Opinions on actively responding to the impact of COVID-19 epidemic and supporting individual industrial and commercial households to resume their work and production.

Accelerating individual industrial and commercial households to resume production plays an important role in prospering the economy, expanding employment, facilitating production and life and maintaining social harmony and stability in our city. In order to implement the spirit of the conference of the central and provincial governments on promoting epidemic prevention and control and the deployment of COVID-19's economic and social development as a whole, fully implement the support policies that have been promulgated by the state, provinces and cities, and actively help and support individual industrial and commercial households to return to work and open their doors in an orderly manner, we hereby put forward the following opinions.

1. Fully promote individual industrial and commercial households to resume work and production. In accordance with the principle of zoning and classification, improve epidemic prevention and control measures to promote individual industrial and commercial households to resume work and production. For individual industrial and commercial households with labor-intensive and relatively closed places, the implementation of "one household, one policy" can be resumed after reporting to the local town epidemic disposal headquarters; Other individual industrial and commercial households independently decide to start business and return to work. The local epidemic disposal headquarters should organize relevant personnel to implement door-to-door docking service.

2. Strengthen the material support for epidemic prevention and control. Focus on the needs of individual industrial and commercial households, help individual industrial and commercial households who have resumed work to implement epidemic prevention safety measures, actively assist in purchasing masks, thermometers, disinfectant and other necessary protective equipment, and all localities should formulate appropriate subsidy policies.

3. Actively protect the employment of individual industrial and commercial households. Organize enterprises, intermediaries, etc. Take "point-to-point" ways such as chartered cars to pick up healthy employees to return to work, and all districts and counties can give certain subsidies. Strictly implement the requirements for mutual recognition of health passes for people returning to work inside and outside the province, and those who meet the conditions for resuming production and epidemic prevention in districts and counties will no longer be isolated, and the community shall not prohibit people returning to work from renting. If the human resources service agency introduces people to individual industrial and commercial households for employment and signs a labor contract of more than 1 year, the employment introduction subsidy will be given according to the standard of 120 yuan per person after examination and confirmation. The policy will be implemented on February 4, 2020, and the validity period is tentatively set at 3 months.

4. Ensure road traffic and material transportation. All districts and counties should eliminate hard roads, open up logistics channels and smooth transportation chains, and must not interrupt rural roads, set up inspection and monitoring points without authorization, or restrict or dissuade them for reasons such as no pass, so as to ensure the resumption of material transportation in the "whole industry chain" and ensure that individual industrial and commercial households can get raw materials and products. Adjust intersection signal timing in time to improve road traffic efficiency. Minor traffic violations of vehicles transporting production, living and emergency materials found at the scene shall be corrected mainly by educational warning, and no punishment shall be given in principle. If a traffic accident happens to a vehicle transporting production, living and emergency materials, which can be handled through summary procedures according to law, the vehicle or license plate will not be detained to shorten the handling time; If the general procedure is applicable, put the car as soon as possible after verifying the information and fixing the evidence; If the vehicle cannot continue to drive, help contact the vehicle for transshipment in time. Popularize and apply the "self-service application system for restricted area passes", implement online application for restricted area passes, and apply for transport vehicle passes as soon as possible. Open up a green inspection channel for key enterprise vehicles applying for road transport passes for highly toxic chemicals, and give priority to issuing passes.

