Land requisition compensation standards mainly include land compensation fees, young crops compensation fees, attachments compensation fees and resettlement compensation fees. If the land compensation fees and resettlement subsidies paid in accordance with the regulations cannot maintain the original living standards of farmers who need resettlement, the resettlement subsidies may be increased. The specific standards and amounts of various land acquisition compensation shall be stipulated in the land acquisition compensation and resettlement plan approved by the municipal and county governments according to law.

Article 1 In order to strengthen the land acquisition management of the East Ring Railway Project and properly handle the interest relationship between the government and the masses, the Land Acquisition, Demolition and Land Use Approval of the East Ring Railway Project in Hainan Province (Fu Qiong Office Letter [2007] 152) is issued in accordance with the Land Administration Law of the People's Republic of China, the Regulations on Land Management of Hainan Special Economic Zone, the Notice on Doing a Good Job in Land Acquisition. For the collective land expropriated, the rural collective economic organizations and individuals whose land is expropriated shall be given reasonable compensation and proper placement in accordance with these regulations, and certain compensation shall be given to the attachments and structures such as young crops on the ground. Article 3 The units and individuals whose land has been expropriated must obey the needs of the construction land of this project, and support and assist the government in land requisition and demolition. Article 4 The expropriation of collective land must be fully compensated according to the compensation standards of land compensation fees, resettlement subsidies, young crops, attachments and structures on the ground, and it is not allowed to deduct, reduce or misappropriate them without authorization, thus harming the legitimate rights and interests of farmers. The specific standards are the Standard Table of Land Compensation and Resettlement Subsidies for Wenchang Section of East Ring Railway Project (Attached Table 1), the Standard Table of Land Young Crops Compensation for Wenchang Section of East Ring Railway Project (Attached Table 2) and the Standard Table of Ground Attachment Compensation for Wenchang Section of East Ring Railway Project (Attached Table 3). Fifth any of the following acts, its young crops, ground attachments and structures will not be compensated. (a) after the announcement of land acquisition, scramble for seeds and construction. Seventh to recover the allocated construction land of state-owned farms, forest farms, saltworks and local farms only to compensate the attachments on the ground; The state-owned construction land acquired by the transferee shall be compensated according to the regional benchmark land price standard of the city and county where the project is located.
