(2) Professional knowledge and intellectual quality

1. Professional knowledge

The knowledge of civil servants consists of professional knowledge and related knowledge. Professional knowledge includes the basic concepts, basic theories, basic framework and common sense of this major, as well as the context and dynamics of this major. Related knowledge refers to the related knowledge of similar or interdisciplinary majors, and understanding these knowledge is helpful to deepen and improve one's professional knowledge.

2. Intellectual quality

Intelligence is one of the basic qualities of civil servants, and its level directly affects the observation, understanding and thinking of civil servants. Intelligence includes observation, memory, thinking and imagination. The IQ of ordinary people is roughly the same, but different people pay different attention to all aspects of intelligence. Some people are good at abstract logical thinking, some people are good at thinking in images, some people are good at observation, and some people are sensitive.

(3) Psychological and physical qualities

The psychological quality of civil servants refers to the will and psychological feelings formed by civil servants under the influence of internal and external environment. It mainly includes the compatibility of emotion and stability, unity and cooperation, originality of work, humble attitude towards the parties, psychological self-adjustment and so on. Physical quality mainly refers to the physical strength and adaptability of civil servants. Civil servants must have the energy to fight continuously and be able to adapt to various changes in the external environment.

Second, the basic ability requirements

Civil servants must first have the ability to express themselves, and be able to accurately convey their thoughts and intentions to each other orally, in writing or through computers. This is not only a means of information exchange, but also a medium of emotional contact. If the style of writing is unreasonable, it is difficult to write official documents, and if the language is unclear, it is difficult to maintain daily work.

People's behavior habits, views on problems and principles of being a man are very different because of their different knowledge, quality, acceptance, interest and experience background. In practical work, civil servants must be able to coordinate various interpersonal relationships, reduce internal friction and form a joint force. Newly hired civil servants should not be indifferent, conceited or haggle over selfish interests.

(3) Time arrangement ability

Government official work is complicated and messy, which requires civil servants to master their time reasonably. The ability to arrange time reasonably, first of all, is to cherish time and not waste a minute. Secondly, we should finish the most important tasks in the best time. Characteristics of recruiting national civil servants

I. Openness, equality, competition and merit selection

The so-called openness means that government agencies at all levels must recruit civil servants with non-leadership positions below the chief clerk, which must be open to the society. The state regularly issues examination announcements to publicize the recruitment policies, principles, recruitment departments, positions, numbers, qualifications, examination subjects, time, place, methods and procedures; And publish the exam results, rankings, employment, etc., and inform me. Applicants who are in doubt about the grading and ranking arrangements may request a review.

The so-called equality means that all citizens who meet the conditions for entering the exam can take the exam and enjoy equal rights and opportunities to enter the civil service and hold government positions. Central and state organs such as the Ministry of Railways, the Oceanic Administration, the Ministry of Communications, the Ministry of Water Resources, the Ministry of Electric Power, and Hainan Province took the lead in breaking geographical restrictions and enrolling students nationwide. Some cities and counties in Jilin, Shaanxi, Hebei and other provinces have also broken the identity restrictions, and many workers, farmers and unemployed people have been recruited as national civil servants.

The so-called competition means that in the recruitment of civil servants, the number of people admitted only accounts for a certain proportion of the number of applicants, rather than a standard exam that can be passed as long as it reaches a certain standard. Candidates are screened and eliminated step by step, and they participate in the competition with their own talents. In particular, there are a large number of applicants at present, and the admission quota is limited, and the competition is particularly fierce. The general ratio is 10: 1 to 20: 1. The central state organs are generally around 12: 1, and Shaanxi Province once reached 65: 1.

The so-called merit-based examination is the core of the recruitment system and another aspect of competitive examination. Recruited civil servants pass competitive examinations and are ranked according to their achievements. At the same time, their political performance, ideological and moral quality, physical quality and psychological quality were comprehensively evaluated. After comparison and screening, the most qualified talents are finally selected to enter the civil service.

Two, have both ability and political integrity, examination and assessment.