5. Increase credit support. All financial institutions should work around the epidemic situation and the "six stabilities". Under the premise of doing a good job in epidemic prevention and control, they should increase the financial guarantee. For individual industrial and commercial households that are seriously affected by the epidemic situation, have difficulty in repaying loans due and temporarily lose their income sources, they should flexibly adjust repayment arrangements, reasonably extend the loan period, and must not blindly withdraw loans, cut off loans, and suppress loans; Support individual industrial and commercial households to overcome the impact of epidemic disasters by appropriately reducing loan interest rates and reducing overdue interest. In principle, the extension interest rate shall not be higher than the current interest rate. Guide the banking institutions within their jurisdiction to actively respond to the needs of individual industrial and commercial households in industries such as wholesale and retail, accommodation and catering, logistics and transportation, cultural tourism, etc., which are greatly affected by the epidemic, especially individual industrial and commercial households with temporary repayment difficulties, and dispel the concerns that customers cannot repay on time due to the epidemic. In accordance with the principle of "one household, one policy", flexibly adjust and extend the loan repayment period, and reasonably extend the loan period. In particular, for loans due during the epidemic period, we will guide banking institutions within our jurisdiction to conscientiously implement the relevant requirements of the CBRC, support individual industrial and commercial households to overcome the impact of the epidemic disaster by appropriately lowering the loan interest rate and reducing overdue interest, help trapped individual industrial and commercial households tide over the difficulties, and spare no effort to avoid individual industrial and commercial households from stopping production and business due to temporary credit funds. Actively strive for special refinancing and rediscount funds from the central bank for epidemic prevention and control, and guide financial institutions to support individual industrial and commercial households.

6. Strengthen the support of venture capital. Meet the requirements of the newly registered individual industrial and commercial households, can enjoy a one-time business subsidy, the standard is 5000 yuan, and the specific payment methods are formulated by all districts and counties. The required funds are arranged as a whole from the employment subsidy funds and the employment subsidy funds driven by entrepreneurship. 8. Implement the tax reduction and fee reduction policy. Vigorously promote "non-contact" tax collection, so as to achieve "tax-related matters, online office, non-essential, do not enter the hall" to minimize the risk of epidemic spread. If it is really necessary to go to the lobby for business, it is necessary to make an appointment or stagger the peak hours, and strictly implement prevention and control measures to ensure that taxpayers pay taxes safely and conveniently. Public transport services, living services and express delivery services that provide residents with necessary means of subsistence will continue to be exempt from value-added tax. From March 1 day to May 3 1 day, 2020, the collection rate of value-added tax for small-scale taxpayers decreased from 3% to 1%. Lessors such as commercial houses, shopping malls, markets, industrial parks, etc., which voluntarily reduce or exempt the rents of individual industrial and commercial households during the epidemic period, may apply for reduction or exemption of property tax and urban land use tax.

9. Implement the social security fee reduction policy for individual industrial and commercial households. Individual industrial and commercial households with employees are insured by the unit, and enjoy the old-age insurance, unemployment insurance and industrial injury insurance relief policies with reference to small and medium-sized enterprises. Individual industrial and commercial households that cannot register and pay premiums on time due to the epidemic shall go through the formalities within 3 months after the end of the epidemic, without affecting the rights and interests of the insured.

10. Ensure the power supply of individual industrial and commercial households. For individual industrial and commercial households that are unable to pay electricity and gas fees in full due to the epidemic, "non-stop payment of arrears" will be implemented. For enterprises that are affected by the epidemic and have difficulty in operating and cannot pay the electricity bill on time, it is necessary to perform the audit procedures, sign an agreement on deferred payment, and clarify the time of deferred payment and the liability for breach of contract. Enterprises that have signed a deferred payment agreement and fulfilled the contract on time are exempt from paying late fees for electricity charges during the deferred payment period. From February/KLOC-0 to June 30, when electricity charges are collected from power users who are classified as "industrial, commercial and other users" and do not belong to high energy-consuming industries, they will be settled at 95% of the price level of electricity used by the original residents. Strictly implement the supportive electricity price policy during the epidemic prevention and control period. For power customers who implement two-part electricity price, and enterprises that can't start or resume work normally during the epidemic prevention and control period, the change period and capacity reduction period of capacity electricity price charging method are relaxed, and power users can apply for capacity reduction, suspension, capacity reduction recovery and suspension recovery on the same day. Users who apply for change are not restricted by the conditions such as "the suspension of power consumption shall not be less than 15 days", and the capacity electricity fee is reduced or exempted; During the epidemic period, if the enterprises that have resumed work or production originally choose to pay according to the maximum demand of the contract, and the actual maximum demand exceeds the electricity fee 105% specified in the contract, the electricity price policy of "doubling the basic electricity fee exceeding 105%" will be suspended. The price of electricity and gas used by individual industrial and commercial households in trade circulation, catering, tourism and accommodation, transportation and other industries shall be implemented in accordance with the phased policy of reducing electricity and gas costs issued by relevant departments. Strictly implement the policy of reducing the industrial and commercial electricity price by 5% in stages except for industries with high energy consumption.

