What does it mean that bloom has no regrets and is like water?

Bloom flowers fall, fate comes and goes. These are all normal things. Don't worry about the lost fate, just like flowers will still fall, and when they fall, they will bloom. Relax and don't care too much about a small detail.

This sentence comes from Li Qingzhao's "Residual Flowers", a poetess known as "the first talented woman in the ages" in the Song Dynasty.
