According to No.291Regulations of People's Republic of China (PRC) Telecom and No.292 Administrative Measures for Internet Information Services (hereinafter referred to as "Administrative Measures for ICP") issued by the State Council, People's Republic of China (PRC), the state implements a licensing system for ICP providing Internet information services. Value-added telecom license is the license for website operation. According to the national "Measures for the Administration of Internet Information Services", operating websites must apply for the value-added telecom business license (ICP certificate) approved by People's Republic of China (PRC) and China, otherwise it is illegal to operate. Non-operating websites shall apply for the Registration Certificate of Non-operating Internet Information Services. According to the Measures for the Administration of Internet Information Services, those who engage in Internet information services without a business license, or who violate the provisions of these measures and provide services beyond the permitted items, shall be ordered by the local telecommunications regulatory agency to make corrections within a time limit. If there is illegal income, the illegal income shall be confiscated and a fine of 3 to 5 times the illegal income shall be imposed. If there is no illegal income or the illegal income is less than 50,000 yuan, a fine ranging from 6,543,800 yuan to 6,543,800 yuan shall be imposed; If the circumstances are serious, it shall be ordered to close the website.
