In 2002, the government of the autonomous region decided to put Team 2 17 of Northwest Geological Bureau of Nuclear Industry and Ningxia Nonferrous Geological Corps under the management of the Geological Exploration Bureau after Ningxia Geological Exploration Bureau implemented the territorial management from 65438 to 0999. After localization, the Geological Exploration Institute was placed under the management of the Ministry of Land and Resources. As of June 2005, there were 2,526 employees and 2,479 retirees. In 2003, the new team of the bureau put forward the strategic thinking of "making contributions based on Ningxia, going out of Ningxia to do geological prospecting and relying on geological prospecting for development", and implemented a series of strategic measures, such as adjusting industrial structure, dividing accounting units and authorizing entrusted operation, which made the geological prospecting work and geological prospecting economy in Ningxia develop rapidly and was affirmed by the party Committee and government of the autonomous region. Since localization, the economic operation of Ningxia Geological Exploration Bureau has proved that the strategic thinking is correct and the strategic measures are appropriate, and the geological exploration work is promising.
I. General situation of economic operation
After the new leader took office, through investigation, diagnosis and discussion, he conscientiously summed up the experience and lessons of geological and mineral work since localization, made clear the direction and adjusted the thinking. Through a series of strategic measures, the reform of the management system of geological prospecting team has been deepened and the development of geological prospecting has been accelerated. Always take the development of geological prospecting economy as the top priority, take the improvement of the living standards of all employees as the fundamental starting point, adhere to the geological prospecting industry as the leading factor, the construction industry as the supporting factor, and diversified management as the auxiliary factor, and adhere to enterprise management. Through the arduous struggle of the cadres and workers to take the overall situation into account and overcome various difficulties, the prospect of geological prospecting economy is good, the quality of economic operation is obviously improved, and the income of workers is increasing year by year. According to statistics, from 1999 to 2004, the total foreign income increased from 1 16365600 yuan to 32 1242 million yuan (see figure 1 for details), with an average annual growth rate of 22.5%. The added value of production increased from 37.543 million yuan to 70.336110,000 yuan (see Figure 2 for details), with an increase of 65.438+0.87 times and an average annual increase of 65.438+03.4%. The per capita income of employees has increased from 8,000 yuan to 6,543.8+0.66 million yuan (see Figure 3 for details), which has more than tripled, with an average annual increase of 6,543.8+05.7%.

In the first half of 2005, the total foreign revenue was186.237 million yuan, including geological exploration188.77 million yuan, construction104.856 million yuan, and diversified business was 624.928 million yuan. Compared with the same period of last year, it increased by 58.44 million yuan, an increase of 1.46 times, and the income of employees also increased.
Two. Changes in industrial structure
Since 2003, Ningxia Bureau of Geology and Mineral Resources has made great efforts to expand geological exploration industry, strengthen engineering exploration and infrastructure construction industry, adjust and transform diversified businesses, and implement team and industrial structure adjustment. The adjusted industrial structure shows the opportunity and vitality, and the professional characteristics of the team are more obvious. Geological exploration, infrastructure construction, highway construction, real estate development, material trade, experimental testing and other industries have their own characteristics, and each has its own main business and expertise. Internal friction is reduced, complementarity is strengthened, and economic benefits are significantly improved. Geological exploration institutes, nuclear exploration institutes, mineral exploration institutes, mining companies and other geological exploration units have obvious advantages in their main businesses, and geological exploration and mining development are in full bloom. The foreign income of geological exploration industry increased from 9.087 million yuan in 2003 to 30.983 million yuan in 2004, and reached18.8877 million yuan in the first half of 2005, with a rapid development momentum. In the past, three companies engaged in engineering construction, Yidi Company, Mining Research Institute and Highway Company, had a big pot of rice together. After the split operation, the total foreign income of the three companies reached 84.28 million yuan, an increase of 1.68 times compared with that before the split operation. Real estate companies start from scratch and operate in debt. In 2004, it completed the development of 50.92 million yuan, realizing the start and leap in that year and taking a historic first step (Figures 4 and 5 show the composition of foreign income in 2003 and 2004 respectively).

In order to improve the outdated equipment of geological prospecting units and enterprises, the bureau invested 23.62 million yuan in 2003-2004, and planned to invest 10 million yuan in 2005, which greatly improved the market competitiveness. At the same time, reform the investment system and encourage diversification of investment subjects. The breakthrough of the investment system has brought further progress in the concept of cadres and workers, promoted the expansion of production scale, further improved work efficiency and further increased economic benefits.