The recruitment standard of civil servants is to have both ability and political integrity, and to give consideration to both quality and ability, that is, to decide whether a candidate is hired, it must be comprehensively measured from both morality and ability. Morality refers to political and ideological expression and moral quality, and only refers to skills, including cultural level, professional knowledge and working ability. Only by paying equal attention to both ability and political integrity can we ensure the political quality and administrative ability of civil servants and the essential characteristics of civil servants.

The combination of examination and assessment means that in the process of recruiting civil servants, it is necessary not only to understand the current knowledge level and professional ability of candidates in the form of examinations; It is also necessary to inspect, verify and evaluate the consistent performance and past experience of qualified personnel in accordance with legal procedures and standard methods. By looking at files, mass surveys and other forms to investigate political thoughts, moral quality, work performance, work performance and whether it is necessary to avoid it. The combination of examination and assessment ensures the implementation of the employment standard with both ability and political integrity, and effectively prevents unqualified personnel with "high scores and low abilities" and "both ability and political integrity" from entering the civil service, which has become a major feature of China's examination and employment system.

Third, the scope of civil service examination is specific.

According to the "Provisional Regulations on National Civil Servants", the scope of civil servants employed by examination in China only refers to civil servants with leadership positions below the chief clerk. Including clerks, clerks, deputy directors and directors. Because civil servants who hold senior positions, especially those who hold leadership positions, need rich work experience, leadership ability and skilled business knowledge. All these should be accumulated gradually through a long period of practice, rather than being proved by passing an exam.

Fourth, the party and government organs jointly recruited and launched in all directions.

The examination and recruitment of civil servants is gradually transferred from the personnel department to the organization department and the personnel department for joint implementation. In addition to the recruitment of government agencies and institutions, the supplementary staff of party and mass organizations and social groups managed on a trial basis according to the Regulations are also included in the scope of open recruitment. Not only that, the people's courts, the procuratorate system, institutions owned by the whole people and state financial institutions all face the society and openly enroll students. Local courts and procuratorates should adhere to the principle that the person with the highest position gets the highest position in the examination of supplementary personnel.

The system of auditing by courts and higher people's procuratorates and examination and approval by personnel departments. With reference to the institutions that implement the national civil service system, they will also increase their staff in accordance with and with reference to the Interim Provisions on the Employment of National Civil Servants.

Five, take care of ethnic minorities and demobilized officers.

According to the basic spirit of the Law on Regional Ethnic Autonomy and the Party's ethnic policy, local governments and ethnic affairs departments in ethnic autonomous areas should take care of civil servants. Or stipulate a certain admission ratio; Or give priority to employment under the same conditions; Or lower the score line appropriately; In addition, the civil servants of ethnic minorities in the plan are only recruited from ethnic minorities.

In the recruitment process, demobilized officers are also taken care of. Retired soldiers generally implement the internal limited competition examination for demobilized military cadres, and the examination subjects and procedures are determined by the personnel department and the demobilized military department. When participating in open recruitment, priority is given to employment under the same conditions; For those who meet certain conditions, special care will be given when hiring.

Six, strict supervision, supervision and inspection

The personnel department has carried out effective macro-control, audited and issued the employment plan every year, and audited and filed the employment results. Personnel departments of governments at all levels are responsible for the examination and approval of local examination plans and the filing and approval of employment. Shaanxi province also pays attention to registration, examination questions and notarization in the recruitment to ensure supervision and fairness.

The Ministry of Personnel has hired a group of national civil service examination and recruitment supervision inspectors, who are responsible for checking all aspects of civil service recruitment and investigating the implementation of the civil service recruitment system in various departments and local provinces and cities in the State Council. Found violations of discipline, timely report to the competent employment authorities. Inspectors are not restricted by land, and can carry out inspection work nationwide with the letter of appointment and inspection certificate.

Announcement of civil service examination and employment

Making and publishing recruitment announcements is the first task before registration. The main information about the examination and employment of the employing department is notified to the public through the announcement.

