall not endanger national unity, sovereignty and territorial integrity;
(two) it is forbidden to mark the geographical information that endangers national security and damages national honor and interests;
(3) It is forbidden to label military units, national defense and military facilities, various economic construction data released publicly without the approval of relevant state departments, airports, organs, units and other contents involving state secrets that have not been made public;
(four) there shall be no content that violates national policies and customs and affects national unity;
(5) Other contents that may not be expressed according to laws and regulations. Article 9 People's governments at or above the county level and relevant departments shall timely release public information and change information related to maps, such as administrative divisions, place names, transportation, water system, vegetation, public facilities and residential areas.
The competent departments of surveying and mapping geographic information of the people's governments at or above the county level shall collect relevant information in a timely manner, and organize the compilation, updating and maintenance of basic geographic base maps, atlases (volumes) and other public welfare maps within their respective administrative areas. Article 10 The competent department of surveying and mapping geographic information of the people's government at or above the county level shall, in accordance with the provisions, provide surveying and mapping units with classified surveying and mapping results that have been treated by confidential technology.
The relevant departments and units of the people's governments at or above the county level shall provide the surveying and mapping units with the latest information needed for surveying and mapping according to law. Eleventh internal maps and confidential maps shall be clearly marked with the words "internal map" or "confidential" on the map, and shall not be publicly published, distributed, displayed or posted in any form. Article 12 When compiling a map, the latest basic geographic information materials should be selected, the contents that meet the purpose of map use should be truthfully expressed, the main physical geography and human elements should be supplemented or updated as necessary, and the geographical position, form, name and relationship of map content elements should be correctly reflected. Thirteenth administrative boundaries at or above the county level shall be marked on the map and drawn in accordance with the standard map of administrative boundaries approved and promulgated by the State Council; The administrative boundaries of townships and towns in the province are drawn according to the standard map of administrative boundaries approved and published by the provincial people's government.
The State Council, the provincial people's government has not yet announced the standard drawing of administrative boundaries, drawing the administrative boundaries of this province, city (state) and county (city, district), it shall also comply with the following provisions:
(a) the people's government at the provincial level shall draw the boundary, or the people's governments of neighboring cities (states) and counties (cities, districts) shall determine the boundary through consultation, and draw it according to the drawings determined by relevant documents or agreements;
(two) the people's governments of neighboring cities (states) and counties (cities, districts) have disputes over administrative boundaries, and when drawing administrative boundaries, they shall draw them in accordance with the drawing method recognized by the Provincial Civil Affairs Department;
(three) indicate the basis and source of drawing administrative boundaries.