When signing business contracts, institutions, state-owned enterprises and individual industrial and commercial households should actively coordinate the project funds and pay the relevant funds in full as agreed, and should not form overdue arrears, and encourage prepayment of not less than 30%. Large and medium-sized state-owned enterprises and leading enterprises in the industry should increase their support for individual industrial and commercial households in the industrial chain in terms of payment recovery, raw material supply and project contracting, so as to promote the smooth operation of the industrial chain.

12. Convenient registration. Make full use of full-process electronic means to provide individual industrial and commercial households with "full-process online" approval for opening, change, cancellation of registration and related administrative licenses. For individual industrial and commercial households engaged in the catering industry, do a good job in the street connection of business license application and license approval, and implement "license liaison office and one-chain completion". Do a good job in telephone consultation, online guidance, free mail and other services. If the materials are complete and legal, they will be settled on the same day. If there are difficulties in business processing, provide agency services in time. During the epidemic prevention and control period, if all kinds of license registration items change and cannot be handled in time, it will be postponed to 1 month after the epidemic is lifted. If the industrial product license fails to be renewed on time due to the epidemic situation, and the license expires, the license can be extended online. Accelerate the construction of digital government, optimize the service of "Love Shandong" APP Zibo Branch, and promote more individual industrial and commercial households to register online and handheld for convenience. Encourage internet platforms to relax the conditions for individual industrial and commercial households to settle in, reduce platform service fees, and support online operations.

13. Eligible individual operators are exempted from registration. Individual operators who sell agricultural and sideline products and daily necessities, or individuals who use their own skills to engage in convenient labor activities without obtaining permission according to law, especially those who are engaged in the basic living security of the masses during the epidemic, all districts and counties should delimit places, extend the time and be exempted from registration according to law. Timely announce the designated place and extend the time to the public.

14. Implement inclusive and prudent supervision. Extend the annual report time of individual industrial and commercial households to the end of 2020. For individual industrial and commercial households that have temporarily lost contact due to the epidemic, the abnormal operating state will not be marked for the time being. During the epidemic period, minor illegal acts that do not involve epidemic prevention and control, production safety and people's lives and property safety will be handled in a standardized manner by means of administrative tips, administrative guidance and administrative warnings. In principle, no case is filed and no fine is imposed. Before the outbreak is lifted, the municipal "double random and open" spot check of individual industrial and commercial households will not be arranged temporarily, unless laws, regulations and superior policies clearly require it.

15. Smooth channels for accepting complaints. Give full play to the role of grassroots party organizations as fighting bastions and the vanguard and exemplary role of party member, publicize and implement policies such as epidemic prevention and control, resumption of work and production, and support for development, boost confidence, overcome difficulties, scientifically prevent and control, and promote individual industrial and commercial households to resume work and production in an orderly manner.

17. Overall compaction responsibility. Individual operators should earnestly perform the duties of the first responsible person for epidemic prevention and control and resumption of work and production. Local governments should earnestly shoulder the territorial responsibility of epidemic prevention and control and resumption of production, and the competent departments of various industries should earnestly shoulder the responsibility of implementing the guidance and support policies for services, manufacturing, construction, transportation, agriculture, wholesale and retail, cultural industries and other industries.