I. Contents of the Recruitment Announcement

The civil service recruitment announcement mainly includes the following contents:

(1) Recruitment scope, candidates and conditions;

(2) Employer, position and plan (quota)

(3) Methods and procedures for examination and employment;

(four) the time and place of registration and the documents to be examined at the time of registration;

(5) Subject, time and place of written examination;

(6) interview method;

(seven) the method of publishing the written test and interview results;

(8) Employment procedures and methods;

(9) Other matters that need to be explained to candidates.

Second, release the recruitment announcement

Civil servant recruitment announcements are generally published in newspapers with high popularity, wide readership, authority and seriousness, and at the same time, regional characteristics should be taken into account. For example, all departments in the State Council recruit civil servants for the whole country, and they should publish recruitment announcements in People's Daily; If the recruitment is limited to Beijing, they can publish a recruitment announcement in Beijing Daily or Beijing Evening News. Where the governments of all provinces, autonomous regions and municipalities directly under the Central Government recruit civil servants for the whole province (autonomous region), they shall publish recruitment announcements in provincial newspapers; If you only recruit in the resident cities of provinces and autonomous regions, you can publish recruitment notices in the newspapers of the resident cities.

The recruitment announcement has the nature of laws and regulations. Once released, no unit or individual may violate its contents. If it is necessary to change or adjust its contents due to special circumstances, the department issuing the announcement shall correct its reputation in the original announcement newspaper before registration.

The recruitment announcement is simple and clear, and the text is clear. Some questions, such as the specific requirements of the exam, can be formulated, posted or printed at the registration office as an auxiliary explanation for the recruitment announcement.

The examiner department shall file the newspapers and papers published in the announcement for future reference.

Third, the publicity of the recruitment announcement

It is an important management activity in the registration stage to mobilize and organize qualified citizens to take the exam as widely as possible through various publicity methods. The wider the publicity, the more people will apply for the exam, and more outstanding talents suitable for this position will be selected for government agencies.

Registration procedure for civil service examination

First, apply for registration.

Organizing the registration of the national civil service recruitment examination according to the prescribed procedures and methods is an important link in the implementation of the whole civil service recruitment examination. It is also a concrete embodiment of the principle of openness and equality in the national civil service recruitment examination. The application for the civil service recruitment examination shall be carried out after the examination organ issues the recruitment announcement. The specific procedures are as follows:

(a) before the official registration, the personnel who take the civil service examination should receive all kinds of forms and materials required for registration at the specified time and place, fill in the registration form carefully and understand the registration information.

1. The contents of the application form generally include:

(1) Personal basic information: name, gender, age, native place, address, mailing address and photo;

(2) the requirements stipulated in the examination law, such as whether there are any bad habits, whether they have been rewarded or punished, etc.

(3) Education and qualifications: cultural procedures, work experience, personal moral habits, hobbies, physical fitness and health status. ;

(4) Other matters: marital status, family status, social relations, personal burden, etc.

2. The application notice is a notice to guide the old man how to apply for a job, and it is also a detailed explanation of the recruitment announcement. Now, the relevant contents of the "Notes for Admission of Civil Servants by Central State Administrative Organs" are introduced as follows:

(1) Applicant

Generally, except for some professions and posts that are in short supply in Beijing, all employees owned by the whole people with urban hukou outside Beijing are allowed to apply for the exam. Most occupations and positions are registered by employees owned by the whole people with urban hukou in Beijing.

A. Candidates in Beijing

First, employees in Beijing and local party and government organs, people's congresses, CPPCC, courts, procuratorates and enterprises and institutions owned by the whole people are allowed to apply for the exam.

Second, files are allowed to be stored in relevant exchange centers in Beijing, and employees owned by the whole people are reserved to apply for the exam.

Third, graduate students majoring in foreign languages, accounting, computer and archaeology who graduated in the spring of that year and graduate students from Beijing universities with more than two years' work experience are allowed to apply for the exam. The problem of staying in Beijing for graduate students outside Beijing after employment is solved by the Ministry of Personnel.

Fourth, the State Council Army is allowed to transfer to another office and double (retired) office for examination and approval. 1994 Demobilized officers and demobilized soldiers who have been resettled in Beijing but have not found a resettlement unit can apply for the examination.

Fifth, employees owned by the whole people in collective, private and joint ventures are allowed to apply for the exam.