Three, Ningxia Geological Exploration Bureau's experience in economic work
With the major reform of the management system of the geological prospecting team and the major adjustment of the geological prospecting work mechanism, where will the geological prospecting team go? What do geological prospecting units do? Where is the function of the bureau? A series of problems have been puzzling the leaders and decision makers of geological prospecting units at all levels. With their unique geographical advantages and developed market environment, some coastal provincial bureaus such as Zhejiang, Guangdong and Shandong have taken the lead in shouting the main theme of "wearing the hat of public institutions and taking the road of enterprise management" and embarked on a new path of "integrating into the overall situation of local economy and serving local economic construction", which has made great progress in geological prospecting work and geological prospecting economy and made useful attempts and demonstrations for the reform and development of the national geological prospecting team. While learning from the experience of other provincial bureaus, Ningxia Bureau has also embarked on its own development path in combination with its own characteristics. In the past two years, the rapid development of geological prospecting economy in Ningxia Bureau has mainly benefited from the following points.
1. Clear strategic thinking
Fully understand and accurately grasp the country's macro policy, reform intention and direction, correctly judge the market situation and future trend, and realistically analyze and evaluate the team situation. Know what countries and places need, what we can do and how to do it. In this way, we will not make or make less directional and strategic mistakes. It is not advisable to blindly chase the market regardless of your own situation and strength, or to do whatever you want regardless of market demand. If we deviate from the country's macro-policy and reform direction, we can't go on.
The strategic thinking of "making contributions based on Ningxia, going out of Ningxia to do geological prospecting and relying on geological prospecting for development" was put forward by a group of people from the Party Committee of the Bureau on the basis of a comprehensive summary and analysis of the situation, market and themselves.
Ningxia Geological Exploration Bureau is currently the largest public institution in the whole region, and it must serve the local economy on the premise of being a public institution. "Make contributions based on Ningxia" is the foundation of our foothold, survival and development. This is the basic orientation of the functions of the Bureau of Geology and Mineral Resources.
Ningxia is a very small area with a land area of only 5 1.80 square kilometers. Metal minerals are relatively poor, the geological market capacity is small and the geological exploration space is limited. To make geological exploration bigger and stronger, we must "go out of Ningxia and do geological exploration well".
In the final analysis, market competition is the competition between talents and strength. Long-term geological work has enabled Ningxia Geological Exploration Bureau to gather a large number of professionals and accumulate rich geological data. Geological exploration industry is the most competitive industry of Ningxia Geological Exploration Bureau. This advantage cannot be lost. This is our housekeeping skill and our most competitive industry. "Relying on geological prospecting for development" is the recognition and affirmation of the core competitiveness of geological prospecting industry.
2. An effective incentive and restraint mechanism has been established.
At the beginning of 2004, in order to meet the requirements of the development of the socialist market economy and establish an incentive mechanism and a restraint mechanism suitable for the authorized operation of state-owned assets, the Bureau successively issued three documents: Decision on Implementing the Annual Salary System for Managers of Bureau Units, Decision on Implementing the risk of mortgage System for Managers of Bureau Units and Trial Measures for the Annual Salary System for Managers of Ningxia Bureau of Geology and Mineral Resources. The income of operators is linked to the production and operation scale and performance of the unit, which unifies the responsibilities, rights and interests of operators. The annual salary income of operators consists of three parts: basic salary, risk income and incentive salary. The factors that need to be determined and adjusted are: the average salary of employees in Yinchuan last year, the average salary of employees in this unit last year, total foreign income, total assets, total number of employees, total foreign market income, the rate of maintaining and increasing the value of state-owned assets, the rate of return on operating assets, profits, the growth rate of employees' income, the employment rate of employees, the training fee per employee, the recovery rate of accounts receivable in the current year, the recovery rate of accounts receivable in the previous year, turnover index, production added value, overall labor productivity, safety index and quality index. Other operating personnel (deputy) of the authorized unit shall be determined by themselves according to their responsibilities, labor contribution, work difficulty and other factors. , refer to the operator's 0.6 ~ 0.8 times, and determine the assessment method by themselves. Formed a very detailed, easy to implement and operate, national interests, collective interests, employee interests, personal interests of operators are interrelated and interactive. Practice has proved that the system and method are successful and effective. There were 14 geological prospecting units authorized to operate in 2004, of which 13 completed or exceeded their responsibility targets, and the maximum annual salary of operators was 1 10476 yuan; The family failed to fulfill the responsibility goal, and the annual salary after deducting the mortgage was-17300 yuan. 14 the average annual salary of operators in geological prospecting units is 74074 yuan. In 2005, operators continued to implement the annual salary system, calculated according to various indicators. The highest is 87,332 yuan, and the lowest is 27,558 yuan (only referring to the risk and income of completing the responsibility target, excluding the excess reward).
