Brief introduction of cost engineer examination
Cost engineer refers to the engineering economic professionals who are qualified by the state, licensed to practice after registration, specially appointed, entrusted or hired by a department or unit, responsible for and assisting them in the valuation, pricing and management of engineering cost, so as to safeguard their legitimate rights and interests. The state implements the qualification system of cost engineers in the field of project cost. Units and departments engaged in the construction, design, construction, project cost consultation and project cost management of engineering construction activities must be equipped with professional and technical personnel with the qualification of cost engineers in the positions of valuation, evaluation, audit (nuclear), control and management.
1996 according to the notice of the Ministry of personnel and the Ministry of construction on printing and distributing the interim provisions on the qualification system of cost engineers (No.77 [1996]), the state began to implement the qualification system of cost engineers. 1998 1, the Ministry of Personnel and the Ministry of Construction issued the Notice of the Ministry of Personnel and the Ministry of Construction on Relevant Issues Concerning the Implementation of the Qualification Examination for Cost Engineers (No.Zi Zi Fa [1998]8), and the qualification examination for cost engineers was first implemented in China that year. The Ministry of Personnel and the Ministry of Construction are jointly responsible for the examination. The personnel department is responsible for examining and approving the examination syllabus, examination subjects and examination questions, and organizing or authorizing the implementation of various examinations. In conjunction with the Ministry of Construction, supervise, inspect, guide and determine the examination standards. The daily work is undertaken by the Standard and Quota Department of the Ministry of Construction, and the specific examination work is entrusted to the Personnel Testing Center of the Ministry of Personnel to organize and implement.
The national cost engineer qualification examination is organized by the Ministry of Construction and the Ministry of Personnel. The exam is held once a year. The qualification examination for cost engineers adopts the methods of unified outline, unified proposition and unified organization. In principle, it is held once a year, and in principle, only test sites are set up in provincial capital cities. The examination adopts rolling management, which consists of five subjects, and the rolling cycle of a single subject is 2 years.
Apply for qualification
(a) who abide by the law and meet one of the following conditions of China people and citizens, can apply to participate in the cost engineer qualification examination:
1, graduated from junior college majoring in engineering cost, engaged in engineering cost business for 5 years; Graduated from college, engaged in engineering cost business for 6 years.
2. Obtain a bachelor's degree in engineering cost and have been engaged in engineering cost business for 4 years; Bachelor degree in engineering or engineering economics, engaged in engineering cost business for 5 years.
3. Obtain the second bachelor's degree or graduate class of the above major and obtain a master's degree, and have been engaged in engineering cost business for 3 years.
4. Obtain the above-mentioned professional doctor's degree and have been engaged in engineering cost business for 2 years.
(2) The above-mentioned academic qualifications refer to the official academic qualifications recognized by the Ministry of Education, and the relevant working years refer to the sum of the time spent in relevant work before and after obtaining the required academic qualifications, and the deadline is the end of the year of registration.
(3) Anyone who meets the examination requirements of cost engineers and has been employed as a senior professional and technical post before the promulgation of the Interim Provisions on the Qualification System of Cost Engineers (1August 26th, 1996) and meets one of the following conditions may be exempted from the two subjects of Basic Theory of Project Cost Management and Related Laws and Regulations and Construction Engineering Technology and Measurement, and only participate in project cost pricing and control.
1, 1970 (including 1970, the same below) graduated from engineering or engineering economics, and worked in engineering cost business for over 15 years.
2. 1970 Graduated from college, majored in engineering or engineering economics, and engaged in engineering cost business for 20 years.
3. 1970 Graduated from technical secondary school of engineering or engineering economics, and worked in engineering cost business for 25 years.
(4) According to the spirit of the document "Notice of the Ministry of Personnel on Doing a Good Job for Hong Kong and Macao Residents to Participate in the Qualification Examination for Professional and Technical Personnel held in the Mainland" (No.9 [2005] of the Ministry of Personnel), since 2005, all Hong Kong and Macao residents who meet the relevant provisions of the qualification examination for cost engineers can sign up for the corresponding professional examinations in accordance with the prescribed procedures and requirements. Hong Kong and Macao residents shall submit their identity certificates, corresponding professional qualifications or degree certificates recognized by the education administrative department of the State Council, and certificates of working years in relevant professional institutions to the registration point.
Examination subjects and achievement management
Examination subjects: basic theory of project cost management and related laws and regulations, project cost pricing and control, construction engineering technology and measurement (civil engineering or installation), and project cost case analysis.
Assessment results: Rolling management is implemented, and the rolling period is two years. Those who take all the examinations must pass all the examinations within two consecutive examination years before they can obtain the qualification; Personnel who are exempt from some subjects must pass the examination subjects within an examination year before they can obtain the qualification for practice.
