What is the ICP certificate?

ICP is the business license of value-added telecom services. As shown in the figure below:

Value-added telecommunications business license refers to the license to provide telecommunications and information services by using public network infrastructure. The state implements a licensing system for telecommunications business operations. To engage in telecommunications business, it is necessary to obtain a telecommunications business license issued by the competent department of information industry in the State Council or the telecommunications regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government. No organization or individual may engage in telecommunication business activities without obtaining a telecommunication business license.

Telecommunication services are divided into basic telecommunication services and value-added telecommunication services. Basic telecommunications services refer to services that provide public network infrastructure, public data transmission and basic voice communication services. Value-added telecommunications services refer to telecommunications and information services provided by public network infrastructure.