3. Implement the talent strategy
Talent is the key to whether the geological prospecting industry can become bigger and stronger and whether the geological prospecting economy can achieve rapid development. Talent is a very important issue for our bureau, which is not only a practical issue, but also a long-term plan for future development.
In recent years, the bureau has sent people to China University for doctoral degrees many times, and set up Dr. Pei Ju's personal project in the bureau's geological prospecting fee to encourage Pei Ju's doctoral thesis topic to be combined with Ningxia's geological and mineral research. While cultivating talents, we have also done a lot of work in retaining talents, set up a talent pool of the bureau, and distributed talent allowances to the warehousing personnel. Eight of them entered the talent pool of core competitiveness, and each person received 500 yuan allowance every month. Excellent year-end assessment, increased to per person per month 1 10,000 yuan; 25 people entered the talent pool, each with a monthly 300 yuan, and those with excellent year-end assessment increased to a monthly 500 yuan. For the chief engineers of several geological prospecting units, the chief engineer project is set up in the local geological prospecting fees to study the special metallogenic laws of several major metallogenic blocks in Ningxia. Take a series of measures such as rewarding the children of employees in the bureau who apply for geology. The phenomenon of brain drain of geological professionals has been effectively curbed, and the ability of professional talents has been significantly improved. Many geological professionals scattered in other industrial fields of the bureau have also re-invested in geological prospecting work, forming a good environment for respecting and using talents.
4. Change the mechanism and invigorate cooperation.
At present, the Geological Exploration Bureau has a weak foundation, limited expenditure on risk exploration, and the exploration speed is not proportional to the registration speed, which will also affect the application and registration of mining rights in the future. In 2005, the bureau took out a coal mining area for joint development, bound two mining rights for risk exploration, and introduced risk exploration funds of 5 million yuan. The mining right is provided by the bureau, and the partners invest in the exploration cost, and the benefits after mineralization are shared, and the exploration risks are mainly borne by the partners. Now, many private mine owners have realized the high risk of mineral exploration after tasting the high return of mining development, and the partners have also taken the initiative to ask for more risk exploration. For the sake of prudence and a good start, only two risk exploration projects are provided for the time being. Through cooperative exploration, the investment in mineral exploration has been increased, and the exploration speed has been accelerated, which has changed the situation of only registering without exploration, registering more and exploring more and developing less in the past, and is also conducive to the application and registration of mining rights in the future. Actively seek partners for mining areas with proven resource reserves. Shaanxi Xida Keliao Optoelectronic Co., Ltd. obtained the development right of "No.1 and No.3 Orebodies of Zhongwei Yaoxiezi Copper Mine" with 6.5 million yuan, and invested 24 million yuan to build the first copper production enterprise in Ningxia. Copper production is just around the corner.
In the diversified operation, a large number of non-performing assets have been revitalized and a number of "long-standing problems" have been solved through the transformation mechanism and cooperative operation. In the original paper mill, everyone felt that there were the most problems. By changing the management mechanism, introducing cooperative investment partners, and investing 1, 8 1.8 million yuan for technical transformation, the adjustment and transformation in just half a year have changed a lot. All the products have been bought out by Inner Mongolia Yili Group, and the development situation is very good. The transformation of mechanism has brought about great changes in the market. The activated carbon factory, which has difficulties in operation, has also found its own partners, and its development prospects are promising.
5. The exchange of cadres has injected vitality into the geological prospecting work.
For a long time, the internal exchanges among cadres in geological prospecting units have rotated, and cadres have inbreeding, which has caused limited thinking and outdated concepts. There are countless ties between the team and the cadres, and the complicated interests are linked with each other. The negative effects are: unexpected, dare not think, dare not do it if you think, and can't do it well if you do it. Local cadres with many years of local work experience "parachuted" into the geological prospecting industry, bringing many new ideas and measures, reflecting the bold, practical and innovative work style. Be bold and unconstrained, dare to think and do; Without interference, once decisions and systems are formed, they will be implemented to the letter and will never be soft; Not dominated by inherent ideas, there are new ideas, new measures and new methods. The mental outlook and working conditions of this industry are new. The injection of local cadres has also played a role as a bridge and link for the harmony between geological prospecting economy and local economy after localization. In the past two years, the communication between Ningxia Geological Exploration Bureau and local government has been obviously strengthened, and the depth and breadth of geological exploration work in local economic construction have been improved. The role of geological prospecting in local economic development, especially in Ningxia, a resource-based province, has been valued and recognized by governments at all levels. This is inseparable from the role of local cadres in geological prospecting and economic work.