Sixth, applicants whose units are located in suburban counties must issue a letter of introduction or a letter of introduction that the personnel or organization department agrees to apply for according to the relevant management authority at the time of registration or during the recruitment process. If they can't, they will decide whether to allow them to apply for the exam according to their situation. Candidates who are allowed to apply for the exam will be stored in the "candidate database" of the Ministry of Personnel and recommended as "candidates" after issuing a letter of introduction.

Seventh, applicants from primary and secondary schools, public security and reform-through-labour institutions must also issue letters of introduction or approval from municipal and ministerial education and personnel departments according to their management authority when registering or during the recruitment process. If it cannot be distributed, the method similar to that in "6" above shall be followed.

B. Applicants outside Beijing

First, colleges and departments enrolling students outside Beijing should meet the requirements of Beijing's relevant regulations on shortage of majors or special work experience.

Second, applicants from outside Beijing should be employees owned by the whole people.

Third, teachers in remote areas, primary and secondary schools or candidates from outside Beijing in some special industries must issue a letter of introduction from the personnel department of the local provincial government.

(3) Identification of relevant qualification certificates:

A. the applicant's academic qualifications (certificates). Meet the following requirements:

First, those who have received higher education and adult education and passed the self-study exam organized by the state will be recognized when they apply for the exam;

Second, those who have received higher education and adult education in institutions of higher learning approved by the Central Military Commission and passed the examination will be recognized when they apply;

Third, graduate students who have received education at the Central Party School and are qualified will be recognized when applying for the exam.

B identification of the applicant's professional and technical qualifications and positions (certificates) shall be carried out in accordance with the following provisions:

First, if the professional and technical qualifications are assessed by the relevant competent authorities in accordance with the relevant provisions of the state, they will be recognized when applying for the exam. Among them, senior professional and technical qualifications are generally assessed by provincial and ministerial competent units.

Second, the position. The professional and technical positions of enterprises and institutions, such as the corresponding professional and technical qualification certificates issued according to the relevant provisions of the state, shall be recognized when applying for the examination; Enterprises and institutions employ cadres or personnel who hold certain administrative positions, as long as they meet the relevant provisions of the state, they shall be recognized when applying for the examination.

(4) Apply for volunteering

A. Candidates in Beijing

First, candidates are allowed to fill in three similar volunteers, namely, the first volunteer department (three positions in Selected Graduates), the second volunteer department, and whether they obey the distribution.

Secondly, in the case that the first choice cannot be realized, candidates who fill in the second choice department can be allowed to participate in the interview of the second choice department and continue to compete, and the second choice department may be vacant because the candidates' test scores fail to meet the requirements.

Thirdly, the human resources department will recommend all candidates who have filled in the assignment, failed to be hired due to test results or job restrictions, and meet the "candidate pool" talent pool and recommendation conditions.

Fourth, it is sometimes stipulated that candidates can only apply for two or three different positions in a department.

B. Applicants outside Beijing

Applicants from outside Beijing are only allowed to fill in a voluntary department and whether they obey the distribution.

(5) Examination and employment of candidates from outside Beijing

A. Recruitment departments outside Beijing can openly recruit for social or industrial organizations according to job requirements and unemployment characteristics.

B. After the qualification examination, applicants from outside Beijing will go to Beijing to take the examination or take the examination in the examination room outside Beijing according to the requirements of the recruitment department and the examination time and content uniformly stipulated by the Ministry of Personnel.

C. After the applicants from outside Beijing have passed the examination and reported to the Ministry of Personnel for the record, the Ministry of Personnel will solve the related index problems of entering Beijing.

(6) See the recruitment announcement for the recruitment department, number and specialty.

(2) Within the specified registration time, applicants should bring their work permit or ID card, education certificate, registration form (recommendation form of the applicant) and two recent bareheaded one-inch photos to the designated registration point, and pay the registration fee, examination fee and examination paper fee as required.

(three) after the registration, each registration point shall make statistics on the registration situation and input the registration information into the computer, and then report the registration materials to the competent examination department within the specified time.

