City street offices (community management committees) and grassroots mass autonomous organizations shall do a good job in the prevention and control of dust pollution in accordance with relevant regulations. Article 6 The municipal competent department of ecological environment and its dispatched offices shall exercise unified supervision and management over the prevention and control of dust pollution within their respective administrative areas.
Other relevant departments of the people's governments of cities and counties (cities, districts) shall supervise and manage the prevention and control of dust pollution within their respective functions and duties.
Enterprises, institutions and other producers and operators shall take effective measures to prevent and reduce dust pollution, and shall be liable for the damage caused by it according to law. Article 7 The people's governments of cities and counties (cities, districts) shall incorporate the response to heavy polluted weather into the emergency management system, formulate emergency plans for heavy polluted weather in their respective administrative areas, report them to the competent department of ecological environment at the next higher level for the record, and announce them to the public. Relevant competent departments and units shall formulate emergency plans according to their respective responsibilities, and take corresponding measures to prevent and control dust pollution according to the early warning level of air pollution issued by the Municipal People's Government. Article 8 Encourage, support and guide enterprises, institutions and other producers and operators to popularize and apply new technologies, new processes and new equipment to prevent and control dust pollution. Ninth housing and urban and rural construction, transportation, water, natural resources and other departments are responsible for the supervision and management of the prevention and control of dust pollution in construction, municipal, urban greening, road construction, water conservancy and other construction projects. Tenth construction units shall include the cost of dust pollution prevention and control in the project cost, and specify the responsibilities and measures for dust pollution prevention and control in the construction contract. Eleventh construction units shall, in accordance with the provisions of the construction contract, formulate specific implementation plans for the prevention and control of dust pollution, implement measures for the prevention and control of dust pollution, and submit them to the supervision and management department for the prevention and control of dust pollution.
The construction unit shall publicize information such as dust pollution prevention measures, responsible persons, supervision and management departments, etc. At the construction site, establish a ledger for dust pollution prevention and control, and truthfully record the implementation of various measures. Twelfth construction units should set up a hard enclosure at the construction site, and take effective dust-proof and dust-reduction measures such as covering, subsection operation, timely construction, sprinkling water to suppress dust, washing the ground and vehicles. Construction earthwork, engineering muck and construction waste should be removed in time. Site stacking should be covered with a closed dustproof net.
Ready-mixed concrete and ready-mixed mortar shall be used in construction projects. Dust prevention and dust reduction measures should be taken when mixing concrete and mortar on site.
Demolition of the construction site should adopt wet operation. In urban built-up areas, densely populated areas and street areas, protective bent and external federated eye network should be adopted for demolition. Thirteenth departments in charge of natural resources and energy are responsible for the supervision and management of dust pollution prevention and control of mineral resources development and mine environmental control projects. The water department is responsible for the supervision and management of water conservancy projects such as river regulation, sand mining and dust pollution prevention.
The people's governments of cities and counties (cities, districts) may, according to the needs of dust pollution prevention and control, designate areas where mining and processing activities of mineral resources such as coal, limestone, clay, sandstone and clay are prohibited.
Units and individuals that have obtained exploration and mining rights according to law and engaged in mining and processing activities of mineral resources such as coal, limestone, clay, sandstone and clay that are prone to dust pollution shall adopt advanced technologies and dust-proof and dust-suppression facilities to prevent dust pollution. Mining and processing enterprises of coal, limestone, clay and other mineral resources shall take measures such as sealing, enclosure, covering, cleaning and sprinkling water to prevent and reduce dust pollution in mining and processing areas. Fifteenth mining, sand mining and exploitation of other minerals, soil and abandoned land, should develop ecological protection and restoration plan, timely restoration of ecological vegetation. Sixteenth departments in charge of transportation shall be responsible for the supervision and management of the prevention and control of dust pollution such as motor vehicle road transportation, road greening and road cleaning.
Other departments responsible for the supervision and management of dust pollution prevention and control, such as housing and urban and rural construction, comprehensive law enforcement of urban management, shall supervise and manage the prevention and control of dust pollution on roads within their respective responsibilities.
