Therefore, with the approval of Dalian New Airport Coastal Business District Development and Construction Leading Group and Engineering Construction Headquarters, Dalian New Airport Coastal Business District Construction and Development Co., Ltd. with a registered capital of 3 billion yuan was established. As the main body of the development and construction of the new airport coastal business district, it is mainly responsible for planning and design, land requisition, demolition approval procedures, land consolidation, land reclamation and supporting infrastructure construction, investment and financing, and operation management of completed infrastructure. The registered capital of the company is 3 billion yuan, which is its own fund, mainly used for financing and project start-up funds next year.
The company is a state-owned company, which belongs to the municipal land reserve center, and the expenses such as office and personnel salary are paid from the project construction management fee.

The Binhai Business District of the new airport is an important part of the new airport construction, which integrates airport logistics, CBD business, modern services, eco-tourism and coastal suitability. It is located in the coastal area of Bohai Bay and Jinzhou Bay New Airport in the north of Ganjingzi District, Dalian, starting from the extension lines of Huabei Road and Zhonghua Road in the south, reaching the new airport in the north, Shenyang-Dalian Expressway and Beidahe River in the east and Huanglongwei in the west, with a planned total area of about 130 square kilometers. Adhering to the planning and design principle of "people-oriented, sustainable development, high starting point and high quality", five internationally renowned design companies, such as France Entier Architectural Design Consulting Co., Ltd., American RTKL International Co., Ltd. and American Wilcott Architectural Design Co., Ltd., were invited to participate in the planning and design of the project through international consultation. After expert review and demonstration review by the Municipal Planning Commission, the scheme of "Harmonious New Town" designed by France Entier Architectural Design Consulting Co., Ltd. was determined. The plan adapts measures to local conditions, has perfect functions, reasonable layout and convenient transportation, fully considers the influence of noise and clearance of the new airport, rationally utilizes the advantages of Dalian's environmental resources and regional context, pays attention to the protection of ocean, coastline and forest resources, combines the treatment of abandoned tailings ponds, rainwater collection of artificial lakes with land reclamation, and adopts a beautiful arc-shaped offshore centralized reclamation scheme to create an environment in which the northern seashore looks south. On the basis of optimizing and beautifying the original coastal coastline, more than 30 kilometers of coastal hydrophilic coastline will be added, highlighting the harmonious concept of coexistence of mountains and seas, urban development and ecological protection, and compatibility of livability and industry.
From east to west, the business district along the new airport is divided into eight functional areas: airport logistics park, high-speed rail transportation hub, CBD business center, commercial and residential area, tourist island, central lake ecological island and nature reserve. There are expressway in Danda and Shenda in this area, and high-speed rail and subway lines in Harbin and Dalian are under construction. Infrastructure projects such as roads, squares and public corridors in the northern coastal areas will also be planned and constructed, and construction technologies such as "energy saving, land saving, water saving, material saving and environmental protection" with mature application technologies will be vigorously promoted.
City Land Reserve Center is responsible for the construction and development of this project. The construction and development period is 15 years, which is divided into five phases. It is estimated that the "seven connections and one leveling" in the starting area will be completed within three years to meet the conditions for land transfer.