Second, the qualification examination

Qualification examination is a method to examine whether the application form and related documents meet the prescribed application conditions. The government personnel department and the employing department are jointly responsible for the qualification examination procedures as follows:

1. Review of the applied position. It is necessary to pay attention to the types of positions that applicants apply for, and whether my academic qualifications meet the requirements of the positions they intend to apply for.

2 for the examination of documents, we should pay attention to the examination of the documents held by the applicant, with the focus on the examination of the waste books (household registration, age) and work permits. For different types of personnel with different academic requirements, their academic qualifications and related certificates shall be reviewed accordingly.

3. The appearance of the applicant. Generally speaking, candidates who apply for national civil servants have no special requirements for appearance. But people who work in government agencies should at least have no obvious physical defects and should not be too short. In addition to clear physical examination standards, examination organizers should also have certain qualification examination standards.

4. View the candidate's photos. Mainly to prevent acts that violate the examination discipline, such as taking the test.

5. Other contents stipulated in the recruitment announcement.

Third, get the admission ticket.

The admission ticket is issued by the national civil service examination examiner according to the registration and qualification examination.

The admission ticket is uniformly printed by the examiner, affixed with the recent bareheaded 1 inch photo submitted by the applicant, and takes effect after being stamped and sealed by the examiner. Fill in the admission ticket carefully, and the candidate's name must be exactly the same as the registration form.

The stub of "Admission Ticket" should be bound into a book according to the examination room for the prison staff to use when checking the examiner. Applicants who lose the admission ticket must be certified by their unit and carry relevant documents. After being audited by the registration point, they will be reissued by the original issuing unit. The reissued admission ticket uses the original admission ticket, but it is marked "reissued".

When arranging the admission ticket number, the examiner should try to arrange the applicants of the same unit in different examination rooms and the examination numbers are not adjacent. The admission ticket number generally adopts 8 digits.

Civil service examinations authority

The competent authorities of China's civil servant recruitment examination are the State Council, the Ministry of Personnel and the personnel department of the provincial people's government. The Ministry of Personnel is responsible for the recruitment examination of the central state administrative organs, namely the ministries, commissions, departments, offices and bureaus in the State Council, and the personnel department (bureau) of the provincial government is responsible for the recruitment examination of local state administrative organs at all levels.

I. Ministry of Personnel

The personnel department is responsible for the recruitment of candidates, that is, the examination recruitment department and the personnel examination center.

(1) Examination and Employment Office

The main responsibilities are:

(1) To study and formulate policies and regulations on the recruitment of national civil servants and organize their implementation;

(two) to guide and coordinate the recruitment of state civil servants, other staff of organs and institutions, formulate employment plans and organize and guide their implementation;

(3) Organizing and coordinating the examination, employment, guidance and supervision, and examination and approval of civil servants in non-leadership positions below the principal level in central state organs and departments.

(2) Personnel Testing Center

The personnel examination center was formed by the merger of the former examination and employment center of the Ministry of Personnel and the national title examination guidance center. To undertake examination services such as the civil service recruitment examination for central state organs and the qualification examination for professional and technical posts, as well as other specific organizational work related to the examination, such as issuing recruitment announcements, making examination papers, training examiners, organizing examinations and marking papers.

(three) the specific organization of part of the examination, the Ministry of personnel can also be entrusted to the personnel department of the State Council or the provincial government personnel department.

Two, the provincial government personnel department (bureau)

The main responsibilities include: according to the laws and regulations on the recruitment of national civil servants, formulating relevant regulations on the recruitment of national civil servants within their respective administrative areas; Implement the relevant national policies; To guide and supervise the recruitment management of civil servants in state administrative organs below the city (prefecture) level; Responsible for organizing the examination and approval of the recruitment of national civil servants by various departments of the provincial government; To stipulate the organizational measures for the recruitment examination of state administrative organs below the city (prefecture) level; To undertake the relevant examinations entrusted by the personnel department.

In order to ensure the fairness and objectivity of the civil service recruitment examination, most provinces and cities in China have set up recruitment examination centers and temporary institutions such as examiners and examination supervision organs, which have done a lot of practical examination work and some scientific research work, greatly alleviating the pressure of government personnel departments.
